{"id":12845,"date":"2018-07-15T17:54:15","date_gmt":"2018-07-15T17:54:15","guid":{"rendered":"http:\/\/www.lifeandnews.com\/articles\/?p=12845"},"modified":"2018-07-15T17:54:15","modified_gmt":"2018-07-15T17:54:15","slug":"why-trade-wars-can-be-perilous-5-essential-reads","status":"publish","type":"post","link":"https:\/\/www.lifeandnews.com\/articles\/why-trade-wars-can-be-perilous-5-essential-reads\/","title":{"rendered":"Why trade wars can be perilous: 5 essential reads"},"content":{"rendered":"<p><span><a href=\"https:\/\/theconversation.com\/us\/team#bryan-keogh\">Bryan Keogh<\/a>, <em><a href=\"http:\/\/www.theconversation.com\/\">The Conversation<\/a><\/em> and <a href=\"https:\/\/theconversation.com\/us\/team#nicole-zelniker\">Nicole Zelniker<\/a>, <em><a href=\"http:\/\/www.theconversation.com\/\">The Conversation<\/a><\/em><\/span><\/p>\n<p>Depending on whom you ask, the odds of the United States winning its trade war with China and the rest of the world is either <a href=\"https:\/\/www.cbsnews.com\/news\/china-trade-war-with-u-s-is-president-trump-already-winning-the-tariff-fight\/\">probable<\/a>, <a href=\"https:\/\/www.nytimes.com\/2018\/07\/09\/business\/china-trade-war-soybeans.html\">possible<\/a>, <a href=\"https:\/\/finance.yahoo.com\/news\/3-companies-trump-trade-war-155635757.html\">unlikely<\/a>, <a href=\"https:\/\/finance.yahoo.com\/video\/trumps-trade-war-first-victims-113551680.html\">out of the question<\/a> or <a href=\"https:\/\/www.forbes.com\/sites\/kenrapoza\/2018\/07\/10\/has-the-media-overinflated-the-risks-of-a-china-trade-war\/#201aea0a35fb\">irrelevant<\/a>.<\/p>\n<p>Economists generally agree, however, that <a href=\"http:\/\/growthcrossings.economist.com\/article\/unintended-consequences-impact-trade-wars-consumer-markets\/\">American consumers<\/a> and <a href=\"https:\/\/www.economist.com\/graphic-detail\/2018\/05\/08\/a-trade-war-will-inevitably-hurt-americas-companies\">most companies<\/a> will be hurt, particularly if it continues much longer.<\/p>\n<p>One <a href=\"https:\/\/www.nbcnews.com\/politics\/first-read\/trade-war-could-turn-trump-s-biggest-strength-weakness-n889656\">early estimate<\/a>, based on the tariffs so far, suggests that President Donald Trump\u2019s trade dispute will cost the U.S. approximately 250,000 jobs and $210 per family. And the companies whose products are now more expensive to export to Europe, China or elsewhere \u2013 such as <a href=\"https:\/\/theconversation.com\/why-chinas-soybean-tariffs-matter-94476\">soybean farmers<\/a> and motorcycle makers \u2013 are feeling badly squeezed. <\/p>\n<p>Amid the escalating threats and retaliations by a host of countries across the world, it\u2019s easy to get lost. To better understand the issues at stake in a trade war, we turned to articles from our archive. <\/p>\n<h2>1. What is a tariff?<\/h2>\n<p>A <a href=\"https:\/\/theconversation.com\/what-is-a-tariff-an-economist-explains-93392\">tariff<\/a>, according to Amitrajeet A. Batabyal, a professor of economics at the Rochester Institute of Technology, is simply a tax levied on an imported good. By making that good more expensive for American consumers \u2013 whether individuals or companies \u2013 it hurts the foreign manufacturer, while benefiting domestic producers of the same product.  <\/p>\n<p>Historically, tariffs were used to raise revenue, he writes. That\u2019s how the U.S. raised most of its revenue until formally creating the income tax in 1913. \u201cThe main purpose of a tariff these days tends to be about protecting particular domestic industries from foreign competition, alongside raising revenue,\u201d he explains. <\/p>\n<p>The problem is they usually make a country worse off than before. Small countries always suffer as a result of imposing tariffs. Larger nations, like the United States, can make gains in the short run, but their tariffs ultimately push other countries to impose their own, as we see today, and everyone is worse off than before. <\/p>\n<p>\u201cThese kind of sequential \u2018tit-for-tat\u2019 actions can easily degenerate into a trade war,\u201d Batabyal argues. \u201cThis is in part why trade economists are typically against restricted trade and for free trade.\u201d<\/p>\n<h2>2. Recent history<\/h2>\n<p>The initial salvos in the current global trade dispute came in March, when the Trump administration slapped tariffs as high as 25 percent on steel and aluminum. A few allies like Canada and the European Union received exemptions that have since lapsed, sparking retaliation from them and others.<\/p>\n<p>It wasn\u2019t the first time, however, that the U.S. tried imposing tariffs on metals to prop up domestic producers. <\/p>\n<p>President George W. Bush tried the same thing in 2002. What happened offers a <a href=\"https:\/\/theconversation.com\/george-w-bush-tried-steel-tariffs-it-didnt-work-92904\">\u201ccautionary tale\u201d<\/a> for the Trump administration, argues William Hauk, an associate professor of economics at the University of South Carolina.<\/p>\n<p>Though the tariffs as high as 30 percent helped steelmakers, they were painful for companies in other industries that consumed steel, like builders and automakers. <\/p>\n<p>\u201cThe general economic view of trade protection says that tariffs transfer money from a good\u2019s consumers to its producers,\u201d he writes. \u201cThis transfer is usually economically inefficient because the benefits that domestic producers receive from a tariff will generally be less than the costs to domestic consumers.\u201d<\/p>\n<p>The Bush administration withdrew the tariffs by late 2003 after losing a case at the World Trade Organization, a threat of a trade war from the EU, and a backlash from steel consumers. A study found that 200,000 workers in U.S. manufacturing lost their jobs as a result of the tariffs. <\/p>\n<h2>3. Trade deficits and iPhones<\/h2>\n<p>A driving force behind the Trump tariffs is the trade deficit and the president\u2019s view that China and other countries are taking advantage of the U.S. by exporting far more than they are importing. A closer look at what goes into an Apple iPhone shows why the trade deficit is not the right to think about global trade flow, according to researchers Jason Dedrick, Greg Linden and Kenneth L. Kraemer.<\/p>\n<figure class=\"align-left \">\n            <img alt=\"\" src=\"https:\/\/images.theconversation.com\/files\/227509\/original\/file-20180712-27021-17z5lv9.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=237&amp;fit=clip\"><figcaption>\n              <span class=\"caption\">Trump argues a trade war will help the U.S. extract better deals out of its trading partners.<\/span><br \/>\n              <span class=\"attribution\"><a class=\"source\" href=\"http:\/\/www.apimages.com\/metadata\/Index\/APTOPIX-Trump-Vietnam\/2a4ca7a234d14f409bd85877e47ec470\/3\/0\">AP Photo\/Andrew Harnik<\/a><\/span><br \/>\n            <\/figcaption><\/figure>\n<p>An iPhone 7, which is assembled in China, is recorded as a U.S. import at its factory cost of about $240. But in reality, only $8.50 of that actually stays in China because virtually all the parts come from suppliers in a variety of countries, including South Korea, Japan and the U.S., they wrote.<\/p>\n<p>This means the United States\u2019 trade deficit with China is probably about a third of the $375 billion actually recorded in 2017, the authors estimate.<\/p>\n<p>\u201cIn short, China gets a lot of (low-paid) jobs, while the profits flow to other countries,\u201d they continue.<\/p>\n<h2>4. Trump\u2019s \u2018America first\u2019 trade policy<\/h2>\n<p>Now that Trump has the trade war <a href=\"https:\/\/www.theatlantic.com\/international\/archive\/2018\/06\/trump-china-tariffs-trade-war\/562904\/\">he has long wanted<\/a>, it\u2019s important to understand what else is driving it, besides trade deficits. <\/p>\n<p>Fundamentally, it\u2019s his \u201cAmerica first\u201d trade policy, which promotes protectionism and the notion that unilateralism in trade is good for the United States, <a href=\"https:\/\/theconversation.com\/trumps-america-first-trade-policy-ignores-key-lesson-from-great-depression-87477\">explains<\/a> Charles Hankla, an associate professor of political science at Georgia State University. It also assumes that the U.S. can do as it pleases on trade, and others will have to follow.<\/p>\n<p>\u201cHere is the problem: President Trump\u2019s approach to trade seems to be based on a false understanding of how the global economy works,\u201d he argues.<\/p>\n<p>\u201cThe administration has forgotten an important lesson of the Great Depression, and virtually all economists agree that this could have unfortunate consequences for the U.S. and the world.\u201d<\/p>\n<figure class=\"align-center \">\n            <img alt=\"\" src=\"https:\/\/images.theconversation.com\/files\/226054\/original\/file-20180703-116129-1keb60x.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><figcaption>\n              <span class=\"caption\">Trump and Vice President Mike Pence met with Harley-Davidson CEO Matthew Levatich in February.<\/span><br \/>\n              <span class=\"attribution\"><a class=\"source\" href=\"http:\/\/www.apimages.com\/metadata\/Index\/Trump-100-100-Photos\/6e55f7cf96a8455a9567e56961fd8497\/10\/0\">AP Photo\/Pablo Martinez Monsivais<\/a><\/span><br \/>\n            <\/figcaption><\/figure>\n<h2>5. Unintended consequences<\/h2>\n<p>While the aim of launching a trade war was to promote U.S. companies and protect American jobs, there are already signs the opposite is happening. <\/p>\n<p>Harley-Davidson, the iconic motorcycle company the president praised as recently as February, announced it plans to shift some of its production overseas to avoid retaliatory tariffs from the EU, which will cost U.S. jobs. According to Christina Fattore, an expert at West Virginia University who focuses on trade disputes, <a href=\"https:\/\/theconversation.com\/why-it-doesnt-matter-if-a-harley-is-made-in-america-99267\">more companies may follow<\/a>. <\/p>\n<p>But she asks: \u201cIn a world that depends on global supply chains, what makes a product truly \u2018made in America\u2019? Is a Harley really an all-American bike?\u201d  <\/p>\n<p>Fattore points out that the \u201cAmerican-made\u201d Harley already contains many parts imported from other countries.
