{"id":13994,"date":"2018-10-19T01:53:21","date_gmt":"2018-10-19T01:53:21","guid":{"rendered":"http:\/\/www.lifeandnews.com\/articles\/?p=13994"},"modified":"2018-10-20T01:58:23","modified_gmt":"2018-10-20T01:58:23","slug":"trump-sees-opportunity-in-venezuelas-humanitarian-crisis-as-midterms-approach","status":"publish","type":"post","link":"https:\/\/www.lifeandnews.com\/articles\/trump-sees-opportunity-in-venezuelas-humanitarian-crisis-as-midterms-approach\/","title":{"rendered":"Trump sees opportunity in Venezuela&#8217;s humanitarian crisis as midterms approach"},"content":{"rendered":"<p><span><a href=\"https:\/\/theconversation.com\/profiles\/marco-aponte-moreno-134249\">Marco Aponte-Moreno<\/a>, <em><a href=\"http:\/\/theconversation.com\/institutions\/st-marys-college-of-california-2715\">St Mary&#8217;s College of California <\/a><\/em><\/span><\/p>\n<p>President Donald Trump has spoken forcefully about the humanitarian crisis in Venezuela, calling it a \u201chuman tragedy\u201d at the <a href=\"https:\/\/www.cnbc.com\/2018\/09\/25\/watch-donald-trump-speech-at-united-nations-general-assembly.html\">United Nations General Assembly<\/a> in September. <\/p>\n<p>Venezuela\u2019s <a href=\"https:\/\/theconversation.com\/inside-venezuelas-crisis-7-essential-reads-89018\">humanitarian crisis<\/a> \u2013 which began in late 2014, when a drop in oil prices deprived the government of its primary income source \u2013 has worsened to previously unimaginable levels. People are now dying from <a href=\"https:\/\/www.washingtonpost.com\/\">shortages of food and medicine<\/a>.<\/p>\n<p>Noting that 2 million Venezuelan refugees have escaped \u201cthe anguish inflicted by the socialist Maduro regime,\u201d Trump <a href=\"https:\/\/www.france24.com\/en\/20180926-usa-ups-pressure-venezuela-easily-toppled-maduro-regime-trump-sanctions\">asked world leaders<\/a> to join forces and \u201cseek the restoration of democracy in Venezuela.\u201d <\/p>\n<p>Vice President Mike Pence, who <a href=\"https:\/\/www.wsj.com\/articles\/mike-pences-visit-to-latin-america-will-include-talks-on-migrant-crisis-1529982487\">visited Latin America in June<\/a>, described the situation in Venezuela as \u201c<a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/remarks-vice-president-pence-regional-migration-humanitarian-crisis-flows-venezuela-event\/\">heart breaking<\/a>.\u201d <\/p>\n<p>This sounds like strong support for my ailing native country. <a href=\"http:\/\/elies.rediris.es\/elies27\/APONTE_MORENO_FINAL_THESIS.pdf\">My academic research on political rhetoric<\/a>, however, has taught me that politicians\u2019 words often deceive. <\/p>\n<p>Close analysis of Trump\u2019s Venezuela policy shows that his administration is doing much less than it could to ease Venezuelans\u2019 suffering. But that hasn\u2019t stopped the president from using the country\u2019s crisis for Republicans\u2019 <a href=\"https:\/\/www.knoxnews.com\/videos\/news\/local\/2018\/10\/02\/trump-democrats-want-turn-america-into-venezuela\/1495475002\/\">political gain ahead of November\u2019s midterm elections<\/a>. <\/p>\n<h2>Sanctions that don\u2019t work<\/h2>\n<p>Venezuela was once Latin America\u2019s richest nation. Now inflation may reach <a href=\"https:\/\/www.businessinsider.com\/venezuela-hyperinflation-in-pictures-2018-8\">1 million percent<\/a> and a recent <a href=\"https:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/venezuela\/article218542765.html\">poll<\/a> found that 30 percent of Venezuelans eat only once a day. <\/p>\n<p>To pressure Venezuelan president Nicol\u00e1s Maduro to \u201c<a href=\"https:\/\/www.state.gov\/r\/pa\/prs\/ps\/2018\/09\/286190.htm\">restore democratic order<\/a>,\u201d the U.S. in September <a href=\"https:\/\/www.reuters.com\/article\/us-usa-venezuela\/u-s-sanctions-venezuela-officials-trump-slams-maduro-idUSKCN1M51WC\">imposed sactions<\/a> on his wife, the country\u2019s defense minister and the head of its <a href=\"https:\/\/theconversation.com\/venezuelas-getting-a-new-constitution-whether-the-people-want-it-or-not-80242\">Constituent Assembly<\/a>, an all-powerful body created in 2017 to supersede the opposition-led legislature.<\/p>\n<p>This is the fourth round of sanctions on Venezuelan leadership since Trump took office in 2017. <\/p>\n<p>President Barack Obama also <a href=\"https:\/\/www.treasury.gov\/resource-center\/sanctions\/Programs\/Documents\/13692.pdf\">targeted Maduro\u2019s regime<\/a>, passing sanctions in 2015 and declaring Venezuela a threat to U.S. national security.  <\/p>\n<figure class=\"align-center \">\n            <img alt=\"\" src=\"https:\/\/images.theconversation.com\/files\/241078\/original\/file-20181017-41153-11euzm5.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><figcaption>\n              <span class=\"caption\">President Maduro\u2019s wife, Celia Flores (right), is among the Venezuelans targeted in the latest round of economic sanctions.<\/span><br \/>\n              <span class=\"attribution\"><a class=\"source\" href=\"http:\/\/www.apimages.com\/metadata\/Index\/Venezuela-US-Sanctions\/93a25fc4e0cf41c2bb801fc645e5fc75\/3\/0\">Miraflores Press Office via AP<\/a><\/span><br \/>\n            <\/figcaption><\/figure>\n<h2>Latin America\u2019s crisis<\/h2>\n<p>Despite repeated sanctions, the authoritarian Maduro regime remains firmly in power.<\/p>\n<p>As conditions in Venezuela worsen, a <a href=\"https:\/\/www.washingtonpost.com\/world\/2018\/08\/23\/venezuelas-refugee-exodus-is-biggest-crisis-hemisphere\/?utm_term=.9e7d8293cedf\">massive and growing number of people<\/a> are fleeing to neighboring nations. The UN High Commission on Refugees <a href=\"https:\/\/www.theguardian.com\/world\/2018\/oct\/01\/venezuela-migration-crisis-un-calls-for-response\">estimates<\/a> that 5,000 people leave every day.<\/p>\n<p>The Venezuelan exodus \u201c<a href=\"https:\/\/www.devex.com\/news\/venezuela-crisis-is-on-the-scale-of-syria-unhcr-says-93465\">is on the scale of Syria<\/a>,\u201d said Matthew Raynolds, of the United Nations refugee agency.<\/p>\n<p>The influx of migrants is straining <a href=\"https:\/\/theconversation.com\/refugees-from-venezuela-are-fleeing-to-latin-american-cities-not-refugee-camps-103040\">resources<\/a> in Brazil and Colombia, where border cities have seen flare-ups of xenophobia and violent attacks on refugees. <\/p>\n<p>The U.S. says it will allocate an <a href=\"https:\/\/www.nbc26.com\/newsy\/vp-pence-announces-48-million-in-humanitarian-aid-for-venezuelans\">additional US$48 million<\/a> in humanitarian aid to <a href=\"https:\/\/www.usaid.gov\/sites\/default\/files\/documents\/1866\/venezuela_cr_fs04_08-10-2018.pdf\">fund U.S. agencies<\/a> that are providing disaster and food relief to Venezuelan migrants in Latin America.<\/p>\n<p>Combined with the <a href=\"https:\/\/www.usaid.gov\/sites\/default\/files\/documents\/1866\/venezuela_cr_fs05_09-11-2018.pdf\">$46.8 million<\/a> already earmarked as humanitarian aid for Venezuelan refugees this fiscal year, U.S. foreign aid for the South American nation totals $94.8 million \u2013 up from $14 million in 2017. <\/p>\n<p>But even with that big boost, foreign assistance for Venezuela is just a fraction of the <a href=\"https:\/\/explorer.usaid.gov\/cd\/COL?fiscal_year=2017&amp;measure=Obligations\">$475 million<\/a> given last year to Colombia and only slightly higher than the Latin American <a href=\"https:\/\/explorer.usaid.gov\/cd\/VEN?fiscal_year=2017&amp;measure=Obligations\">regional average of $62 million in annual aid<\/a>.<\/p>\n<figure class=\"align-center \">\n            <img alt=\"\" src=\"https:\/\/images.theconversation.com\/files\/241083\/original\/file-20181017-41122-qeyyfe.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><figcaption>\n              <span class=\"caption\">Venezuelan refugees from the indigenous Warao people prepare meals at a shelter in Pacaraima, Brazil, the main entry point for Venezuelans.<\/span><br \/>\n              <span class=\"attribution\"><a class=\"source\" href=\"http:\/\/www.apimages.com\/metadata\/Index\/Brazil-Venezuela-Warao-Refugees\/73590ab1728f4fe9bbc3341ec817d658\/12\/0\">AP Photo\/Eraldo Peres<\/a><\/span><br \/>\n            <\/figcaption><\/figure>\n<h2>Closed borders<\/h2>\n<p>Despite Trump\u2019s statements of sympathy for Venezuelan refugees, they are not exempt from the his administration\u2019s <a href=\"https:\/\/www.apnews.com\/6af09ae70e554cab8403c29012ad00b1\">immigration crackdown<\/a>.<\/p>\n<p>Nearly 260 Venezuelans were deported from the U.S. in the first half of 2018 alone, up from <a href=\"https:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/venezuela\/article213216469.html\">248 deportations in all 2017 and 182 in 2016<\/a>.<\/p>\n<p>And though Vice President Pence\u2019s recognized that \u201cviolence and tyranny\u201d rule the country, Venezuelans are routinely denied <a href=\"https:\/\/www.mcclatchydc.com\/news\/nation-world\/world\/article209726344.html\">political asylum<\/a>. Over the past five years, immigration judges have denied nearly 50 percent of all Venezuelan asylum applications.<\/p>\n<p>Venezuelans now represent the <a href=\"https:\/\/www.uscis.gov\/sites\/default\/files\/USCIS\/Outreach\/Upcoming%20National%20Engagements\/AffirmativeAsylumStats_June2018.pdf\">biggest group of asylum-seekers<\/a> in the U.S., <a href=\"https:\/\/theconversation.com\/thousands-flee-violence-and-hunger-in-venezuela-seeking-asylum-in-the-united-states-74495\">surpassing Central Americans<\/a> in 2016. Last year Venezuelan refugees filed 27,629 asylum claims, more than 10 times the 2,181 petitions made in 2014. <\/p>\n<p>Immigration attorneys in Miami say the U.S. Consulate there has also been <a href=\"https:\/\/www.nbcnews.com\/news\/latino\/amid-crisis-venezuelans-say-u-s-revoking-tourism-visas-n876166\">revoking tourist visas from Venezuelans<\/a>, and the federal government has drastically reduced the number of non-immigrant visas issued to Venezuelans, from 239,772 in 2015 to 47,942 last year. <\/p>\n<p>In Florida, home to the United States\u2019 largest Venezuelan community, politicians from both parties \u2013 including Sens. <a href=\"https:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/venezuela\/article169338957.html\">Bill Nelson and Marco Rubio<\/a> \u2013 say they would support giving Temporary Protective Status to Venezuelans. That policy would allow migrants to remain legally in the U.S. until Venezuela stabilizes.  <\/p>\n<p>Previous administrations have granted TPS to <a href=\"https:\/\/cis.org\/Luna\/Could-TPS-Be-Back-Table-Nicaragua\">Nicaraguans<\/a>, <a href=\"https:\/\/www.vox.com\/2018\/5\/4\/17320352\/tps-honduras-cancel-trump-temporary-protected-status\">Hondurans<\/a> and <a href=\"https:\/\/www.cnn.com\/2018\/10\/03\/politics\/tps-preliminary-injunction\/index.html\">Sudanese<\/a> during similar times of crisis.<\/p>\n<p>But the Trump administration, which is in a <a href=\"https:\/\/thehill.com\/regulation\/court-battles\/409813-federal-judge-blocks-tps-program-from-ending\">court fight<\/a> over its termination of TPS for most immigrant groups, says Venezuelans <a href=\"https:\/\/www.mcclatchydc.com\/news\/nation-world\/world\/article209726344.html\">do not qualify<\/a> for protected status.<\/p>\n<h2>The military option<\/h2>\n<p>Trump seems more interested in military action in Venezuela. <\/p>\n<p>Administration officials met secretly with dissidents from Venezuela\u2019s armed forces over the last year to discuss plans to overthrow Maduro, according to a <a href=\"https:\/\/www.nytimes.com\/2018\/09\/08\/world\/americas\/donald-trump-venezuela-military-coup.html\">New York Times story<\/a>. <\/p>\n<p>Ultimately, the U.S. declined to participate in a coup. But Maduro\u2019s regime \u201ccould be <a href=\"https:\/\/www.theguardian.com\/world\/2018\/sep\/25\/us-sanctions-venezuela-first-lady-vice-president\">toppled very quickly<\/a> by the military,\u201d Trump has said, evidently referring to the Venezuelan armed forces.<\/p>\n<p><a href=\"https:\/\/www.reuters.com\/article\/usa-defense-venezuela\/u-s-military-official-no-plans-for-venezuela-military-intervention-idUSL2N1WB15N\">Navy Vice Adm. Craig Faller<\/a>, nominated to lead the U.S. military\u2019s Southern Command, recently told a Senate panel that he was unaware of any plan for military action in Venezuela. <\/p>\n<p>\u201cWe are not doing anything other than normal prudent planning \u2026 to prepare for a range of contingencies,\u201d he said.<\/p>\n<figure class=\"align-center \">\n            <img alt=\"\" src=\"https:\/\/images.theconversation.com\/files\/241082\/original\/file-20181017-41140-1hxfgsw.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><figcaption>\n              <span class=\"caption\">A Venezuelan migrant gets a haircut in Bogota, Colombia, where the mayor\u2019s office is aiding Venezuelan refugees with vaccinations, medical attention and other services.<\/span><br \/>\n              <span class=\"attribution\"><a class=\"source\" href=\"http:\/\/www.apimages.com\/metadata\/Index\/Colombia-Venezuela-Migrants\/69abf21ecd1849d2ba79b8e78eeadf93\/9\/0\">AP Photo\/Fernando Vergara<\/a><\/span><br \/>\n            <\/figcaption><\/figure>\n<p>The lack of serious American efforts to address Venezuela\u2019s migration crisis has left <a href=\"https:\/\/theconversation.com\/refugees-from-venezuela-are-fleeing-to-latin-american-cities-not-refugee-camps-103040\">Latin American governments<\/a> alone in dealing with this historic migration crisis.<\/p>\n<p>Eleven nations in the region, including refugee-saturated Brazil and Colombia, recently agreed to <a href=\"https:\/\/www.bbc.com\/news\/world-latin-america-45419665\">accept more Venezuelans<\/a>, including those whose documents have expired. Many Venezuelans cannot obtain a passport or renew their national identity cards because of the Maduro regime\u2019s <a href=\"https:\/\/www.bbc.com\/news\/world-latin-america-45419665\">slow, dysfunctional and corrupt bureaucracy<\/a>. <\/p>\n<h2>\u2018They want to turn American into Venezuela!\u2019<\/h2>\n<p>The White House\u2019s failure to act on Venezuela has not stopped Trump from using its crisis for electoral gain in November\u2019s midterm elections.<\/p>\n<p>\u201cThe new Democrats are radical socialists who want to model America\u2019s economy after Venezuela,\u201d Trump wrote in an Oct. 10 <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2018\/10\/10\/donald-trump-democrats-open-borders-medicare-all-single-payer-column\/1560533002\/\">USA Today op-ed<\/a>. <\/p>\n<p>And at an event to <a href=\"https:\/\/www.knoxnews.com\/videos\/news\/local\/2018\/10\/02\/trump-democrats-want-turn-america-into-venezuela\/1495475002\/\">in Tennessee<\/a> earlier this month, Trump insisted that Democrats \u201cwant to shut down American energy and replace freedom with socialism.\u201d <\/p>\n<p>They \u201cwant to turn America into Venezuela!\u201d he yelled.<\/p>\n<p>Bellicose rhetoric against Maduro\u2019s regime coupled with expressions of compassion for its victims may play well with Trump\u2019s base. <\/p>\n<p>But it will not help those living through the worst humanitarian crisis the Americas have ever seen.<!-- Below is The Conversation's page counter tag.
