Zagorsky<\/a>, <em><a href=\"http:\/\/theconversation.com\/institutions\/boston-university-898\">Boston University<\/a><\/em><\/p>\n<p>U.S. roads and bridges are in <a href=\"https:\/\/www.transportation.gov\/briefing-room\/dot-fact-sheets-highlight-grim-state-us-roads-and-bridges\">abysmal shape<\/a> \u2013 and that was before the recent winter storms <a href=\"https:\/\/www.fresnobee.com\/news\/local\/article225626845.html\">made things even worse<\/a>.<\/p>\n<p>In fact, the government rates <a href=\"https:\/\/www.fhwa.dot.gov\/policy\/2015cpr\/chap3.cfm#_Toc463559341\">over one-quarter<\/a> of all urban interstates as in fair or poor condition and <a href=\"https:\/\/www.artba.org\/2018\/01\/29\/54000-american-bridges-structurally-deficient-analysis-new-federal-data-shows\/\">one-third of U.S. bridges<\/a> need repair.<\/p>\n<p>To fix the potholes and crumbling roads, federal, state and local governments rely on fuel taxes, which <a href=\"https:\/\/www.cato.org\/blog\/highways-gas-tax-diversions\">raise more than US$80 billion<\/a> a year and <a href=\"https:\/\/www.census.gov\/construction\/c30\/pdf\/pubsa.pdf\">pay for around three-quarters<\/a> of what the U.S. spends on building new roads and maintaining them.<\/p>\n<p><a href=\"http:\/\/businessmacroeconomics.com\/\">I<\/a> recently purchased an electric car, the <a href=\"https:\/\/www.tesla.com\/model3\">Tesla Model 3<\/a>. While swerving down a particularly rutted highway in New York, the economist in me began to wonder, what will happen to the roads as fewer and fewer cars run on gasoline? Just under a quarter pays the refineries to turn crude into gasoline. And around 6 percent goes to distributors.<\/p>\n<p>The rest, or typically about 20 percent of every gallon of gas, goes to various governments to maintain and enhance the U.S. transportation\u2019s infrastructure.<\/p>\n<p>Currently, the <a href=\"https:\/\/www.fhwa.dot.gov\/policy\/olsp\/fundingfederalaid\/07.cfm\">federal government charges<\/a> 18.4 cents per gallon of gasoline, which <a href=\"https:\/\/www.pgpf.org\/budget-basics\/budget-explainer-highway-trust-fund\">provides 85 percent to 90 percent<\/a> of the <a href=\"https:\/\/www.fhwa.dot.gov\/highwaytrustfund\/\">Highway Trust Fund<\/a> that finances most federal spending on highways and mass transit.<\/p>\n<p>State and local government charge their own taxes that vary widely. Combined with the national levy, <a href=\"https:\/\/www.api.org\/%7E\/media\/Files\/Statistics\/Gasoline-Tax-Map.pdf\">fuel taxes range from<\/a> over 70 cents per gallon in high-tax states like California and Pennsylvania to just over 30 cents in states like Alaska and Arizona. The difference is a key reason the price of gasoline changes so dramatically when you cross state lines.<\/p>\n<p>While people <a href=\"https:\/\/qz.com\/1254341\/americans-pay-the-second-lowest-price-for-gasoline-among-major-world-economies\/\">often complain<\/a> when their fuel prices go up, the real burden of gasoline taxes has been falling for decades. The federal government\u2019s 18.4 cent tax, for example, <a href=\"https:\/\/www.npr.org\/2018\/10\/05\/654670146\/its-been-25-years-since-the-federal-gas-tax-went-up\">was set way back in 1993<\/a>. The tax <a href=\"https:\/\/www.bls.gov\/data\/inflation_calculator.htm\">would have to be 73 percent higher<\/a>, or 32 cents, to have the same purchasing power.<\/p>\n<p>On top of that, today\u2019s vehicles get <a href=\"https:\/\/www.fueleconomy.gov\/feg\/pdfs\/guides\/FEG2019.pdf\">better mileage<\/a>, which means fewer gallons of gas and less money collected in taxes.<\/p>\n<p>And electric vehicles, of course, don\u2019t need gasoline, so their drivers don\u2019t pay a dime in fuel taxes.<\/p>\n<h2>A crisis in the making<\/h2>\n<p>At the moment, this doesn\u2019t present a crisis because electric vehicles represent only a small proportion of the U.S. fleet.<\/p>\n<p>Slightly more than <a href=\"http:\/\/www.ev-volumes.com\/country\/usa\/\">1 million plug-in vehicles<\/a> have been sold since 2012 when the first mass market models hit the roads. While impressive, that figure is just a fraction of the over <a href=\"https:\/\/www.bts.gov\/content\/number-us-aircraft-vehicles-vessels-and-other-conveyances\">250 million vehicles<\/a> currently registered and legally drivable on U.S. highways.<\/p>\n<p>But sales of electric cars are <a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/us-electric-vehicle-sales-increase-by-81-in-2018\">growing rapidly<\/a> as how far they can travel before recharging and prices fall. Dealers <a href=\"http:\/\/www.ev-volumes.com\/country\/usa\/\">sold a record 360,000<\/a> electric vehicles last year, up 80 percent from 2017.<\/p>\n<p>If sales continue at this breakneck pace, electric cars <a href=\"https:\/\/www.forbes.com\/sites\/energyinnovation\/2017\/09\/14\/the-future-of-electric-vehicles-in-the-u-s-part-1-65-75-new-light-duty-vehicle-sales-by-2050\/#cb04ea6e2892\">will become mainstream<\/a> in no time. So far, <a href=\"https:\/\/www.greencarreports.com\/news\/1116289_17-states-have-passed-extra-fees-on-evs-is-that-fair\">17 states have done just that<\/a>, with annual taxes <a href=\"https:\/\/www.cnbc.com\/2017\/07\/03\/states-yank-electric-car-aid-add-new-fees-to-pay-for-infrastructure.html\">ranging from $100 to $200 per car<\/a>.<\/p>\n<p>There are a few of problems with a <a href=\"https:\/\/www.cnbc.com\/2017\/07\/03\/states-yank-electric-car-aid-add-new-fees-to-pay-for-infrastructure.html\">fixed fee approach<\/a>. For example, the proceeds only go to state coffers, even though the driver also uses out-of-state roads and national highways.<\/p>\n<p>Another is that it\u2019s <a href=\"https:\/\/www.researchgate.net\/publication\/315715249_Is_the_Gasoline_Tax_Regressive_in_the_Twenty-First_Century_Taking_Wealth_into_Account\">regressive<\/a>. Since a fixed fee hits all owners equally, regardless of income or how much they drive, it hurts poorer consumers most. During debate in Maine <a href=\"https:\/\/www.pressherald.com\/2018\/02\/13\/maine-hybrid-electric-car-drivers-fume-about-proposed-tax\">over a proposed $250 annual EV fee<\/a>, opponents noted that the average person currently pays just a third of that \u2013 $82 \u2013 in state fuel taxes.<\/p>\n<p>Oregon is <a href=\"https:\/\/www.myorego.org\/\">testing another solution<\/a>. Instead of paying fuel taxes, drivers are able to volunteer for a program that lets them pay based on miles driven rather than how many gallons they consume. Examples include <a href=\"https:\/\/www.tesla.com\/supercharger\">Tesla\u2019s Superchargers<\/a>, <a href=\"https:\/\/www.chargepoint.com\/\">Chargepoint<\/a>, <a href=\"https:\/\/www.evgo.com\/\">EVgo<\/a> and Volkswagen\u2019s proposed <a href=\"https:\/\/www.theverge.com\/2019\/1\/2\/18165265\/volkswagen-ev-mobile-charging-station-battery\">mobile chargers<\/a>.<\/p>\n<p>They operate just like gas pumps, only they provide kilowatts of electricity instead of gallons of fuel. While electric vehicle owners are free to use their own power outlets, anyone traveling long distances has to use these stations. And because charging at home is a hassle \u2013 requiring <a href=\"https:\/\/chargehub.com\/en\/home-charging-guide-electric-vehicles.html\">eight to 20 hours<\/a> \u2013 I believe most drivers will increasingly choose the convenience and speed of the charging stations, which can fill up an EV in as little as 30 minutes.<\/p>\n<p>So one option could be for governments to tack on their taxes to the bill, charging a few extra cents per kilowatt \u201cpumped into the tank.\u201d Furthermore, I would argue that the tax \u2013 whether on fuel or power \u2013 shouldn\u2019t be a fixed amount but a percentage, which makes it less likely to be eroded by inflation over time.<\/p>\n<p>It is in everyone\u2019s interest to ensure there are funds to maintain the nation\u2019s road. A small percentage tax on EV charging stations will help maintain U.S. roads without hurting electric vehicles\u2019 chances of becoming a mass market product.<!-- Below is The Conversation's page counter tag.
