Larres<\/a>, <em><a href=\"http:\/\/theconversation.com\/institutions\/university-of-north-carolina-at-chapel-hill-1353\">University of North Carolina at Chapel Hill<\/a><\/em><\/p>\n<p>U.S. President Donald Trump took a tough line in <a href=\"https:\/\/www.mediaite.com\/trump\/watch-live-trump-addresses-the-nation-on-iran-missile-attack\/\">his address to the nation<\/a> Jan. 8 in response to the <a href=\"https:\/\/chicago.suntimes.com\/2020\/1\/7\/21056009\/us-iran-airstrikes-ain-assad-air-base-iraq\">Iranian airstrikes<\/a> on two U.S. bases in Iraq.<\/p>\n<p>Trump announced that he would <a href=\"https:\/\/www.msn.com\/en-us\/news\/world\/trump-imposes-additional-sanctions-on-iran\/vi-BBYKxXa\">impose more sanctions<\/a> on Iran. He said he believed that Iran would not resort to further aggressive action for the time being. He blamed his predecessor President Barack Obama for having concluded <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-33521655\">the 2015 nuclear deal<\/a> with Iran and for having dealt too gently with the country.<\/p>\n<figure><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/NCDpB023ntc?wmode=transparent&amp;start=0\" width=\"440\" height=\"260\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><figcaption><span class=\"caption\">Trump speaks about Iran.<\/span><\/figcaption><\/figure>\n<p>Trump also extolled U.S. military power, which he claimed had been much improved during his presidency. He said he would not hesitate to make use of this awesome technology, if necessary.<\/p>\n<p>\u201c<a href=\"https:\/\/www.youtube.com\/watch?v=NCDpB023ntc\">Our missiles are big and powerful and accurate<\/a> \u2026 and lethal,\u201d he said.<\/p>\n<p>Trump also announced that the U.S. did not wish to use these powerful weapons if Iran started to behave in a more reasonable way in the region.<\/p>\n<p>But Trump\u2019s address wasn\u2019t entirely directed at audiences in the United States and Iran.<\/p>\n<h2>Allies\u2019 muted response<\/h2>\n<p>Trump was also speaking to America\u2019s European allies.<\/p>\n<p>As an <a href=\"http:\/\/www.klauslarres.org\/\">international relations scholar and practitioner of diplomacy<\/a>, I don\u2019t think many of them were pleased to hear Trump\u2019s announcement that he would ask NATO \u2013 the 29-member <a href=\"https:\/\/www.worldatlas.com\/articles\/what-is-the-north-atlantic-treaty-organization-nato.html\">North Atlantic Treaty Organization<\/a> \u2013 to \u201c<a href=\"https:\/\/www.nationalreview.com\/news\/trump-calls-for-increased-nato-involvement-in-the-middle-east\/\">get more involved in the Middle East<\/a>.\u201d<\/p>\n<p>In particular, Trump encouraged NATO members <a href=\"https:\/\/uk.ambafrance.org\/France-UK-and-Germany-stand-by-Iran-nuclear-deal\">the U.K., France and Germany<\/a> \u2013 and also <a href=\"https:\/\/www.forbes.com\/sites\/kenrapoza\/2020\/01\/06\/china-wants-to-save-iran-nuclear-deal-as-it-leaves-their-oil-market-behind\/#4d640a987ecd\">China<\/a> and <a href=\"https:\/\/www.cnbc.com\/2018\/08\/07\/russia-slams-us-sanctions-against-iran-promises-to-save-nuclear-deal.html\">Russia<\/a> \u2013 to change their policy and finally give up on the 2015 nuclear agreement negotiated by the Obama administration, but abandoned by Trump.<\/p>\n<p>Reactions in Berlin and London have been muted, though so far <a href=\"https:\/\/www.reuters.com\/article\/us-iraq-security-iran-nato-idUSKBN1Z51SI\">none of the NATO allies has dared to openly criticize<\/a> the president\u2019s speech. These troops are not meant to fight in the region.<\/p>\n<p>After the <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2020\/01\/08\/soleimani-killing-assassination-legitimate-act-war-terror\/2831498001\/\">killing of top Iranian Gen. Qassim Soleimani<\/a>, the Germans withdrew <a href=\"https:\/\/www.sfgate.com\/news\/world\/article\/Germany-to-move-some-troops-from-Iraq-to-Jordan-14954948.php\">to Kuwait some of their 120 troops stationed in Iraq<\/a>. The Germans also announced that they may shift their remaining forces to Jordan or other safer areas.<\/p>\n<p><a href=\"https:\/\/www.reuters.com\/article\/us-iran-nuclear-deal-berlin-idUSKBN1Z5109\">Germany believes that saving the nuclear deal<\/a> is still the only realistic way to engage with Iran and prevent Iran from restarting its nuclear weapons program.<\/p>\n<p>Trump\u2019s speech was also most likely viewed skeptically in London.<\/p>\n<p>The British have <a href=\"https:\/\/www.telegraph.co.uk\/news\/2018\/05\/29\/british-forces-should-committed-iraq-next-years-says-uk-general\/\">1,400 troops in Iraq and Syria<\/a> for both training purposes and for fighting the Islamic State. <a href=\"https:\/\/www.washingtonpost.com\/world\/us-killing-of-irans-top-commander-rattles-european-allies\/2020\/01\/03\/0012822e-2e19-11ea-bffe-020c88b3f120_story.html\">They are uneasy about the increased danger to their military personnel<\/a> since Trump\u2019s airstrike on Soleimani which was <a href=\"https:\/\/www.theguardian.com\/world\/2020\/jan\/06\/nato-chief-holds-back-from-endorsing-us-killing-of-suleimani\">not coordinated with London or NATO headquarters<\/a>.<\/p>\n<p>London also believes that the <a href=\"https:\/\/www.nytimes.com\/reuters\/2020\/01\/07\/world\/middleeast\/07reuters-security-iraq-britain-johnson-erdogan.html\">2015 nuclear deal ought to be given another chance<\/a>. Re-engagement with Iran rather than pursuing a war path is also the conviction <a href=\"https:\/\/www.reuters.com\/article\/us-iraq-security-britain-nucleardeal-idUSKBN1Z71TB\">in the U.K.<\/a>. In fact <a href=\"https:\/\/www.haaretz.com\/world-news\/world-powers-meet-with-iran-in-last-chance-to-save-nuclear-deal-1.7419744\">this continues to be the shared view<\/a> of diplomats from the U.K., Germany, France, China and Russia.<\/p>\n<p>Despite his calls for U.S. allies to join ranks in the Middle East, President Trump <a href=\"https:\/\/www.cnbc.com\/2017\/10\/12\/trump-resists-pressure-to-soften-stance-on-iran-nuclear-deal.html\">remains the odd one out<\/a>.<\/p>\n<p>[ <em>Like what you\u2019ve read?
