{"id":19944,"date":"2020-03-12T22:43:59","date_gmt":"2020-03-12T22:43:59","guid":{"rendered":"https:\/\/www.lifeandnews.com\/articles\/?p=19944"},"modified":"2020-03-14T21:51:00","modified_gmt":"2020-03-14T21:51:00","slug":"coronavirus-and-tourism-places-like-alaska-without-a-covid-19-outbreak-could-still-be-devastated","status":"publish","type":"post","link":"https:\/\/www.lifeandnews.com\/articles\/coronavirus-and-tourism-places-like-alaska-without-a-covid-19-outbreak-could-still-be-devastated\/","title":{"rendered":"Coronavirus and tourism: Places like Alaska without a COVID-19 outbreak could still be devastated"},"content":{"rendered":"<p><a href=\"https:\/\/theconversation.com\/profiles\/kevin-berry-992563\">Kevin Berry<\/a>, <em><a href=\"https:\/\/theconversation.com\/institutions\/university-of-alaska-anchorage-3032\">University of Alaska Anchorage<\/a><\/em> and <a href=\"https:\/\/theconversation.com\/profiles\/mouhcine-guettabi-992565\">Mouhcine Guettabi<\/a>, <em><a href=\"https:\/\/theconversation.com\/institutions\/university-of-alaska-anchorage-3032\">University of Alaska Anchorage<\/a><\/em><\/p>\n<p>Alaska <a href=\"https:\/\/www.nytimes.com\/interactive\/2020\/world\/coronavirus-maps.html?action=click&amp;pgtype=Article&amp;state=default&amp;module=styln-coronavirus&amp;variant=show&amp;region=TOP_BANNER&amp;context=storyline_menu\">doesn\u2019t have a single reported case<\/a> of COVID-19, yet economically it may be at its mercy.<\/p>\n<p>That\u2019s because seasonal tourism plays an <a href=\"https:\/\/www.mcdowellgroup.net\/wp-content\/uploads\/2018\/11\/visitor-impacts-2016-17-report.pdf\">outsized role<\/a> in Alaska\u2019s economy, representing as much as <a href=\"https:\/\/www.alaskatia.org\/Research\/Visitor%20Impacts%202016-17%20Report%2011_2_18.pdf\">1 in 10 jobs<\/a> throughout the state and more in the regions surrounding Anchorage and the capital Juneau. Nearly all of the state\u2019s tourists get there on a cruise ship.<\/p>\n<p>As a result of <a href=\"https:\/\/wwwnc.cdc.gov\/travel\/page\/covid-19-cruise-ship\">government warnings<\/a> and <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/coronavirus-outbreak-spread-sparks-fears-american-travelers-n1144456\">general fears<\/a>, <a href=\"https:\/\/www.usatoday.com\/story\/travel\/2020\/03\/10\/travel-industry-reeling-coronavirus-concerns-anxiety\/5000655002\/\">tourism and travel are expected to plunge<\/a> in the coming weeks and months, particularly on cruise ships, which <a href=\"https:\/\/www.usatoday.com\/story\/travel\/cruises\/2020\/03\/12\/coronavirus-viking-cruises-suspends-cruise-operations-until-may-1\/5030006002\/\">have begun temporarily suspending operations<\/a>. And that\u2019ll be true regardless of whether COVID-19 eventually spreads to Alaska.<\/p>\n<p>As <a href=\"https:\/\/iseralaska.org\/people\/name\/kevin-berry\/\">economists<\/a> who <a href=\"https:\/\/scholar.google.com\/citations?hl=en&amp;user=BlJn4-8AAAAJ\">specialize<\/a> in how people respond to risks like infectious disease and the <a href=\"https:\/\/iseralaska.org\/people\/name\/mouhcine-guettabi\/\">regional<\/a> <a href=\"https:\/\/scholar.google.com\/citations?user=BlJn4-8AAAAJ&amp;hl=en&amp;oi=ao\">impacts of economic shocks<\/a>, we believe Alaska offers a window into just how far-reaching the impacts of the current outbreak can be even if the <a href=\"http:\/\/dhss.alaska.gov\/dph\/Epi\/id\/Pages\/COVID-19\/monitoring.aspx#PUI\">pandemic\u2019s spread is well managed<\/a>. It also could help guide the federal government as it considers an economic stimulus package designed to offset COVID-19.<\/p>\n<h2>Canceling trips<\/h2>\n<p>There are many reasons to expect people won\u2019t be doing much traveling for a while, if history is any guide.<\/p>\n<p>During the swine flu outbreak in 2009, a <a href=\"https:\/\/doi.org\/10.1371\/journal.pone.0058249\">substantial number of travelers canceled trips<\/a> they had already paid for, forfeiting the cost to avoid the risk of infection.<\/p>\n<p>At the moment, the government\u2019s focus is on slowing the spread of the disease. U.S. public health officials are urging people to avoid <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/specific-groups\/high-risk-complications.html\">large gatherings and quarantine themselves<\/a> if they think they may have been exposed to COVID-19 or are in at risk demographics. Travel is viewed as being particularly risky during the outbreak. The Centers for Disease Control and Prevention <a href=\"https:\/\/wwwnc.cdc.gov\/travel\/page\/covid-19-cruise-ship\">recently warned against long plane trips or cruises<\/a> as one way to minimize individual risks of being infected.<\/p>\n<p>As a result, <a href=\"https:\/\/www.npr.org\/2020\/03\/04\/812026357\/coronavirus-fears-lead-to-canceled-flights-and-concerns-within-the-travel-indust\">Americans are already canceling or rescheduling trips<\/a> in response to concerns about COVID-19.<\/p>\n<h2>Tourism\u2019s economic impact<\/h2>\n<p>Yet, travelers planning a trip to Alaska this summer can easily reschedule for another year, since many airlines <a href=\"https:\/\/www.marketwatch.com\/story\/these-airlines-are-waiving-flight-change-fees-because-of-the-coronavirus-outbreak-2020-03-03\">are waiving flight change fees<\/a>. And these airlines and other large companies that suffer losses as a result of the outbreak <a href=\"https:\/\/www.politico.com\/news\/2020\/03\/11\/mnuchin-airlines-federal-lending-help-125886\">stand a good chance of receiving a bailout<\/a> that makes them whole.<\/p>\n<p>But regional economies dependent on seasonal tourism \u2013 such as southeast Alaska, where Juneau is located \u2013 can\u2019t simply wait for another season or federal aid to recoup their losses. For communities and small businesses heavily reliant on the busy summer months for a significant amount of jobs and business revenue, the damages from an outbreak like COVID-19 could be catastrophic.<\/p>\n<p>Employment in the leisure and hospitality industry in southeast Alaska represents <a href=\"http:\/\/live.laborstats.alaska.gov\/ces\/ces.cfm?at=60&amp;a=000001&amp;adj=0\">15.7%<\/a> of all total non-farm jobs during the busy summer months, when employment is more than double what it is during winter.<\/p>\n<p>Only last year, a <a href=\"http:\/\/www.seconference.org\/\">regional development organization<\/a> <a href=\"http:\/\/www.seconference.org\/sites\/default\/files\/FINAL%20Southeast%20by%20the%20Numbers%202019.pdf\">projected<\/a> that a record 1.44 million visitors would spend nearly US$800 million while on holiday in the region this summer. And 90% of them were expected to come on cruise ships.<\/p>\n<p>With the pandemic showing no end in sight, the number of visitors coming to Alaska are likely to be be much smaller.<\/p>\n<p>Additionally, many parts of Alaska that are tourism-dependent also rely upon <a href=\"https:\/\/www.ktuu.com\/content\/news\/Are-You-Prepared-Coronavirus-and-the-Alaska-Economy---568577991.html\">seasonal fisheries<\/a>. These fisheries have international supply chains and work forces which will likely be interrupted by the COVID-19 outbreak. Many of their products are marketed overseas, where demand has been hurt by the pandemic.<\/p>\n<p>For example, Alaska\u2019s five salmon species are all harvested by commercial, recreational and subsistence fishermen during brief \u201cruns\u201d during the summer. An outbreak that disrupts supply chains during these runs, or causes tourist fishermen to say home, would be another huge blow to these communities.<\/p>\n<p>In other words, the Alaskan economy illustrates some of the economic costs of what will happen as <a href=\"https:\/\/www.nytimes.com\/2020\/03\/11\/opinion\/coronavirus-prevention-distancing.html\">people minimize their exposure<\/a> to COVID-19 by \u201csocial distancing\u201d and self-isolation.<\/p>\n<h2>Aid that helps<\/h2>\n<p>Lawmakers and the Trump administration are currently discussing a possible economic stimulus package or bailouts for those most affected by the coronavirus outbreak.<\/p>\n<p>But the economic impact will vary wildly from state to state, community to community, industry to industry. Some states will be hurt by a dearth in tourists.
