This time it\u2019s Australia\u2019s wine industry that\u2019s <a href=\"http:\/\/www.mofcom.gov.cn\/article\/b\/e\/202008\/20200802993244.shtml\">under investigation<\/a> in China for allegedly violating anti-dumping rules.<\/p>\n<p>The investigation has sent shock waves through the wine industry and beyond.<\/p>\n<p>Broadly speaking, anti-dumping rules prohibit producers from selling anything for less than its market value.<\/p>\n<p>The Chinese <a href=\"http:\/\/images.mofcom.gov.cn\/trb\/202008\/20200818082654381.pdf\">industry body claims<\/a> that the market share of Chinese wine has fallen from about 75% to just under 50% over the past four years.<\/p>\n<p>It says this is due to the sale of Australian wine being dumped (sold at less than market prices) in China. It has asked for the imposition of an anti-dumping tariff of 202.70%, which would triple the price at which Australian wine is sold.<\/p>\n<figure class=\"align-right zoomable\"><a href=\"https:\/\/images.theconversation.com\/files\/353753\/original\/file-20200820-20-1addrn1.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img src=\"https:\/\/images.theconversation.com\/files\/353753\/original\/file-20200820-20-1addrn1.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=237&amp;fit=clip\" sizes=\"(min-width: 1466px) 754px, (max-width: 599px) 100vw, (min-width: 600px) 600px, 237px\" srcset=\"https:\/\/images.theconversation.com\/files\/353753\/original\/file-20200820-20-1addrn1.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=600&amp;h=970&amp;fit=crop&amp;dpr=1 600w, https:\/\/images.theconversation.com\/files\/353753\/original\/file-20200820-20-1addrn1.jpg?ixlib=rb-1.1.0&amp;q=30&amp;auto=format&amp;w=600&amp;h=970&amp;fit=crop&amp;dpr=2 1200w, https:\/\/images.theconversation.com\/files\/353753\/original\/file-20200820-20-1addrn1.jpg?ixlib=rb-1.1.0&amp;q=15&amp;auto=format&amp;w=600&amp;h=970&amp;fit=crop&amp;dpr=3 1800w, https:\/\/images.theconversation.com\/files\/353753\/original\/file-20200820-20-1addrn1.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;h=1219&amp;fit=crop&amp;dpr=1 754w, https:\/\/images.theconversation.com\/files\/353753\/original\/file-20200820-20-1addrn1.jpg?ixlib=rb-1.1.0&amp;q=30&amp;auto=format&amp;w=754&amp;h=1219&amp;fit=crop&amp;dpr=2 1508w, https:\/\/images.theconversation.com\/files\/353753\/original\/file-20200820-20-1addrn1.jpg?ixlib=rb-1.1.0&amp;q=15&amp;auto=format&amp;w=754&amp;h=1219&amp;fit=crop&amp;dpr=3 2262w\" alt=\"\" \/><\/a><figcaption><span class=\"caption\">The official complaint.<\/span><br \/>\n<span class=\"attribution\"><a class=\"source\" href=\"http:\/\/images.mofcom.gov.cn\/trb\/202008\/20200818082654381.pdf\">Ministry of Commerce<\/a><\/span><\/figcaption><\/figure>\n<p>Australian wine has enjoyed zero tariffs since 2019 under the <a href=\"https:\/\/www.dfat.gov.au\/sites\/default\/files\/chafta-explanatory-schedule-of-chinese-tariff-commitments-non-official.pdf\">China-Australia Free Trade Agreement<\/a>.<\/p>\n<p>In the past financial year, <a href=\"https:\/\/www.wineaustralia.com\/market-insights\/australian-wine-exports#:%7E:text=Australia%20currently%20has%20over%202000,million%20to%20over%20%243%20billion.\">nearly 40%<\/a> of Australian wine exports (worth AU$1.1 billion) went to China.<\/p>\n<p>The proposed duty would effectively exclude Australian wine from the Chinese market.<\/p>\n<p>This comes after a <a href=\"http:\/\/au.china-embassy.org\/eng\/sghdxwfb_1\/t1773741.htm\">highly publicised interview<\/a> in April in which China\u2019s Ambassador to Australia Jingye Cheng said the Chinese public was \u201cfrustrated, dismayed and disappointed\u201d at Australia\u2019s stance on a number of issues and might boycott Australian goods and services.<\/p>\n<p>Among those issues was Australia\u2019s <a href=\"https:\/\/www.foreignminister.gov.au\/minister\/marise-payne\/transcript\/interview-david-speers-abc-insiders\">call for an investigation<\/a> into China\u2019s handling of the coronavirus outbreak.<\/p>\n<p>Other irritants include <a href=\"https:\/\/www.abc.net.au\/news\/2020-04-19\/payne-calls-for-inquiry-china-handling-of-coronavirus-covid-19\/12162968\">Australia\u2019s criticism<\/a> of the new Hong Kong security law and its <a href=\"http:\/\/www.internationalaffairs.org.au\/australianoutlook\/australia-5g-trap\/\">decision to ban<\/a> China\u2019s Huawei from involvement in Australia\u2019s 5G network.<\/p>\n<hr \/>\n<p><em><br \/>\n<strong><br \/>\nRead more:<br \/>\n<a href=\"https:\/\/theconversation.com\/china-used-anti-dumping-rules-against-us-because-what-goes-around-comes-around-138541\">China used anti-dumping rules against us because what goes around comes around<\/a><br \/>\n<\/strong><br \/>\n<\/em><\/p>\n<hr \/>\n<p>Anti-dumping investigations turn on highly technical data, often obtainable only through the analysis of confidential business information.<\/p>\n<p>This latest probe can be looked at in two ways:<\/p>\n<h2>1. It would be difficult to design an anti-dumping penalty that didn\u2019t also hit them.<\/p>\n<h2>2. Geo Economics<\/h2>\n<p>Another possibility is that China is trying to inflict economic pain to send a political message.<\/p>\n<p>Using wine would be a shrewd move. China doesn\u2019t need it for its economic growth. It has the added benefit of upsetting Australia\u2019s powerful agricultural lobby which has the ear of governments.<\/p>\n<p>The latest probe follows sanctions against Australian <a href=\"https:\/\/www.abc.net.au\/news\/2019-02-25\/china-policy-on-australian-coal-dark-and-impenetrable\/10843148\">coal<\/a>, <a href=\"https:\/\/www.afr.com\/companies\/agriculture\/china-pulls-the-trigger-on-australian-barley-tariffs-20200518-p54u5w\">barley<\/a> and <a href=\"https:\/\/www.abc.net.au\/news\/rural\/2020-05-12\/china-trade-escalation-as-beef-farmers-are-targeted\/12237468\">beef<\/a>.<\/p>\n<hr \/>\n<p><em><br \/>\n<strong><br \/>\nRead more:<br \/>\n<a href=\"https:\/\/theconversation.com\/vital-signs-australian-barley-growers-are-the-victims-of-weaponised-trade-rules-139037\">Vital Signs: Australian barley growers are the victims of weaponised trade rules<\/a><br \/>\n<\/strong><br \/>\n<\/em><\/p>\n<hr \/>\n<p>The aim might be for the targeted industries, and their workers, to pressure the Australian government to be less confrontational with China.<\/p>\n<p>A related strategy might be to portray Australia in a negative light. China (questionably) claimed that it stopped Australian coal and beef shipments for <a href=\"https:\/\/www.news.com.au\/national\/china-explains-why-aussie-coal-shipments-have-been-restricted\/news-story\/7daada22cc195d9c2f52f57b4737bb7f\">quality<\/a> and <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/fears-of-a-third-strike-china-trade-move-risks-thousands-of-jobs-20200512-p54s93.html\">hygiene<\/a> reasons. Along with <a href=\"https:\/\/www.abc.net.au\/news\/2020-07-13\/china-issues-upgraded-travel-warning-for-australia\/12451626\">travel warnings<\/a>, it is a way of turning the sentiment of Chinese citizens against Australia.<\/p>\n<h2>It\u2019s hard to know which way to jump<\/h2>\n<p>It\u2019s too early to tell whether China is simply expressing its dissatisfaction with Australian anti-dumping actions against it, or whether it is hoping to make Australia more politically malleable.<\/p>\n<p>Each would require a different response.<\/p>\n<p>The anti-dumping investigation might take up to <a href=\"http:\/\/images.mofcom.gov.cn\/trb\/202008\/20200818082654381.pdf\">18 months<\/a>, as did the investigation into Australian barley which resulted in extra tariffs.<\/p>\n<p>Both countries stand to lose from a protracted battle.<\/p>\n<hr \/>\n<p><em><br \/>\n<strong><br \/>\nRead more:<br \/>\n<a href=\"https:\/\/theconversation.com\/china-might-well-refuse-to-take-our-barley-and-there-would-be-little-we-could-do-138267\">China might well refuse to take our barley, and there would be little we could do<\/a><br \/>\n<\/strong><br \/>\n<\/em><\/p>\n<hr \/>\n<p>But China can get its coal, barley, beef and wine from elsewhere, although at potentially higher cost or lower quality. It is also trying to diversify its sources of <a href=\"https:\/\/www.scmp.com\/economy\/global-economy\/article\/3095851\/brazilian-miner-vale-looks-satisfy-chinas-appetite-iron-ore\">iron ore<\/a>.<\/p>\n<p>The uncomfortable truth is that Australia\u2019s economy relies on China <a href=\"https:\/\/www.australiachinarelations.org\/content\/small-grey-rhinos-understanding-australia%E2%80%99s-economic-dependence-china\">far more<\/a> than China\u2019s relies on Australia.<!-- Below is The Conversation's page counter tag.
