By that time, the world was convinced it was too late to prevent 5G vendors sponsored by the Chinese Communist Party (CCP) from dominating the next generation of global telecommunications. Washington officials of both parties feared that Beijing could control\u2014and even deny the U.S. and its allies access to\u2014the 5G networks that make global commerce and the projection of military power possible.\u00a0<\/span><\/p>\n<p>The U.S. gave increasingly dire warnings about the risks of reliance on Chinese technologies, but the steady march toward acceptance of Huawei seemed irresistible. The United Kingdom was committed to granting Huawei a role in building parts of the country\u2019s new 5G network. The British Finance Minister, Philip Hammond, even said that while networks needed to be secure, they also had to be competitive. The government believed the best way to do that was by utilizing some of Huawei\u2019s technology.<\/p>\n<p><span style=\"font-weight: 400;\">Huawei warned that its ban would require removing existing network equipment which would cost hundreds of millions, or even billions, of dollars and delay building a new 5G by as much as 18 months.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another strong NATO ally, Germany, Europe&#8217;s economic giant and largest telecommunication market, resisted full support for the Clean Network. Chancellor Angela Merkel even supported Huawei publicly. <\/span><i><span style=\"font-weight: 400;\">\u201cHuawei\u2019s technology is <\/span><\/i><a href=\"https:\/\/www.politico.eu\/article\/us-war-on-chinese-tech-huawei-needs-germany\/\"><i><span style=\"font-weight: 400;\">deeply embedded<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> in Germany&#8217;s existing telecom infrastructure,\u201d<\/span><\/i><span style=\"font-weight: 400;\"> Politico.eu wrote. <\/span><i><span style=\"font-weight: 400;\">\u201cMajor German telecoms have worked closely with Huawei to accelerate building of the country\u2019s 5G network.\u201d\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The German government had for many months disagreed on how to handle the issue amid fears that it could delay 5G networks and cause trade tensions with Beijing. To further pressure Germany, the Chinese ambassador to Germany even went so far as to make overt threats that the Chinese car market would be off limits to German automakers if Germany banned Huawei from its 5G networks.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In January 2020, the UK\u2019s decision to allow Huawei into its 5G network sparked tensions between London and the Trump administration. It looked like the Chinese tech vendor was going to run the table in Europe. She added it would be the \u201c<\/span><i><span style=\"font-weight: 400;\">most insidious form of aggression<\/span><\/i><span style=\"font-weight: 400;\">\u201d if 5G communications were to come under the control of an \u201c<\/span><i><span style=\"font-weight: 400;\">anti-democratic government.<\/span><\/i><span style=\"font-weight: 400;\">\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A few days later at a <\/span><a href=\"https:\/\/asia.nikkei.com\/Business\/China-tech\/Huawei-claims-over-90-contracts-for-5G-leading-Ericsson\"><span style=\"font-weight: 400;\">press conference in London<\/span><\/a><span style=\"font-weight: 400;\">, Huawei&#8217;s president of carrier business Ryan Ding boasted, <\/span><i><span style=\"font-weight: 400;\">&#8220;We have 91 commercial 5G contracts worldwide, including 47 from Europe.&#8221;<\/span><\/i><\/p>\n<figure id=\"attachment_23007\" aria-describedby=\"caption-attachment-23007\" style=\"width: 392px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" class=\"size-large wp-image-23007\" src=\"https:\/\/www.lifeandnews.com\/articles\/wp-content\/uploads\/Schumer-392x290.png\" alt=\"Schumer urges UK to revisit Huawei decision\" width=\"392\" height=\"290\" srcset=\"https:\/\/www.lifeandnews.com\/articles\/wp-content\/uploads\/Schumer-392x290.png 392w, https:\/\/www.lifeandnews.com\/articles\/wp-content\/uploads\/Schumer-176x130.png 176w, https:\/\/www.lifeandnews.com\/articles\/wp-content\/uploads\/Schumer-80x60.png 80w, https:\/\/www.lifeandnews.com\/articles\/wp-content\/uploads\/Schumer-568x420.png 568w, https:\/\/www.lifeandnews.com\/articles\/wp-content\/uploads\/Schumer.png 599w\" sizes=\"(max-width: 392px) 100vw, 392px\" \/><figcaption id=\"caption-attachment-23007\" class=\"wp-caption-text\">Schumer urges UK to revisit Huawei decision<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In March, Senate Minority <\/span><a href=\"https:\/\/www.sasse.senate.gov\/public\/index.cfm\/press-releases?ID=C9094D3A-F4B1-4639-9CF3-583070FBE5E5\"><span style=\"font-weight: 400;\">Leader Chuck Schumer<\/span><\/a><span style=\"font-weight: 400;\"> (D-NY) led a bipartisan group of Senators in urging Parliament to reconsider the Johnson government\u2019s decision to allow Huawei to supply some of the United Kingdom\u2019s 5G telecommunications infrastructure. Saying, <\/span><i><span style=\"font-weight: 400;\">\u201cGiven the significant security, privacy, and economic threats posed by Huawei, we strongly urge the United Kingdom to revisit its recent decision, take steps to mitigate the risks of Huawei, and work in close partnership with the U.S. on such efforts going forward.\u201d<\/span><\/i><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>U.S. State Department Steps Up<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The rise of Huawei was the fulfillment of decades of careful planning. Supported by the CCP, Huawei benefitted from state protection against foreign competitors, billions in funding from the Chinese government, as well as forced technology transfers and well documented instances of outright technology theft. The reason was clear and perhaps best described by Secretary of State Mike Pompeo: \u201c<\/span><i><span style=\"font-weight: 400;\">Huawei was a trojan horse for Chinese intelligence and the CCP surveillance-state.\u201d<\/span><\/i><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Huawei leadership, and the CCP, spent years maneuvering the company into this position. Huawei was founded in 1987 by Ren Zhengfei, a veteran of the People\u2019s Liberation Army\u2019s engineering corps. Many of the company\u2019s crucial first contracts were with the Chinese army. As Huawei grew, it benefitted from both state support and stolen technology.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 1996, the Chinese government banned competition from foreign suppliers, and there is compelling evidence that Huawei received a massive $30 billion line of credit from the China Development Bank, along with other state-backed financing.<\/span> <span style=\"font-weight: 400;\">This gave the company a lock on the Chinese domestic market and enabled it to fuel rapid international expansion by offering deep discounts. Forced technology transfers from foreign companies, and several cases of technology theft also drove the company\u2019s rise, including the well-documented <\/span><a href=\"https:\/\/www.wsj.com\/articles\/SB10485560675556000\"><span style=\"font-weight: 400;\">theft of router software from Cisco<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Clean Path initiative announced that day in April was the first of several Clean Network strategic chess moves designed by Under Secretary of State Keith Krach, a Silicon Valley veteran who was <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=vnCdZaOP2k8\"><span style=\"font-weight: 400;\">uniquely qualified<\/span><\/a><span style=\"font-weight: 400;\"> for his mission of developing a global economic security strategy and operationalizing its 5G plan. The team was convinced the stakes were so high for 5G that this was a battle the U.S. simply could not lose.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They knew that as China\u2019s only company with a worldwide brand, Huawei could give the CCP command of the 5G technologies that underpin commerce and communications for the entire world\u2014the central nervous system of the 21st-century economy. Through Huawei, Beijing was poised to extend its reach to developing nations, collect massive amounts of data to feed its AI machine, and access intellectual property to transfer to their state-owned enterprises and national champions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Krach borrowed an old play from previous successes, forming a network of partners <\/span><b><i>based on trust<\/i><\/b><span style=\"font-weight: 400;\"> and rooted in internationally accepted standards. It was this formula that resulted in the Clean Network\u2014 an alliance of democracies, companies, and civil society, with a comprehensive approach to addressing long-term threats to data privacy, security, human rights, and trusted collaboration. <\/span><span style=\"font-weight: 400;\">It represents the execution of a multi-year, comprehensive enduring strategy, based on democratic values.<\/span><br \/>\n<span style=\"font-weight: 400;\">It was designed to be a <\/span><span style=\"font-weight: 400;\"><u>bi-partisan<\/u><\/span><span style=\"font-weight: 400;\">, enduring strategy in the epic battle of freedom versus authoritarianism.<\/span><\/p>\n<p>&nbsp;<\/p>\n<table style=\"width: 90%; float: center; margin-left: 25px; margin-right: 25px;\">\n<tbody>\n<tr>\n<td><b>Bipartisan Support from the Beginning<\/b><\/p>\n<p><span style=\"font-weight: 400;\"><br \/>\nDuring Krach\u2019s Senate confirmation hearing, he stated, <\/span><i><span style=\"font-weight: 400;\">\u201cIt is comforting to know that both sides of the aisle understand that the Chinese Communist Party is playing the long game, and they are playing for keeps\u2014a four-dimensional game of economic, military, diplomatic, and cultural chess. The CCP has little respect for human rights, intellectual property, rule of law, the planet, or the sovereignty of other nations.\u201d<\/span><\/i><span style=\"font-weight: 400;\"> Respect for these values would turn out to be the Trust Principles of the Clean Network.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Senator Rob Portman stated, <\/span><i><span style=\"font-weight: 400;\">\u201cThe job he has been nominated for is really vital to our country right now. He could not be taking the post at a more crucial time for our country. There is no doubt in my mind that <\/span><\/i><a href=\"https:\/\/www.portman.senate.gov\/newsroom\/press-releases\/hearing-portman-introduces-ohio-nominee-under-secretary-state\"><i><span style=\"font-weight: 400;\">Keith is up to this task<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">&#8230;\u201d<\/span><\/i><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cHe\u2019s a natural leader. I know he will serve this nation with distinction.\u201d<\/span><\/i><\/p>\n<p><iframe loading=\"lazy\" title=\"Sen Portman: Krach could not be taking the senior economic post at a more vital time for our country\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/QB1veyF3NeU?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p><a href=\"https:\/\/youtu.be\/80n-jakvIP8\"><span style=\"font-weight: 400;\">Senator Chris Coons<\/span><\/a><span style=\"font-weight: 400;\"> asked what approach he would take for dealing <\/span><i><span style=\"font-weight: 400;\">with the China Challenge. Krach responded saying \u201cit would consist of a harnessing three facets of U.S. competitive advantage by: strengthening our partnerships with our friends and allies; leveraging the innovation and resources of our private sector; and amplifying the moral high ground of our democratic values.\u201d Senator Coons responded, \u201cI could not agree with you more.\u201d These are now the 3-pillars that underlie the Clean Network.<\/span><\/i><\/p>\n<p><iframe loading=\"lazy\" title=\"Sen. Cardin: I have listened to many statements... yours was one of the most impressive I have heard\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/DEphQgN-7Vo?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">Democratic Senator Cardin commented on Krach\u2019s Senate testimony, <\/span><i><span style=\"font-weight: 400;\">\u201cMr. Krach, I must tell you I have listened to many testimonies before our committee, and yours was one of the <\/span><\/i><a href=\"https:\/\/youtu.be\/DEphQgN-7Vo\"><i><span style=\"font-weight: 400;\">most impressive<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> I have heard.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Krach went on to be unanimously confirmed by the Senate. This law requires any Chinese company\u2014state owned or otherwise\u2014to turn over any information, proprietary technology, intellectual property, or data, upon request to the Chinese Communist Party (CCP) government. It became crystal clear that allowing Huawei to pursue its strategy of a domination would create a worldwide monopoly creating irreparable damage. China can\u2019t afford to ignore more than half the global economy.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Biden is also expected to pursue more funding for basic research and ease some Trump-era restrictions on immigration of the highly skilled, to give the United States more resources to compete in the tech economy. <\/span><span style=\"font-weight: 400;\">This may serve to push over the goal line two key pieces of bipartisan legislation that Krach has championed. The first is a $100 Billion technology research funding bill called the <\/span><a href=\"https:\/\/www.young.senate.gov\/newsroom\/press-releases\/young-schumer-op-ed-us-needs-bipartisan-push-for-scientific-research-after-coronavirus\"><b><i>Endless Frontier Act<\/i><\/b><\/a><span style=\"font-weight: 400;\">, which Krach and his team has worked on with Senator Todd Young (R-Ind.) and Senate Democratic Leader Chuck Schumer (D-N.Y.). The second key piece of legislation is the Chip Act, which will fund onshoring for semiconductor companies like TSMC.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Clean Network and China Strategy<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Another recent <\/span><a href=\"https:\/\/en.rti.org.tw\/news\/view\/id\/2004300\"><span style=\"font-weight: 400;\">article<\/span><\/a><span style=\"font-weight: 400;\"> cited that Biden would limit China\u2019s influence by continuing to support the Clean Network plan of building alliances with allies, partners, and like-minded countries to promote values of human rights, democratic principles, and market economies. Biden has not yet laid out his detailed China strategy, but Biden aides are expected to adopt the State Department\u2019s <\/span><a href=\"https:\/\/www.state.gov\/the-clean-network\/\"><span style=\"font-weight: 400;\">Clean Network<\/span><\/a><span style=\"font-weight: 400;\"> and expand it to a broader set of commercial and strategic pacts to put pressure on Beijing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It makes sense for the Biden administration to build on the accomplishments of the Clean Network. In contrast to some of the confrontational actions of the outgoing administration, the Clean Network bears the hallmarks of \u201cgood old fashioned\u201d diplomacy. The Clean Network\u2019s momentum has succeeded in strengthening relationships with long-time allies and rallying U.S. partners to take a stand against authoritarianism\u2014fostering true collaboration based on shared democratic values.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Further, the Clean Network has demonstrated a rare genius for building effective public\/private sector partnerships that leverage the innovation and resources of the world\u2019s business leaders and entrepreneurs. That\u2019s a lot more weight and a lot harder for China to ignore. China sees alliances as a core source of strength for the United States, something they don\u2019t share and enjoy.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Since July, Krach\u2019s team has actually executed on that strategy by getting 53 countries, representing 66% of the world&#8217;s GDP, on the Clean Network and 180 Telcos on top of that. Krach has turned the tide on Huawei and the CCP\u2019s 5G master plan.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And in the process, the Clean Network has also proven that China Inc. is beatable and most meaningfully, exposed its biggest weakness\u2014<\/span><b> lack of trust.\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">And who knows?
