{"id":3439,"date":"2015-03-29T21:48:03","date_gmt":"2015-03-29T21:48:03","guid":{"rendered":"http:\/\/www.lifeandnews.com\/articles\/?p=3439"},"modified":"2016-08-22T17:47:02","modified_gmt":"2016-08-22T17:47:02","slug":"no-child-left-behind-fails-to-work-miracles-spurs-cheating","status":"publish","type":"post","link":"https:\/\/www.lifeandnews.com\/articles\/no-child-left-behind-fails-to-work-miracles-spurs-cheating\/","title":{"rendered":"No Child Left Behind fails to work &#8216;miracles,&#8217; spurs cheating"},"content":{"rendered":"<p><a href=\"http:\/\/theconversation.com\/profiles\/paul-thomas-117487\">Paul Thomas<\/a><em>, <a href=\"http:\/\/theconversation.com\/institutions\/furman-university\">Furman University<\/a><\/em><\/p>\n<p>Although <a href=\"http:\/\/www.ed.gov\/blog\/topic\/esea-reauthorization\/\">re-authorization<\/a> is still politically complicated, 2015 appears to be the year the Elementary and Secondary Education Act (ESEA) will be <a href=\"http:\/\/blogs.edweek.org\/edweek\/campaign-k-12\/2015\/03\/senators_making_progress_in_ne.html\">reformed<\/a>.<\/p>\n<p>Popularly known as No Child Left Behind (NCLB), ESEA promised to <a href=\"http:\/\/www.alternet.org\/education\/whats-responsible-americas-persistent-achievement-gap\">close the achievement gap<\/a> and herald an era of <a href=\"http:\/\/www.alternet.org\/education\/whatever-happened-scientifically-based-research-education-policy\">evidence-based education policy<\/a> by giving federal teeth to a state-based accountability process launched in the early 1980s. However, NCLB not only failed to accomplish these goals, but also led to some schools resorting to cheating, so as to increase test scores.<\/p>\n<p>Starting in 1984, I taught for 18 years in a South Carolina public school. For the past 13 years I have been a professor of teacher education. Throughout these 30-plus years, I have witnessed how accountability based on standards and high-stakes testing has guided how we view and run schools.<\/p>\n<p>My experience and analysis of education policy during that time have revealed important lessons from NCLB \u2013 ones likely to be <a href=\"http:\/\/www.washingtonpost.com\/blogs\/answer-sheet\/wp\/2015\/03\/12\/why-reports-of-progress-on-no-child-left-behind-rewrite-may-not-be-a-good-sign\/\">ignored<\/a> during the re-authorization process. <a href=\"http:\/\/www.infoagepub.com\/products\/The-Phenomenon-of-Obama-and-the-Agenda-for-Education-2nd-Edition\">Education reform<\/a> under the Obama administration and the <a href=\"http:\/\/blogs.edweek.org\/edweek\/campaign-k-12\/2015\/02\/kline_introduces_bill_to_rewri.html\">initial plans<\/a> for re-authorization show that politicians continue to support standardized testing as part of accountability policies, despite a long <a href=\"https:\/\/radicalscholarship.wordpress.com\/2014\/12\/05\/2014-ncuea-fall-conference-thirty-years-of-accountability-deserves-an-f\/\">record of failure<\/a>.<\/p>\n<h2>US education policy has been guided by \u201cmiracle\u201d claims<\/h2>\n<p>Throughout the 1990s and into the 2000s, \u201cmiracles\u201d in education reform have significantly influenced US education policy. NCLB, for instance, was built on bi-partisan support for George W. Bush\u2019s self-proclaimed <a href=\"http:\/\/www.cbsnews.com\/news\/the-texas-miracle\/\">Texas \u201cMiracle.\u201d<\/a><\/p>\n<p>The \u201cmiracle\u201d under Bush suggested that accountability based on standards and high-stakes testing raised student achievement and solved some long-standing educational challenges, such as drop-out rates and achievement gaps.<\/p>\n<figure class=\"align-center\"><img src=\"https:\/\/62e528761d0685343e1c-f3d1b99a743ffa4142d9d7f1978d9686.ssl.cf2.rackcdn.com\/files\/75080\/width668\/image-20150317-22288-ohewy6.jpg\" alt=\"\" \/><figcaption><span class=\"caption\">\u2018Miracle\u2019 reforms and not evidence, continue to drive education policy.<\/span><br \/>\n<span class=\"attribution\"><a class=\"source\" href=\"https:\/\/www.flickr.com\/photos\/pyxopotamus\/5913325031\/in\/photolist-a1xkvR-9cTne5-5zKFds-tX8g5-4Kpgja-qqLtzC-8Urk2s-tX8BR-tX8Ls-tX8Gj-tX8xN-4KpsDP-tX8mH-tX8aW-tX8oT-tX8dM-tX8tc-DifCQ-3vwLn8-7giL59-5Q5ahX-4KkY2d-pMz27-7geQgV-nrdU9A-bVxTqu-NPmms-fKS4DC-dwxpou-9cQjiR-4VYqRv-HupcV-4qYbXS-arBQGR-9h5S4K-hKEPaq-86dHLj-9jwzd-qYwsDA-4ETBt2-dtooDt-oZMVTG-hKEPHQ-9bCZVd-q8xedC-dttJfC-Hupck-6ocibd-o9iNk-xLUqz\">me and the sysop<\/a>, <a class=\"license\" href=\"http:\/\/creativecommons.org\/licenses\/by-nd\/4.0\/\">CC BY-ND<\/a><\/span><\/figcaption><\/figure>\n<p>However, scholars have raised questions about the \u201cmiracle.\u201d Emeritus professor at Boston College, <a href=\"http:\/\/epaa.asu.edu\/ojs\/article\/view\/432\">Walt Haney, who analyzed<\/a> the Texas reform, concluded:<\/p>\n<blockquote><p>The gains on TAAS (<a href=\"https:\/\/classes.lt.unt.edu\/Spring_2010\/CECS_5420_020\/lao0041\/Assign%203\/taas.html\">Texas Assessment of Academic Skills<\/a>) and the unbelievable decreases in dropouts during the 1990s are more illusory than real. The Texas \u201cmiracle\u201d is more hat than cattle.<\/p><\/blockquote>\n<p>Despite <a href=\"http:\/\/miracleschools.wikispaces.com\/\">ample evidence<\/a> and expert opinion, such \u201cmiracle\u201d reforms continue to drive policy even under Obama. Before becoming secretary of education in the Obama administration, Arne Duncan was credited with improving student pass rates in Chicago, another so-called education <a href=\"http:\/\/www.rethinkingschools.org\/restrict.asp?path=archive\/23_03\/arne233.shtml\">\u201cmiracle.\u201d<\/a><\/p>\n<p>Early in his administration, Barack (and Michelle) Obama endorsed the <a href=\"http:\/\/www.nytimes.com\/2009\/05\/08\/opinion\/08brooks.html\">Harlem \u201cmiracle\u201d<\/a> that claimed enormous gains at Harlem charter schools. Yet, <a href=\"http:\/\/ny.chalkbeat.org\/2009\/05\/08\/just-how-gullible-is-david-brooks\/#.VQLa4mTF-Q0\">both<\/a> \u201cmiracles\u201d have been <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2009\/12\/28\/AR2009122802368.html\">called into question<\/a>.<\/p>\n<h2>Testing pressures have led to corrupt practices<\/h2>\n<p>In addition, NCLB has created several <a href=\"http:\/\/hepg.org\/hel-home\/issues\/23_2\/helarticle\/high-stakes-testing-and-the-corruption-of-america\">negative consequences<\/a>.<\/p>\n<p>For example, the pressure of accountability to meet <a href=\"http:\/\/www.npr.org\/blogs\/ed\/2014\/10\/11\/354931351\/it-s-2014-all-children-are-supposed-to-be-proficient-under-federal-law\">unattainable goals such as 100% proficiency<\/a> has resulted in cheating in order to raise test scores. High-profile cases have occurred in <a href=\"http:\/\/getschooled.blog.ajc.com\/2015\/03\/10\/opinion-the-high-price-of-the-truth-in-aps-cheating-tarnished-reputation-and-shattered-lives\/\">Atlanta <\/a> and <a href=\"http:\/\/www.usatoday.com\/story\/news\/nation\/2013\/04\/11\/memo-washington-dc-schools-cheating\/2074473\/\">Washington DC<\/a>.<\/p>\n<p>Also as detailed by an academic, <a href=\"http:\/\/linkis.com\/hechingerreport.org\/zfaIS\">Andre Perry<\/a>, testing pressures under NCLB led to corrupt practices in public and charter schools that were exposed in New Orleans. As Perry stated in his analysis, \u201cthe desperation to show growth can lead to nefarious practices like counseling out [identifying students likely to score low on tests and recommending they leave a school]\u201d or even excessive expulsion and suspension.<\/p>\n<p>The focus on raising test scores led to other negative consequences as well \u2013 such as a increasing the emphasis on core courses while also eliminating electives such as art and even more teaching for the test. As a result, <a href=\"http:\/\/files.eric.ed.gov\/fulltext\/ED537412.pdf\">expectations for students were also narrowed<\/a>.<\/p>\n<p>A final consequence was a booming education marketplace. <a href=\"http:\/\/www.alternet.org\/education\/publishing-giant-pearson-hauls-billions-education-dollars-do-students-benefit\">UK-based Pearson<\/a> \u201chas reaped the benefits,\u201d as <a href=\"http:\/\/www.politico.com\/story\/2015\/02\/pearson-education-115026.html\">Stephanie Simon reports<\/a>: \u201cHalf of its $8 billion in annual global sales comes from its North American education division.\u201d A <a href=\"http:\/\/thejournal.com\/articles\/2014\/12\/01\/report-assessment-now-the-biggest-category-of-ed-tech-sales.aspx\">Software &amp; Information Industry Association report<\/a> reveals that testing and assessment products \u2013 which include software, digital content and related digital services \u2013 have increased by 57% since 2012-2013. They now make up the largest single category of educational technology sales.<\/p>\n<h2>NCLB fails to close the achievement gap<\/h2>\n<p>Most important of all, NCLB has failed its most ambitious goals, including closing the achievement gap and ushering in evidence-based policy.<\/p>\n<p><a href=\"http:\/\/civilrightsproject.ucla.edu\/about-us\">Based at UCLA and founded<\/a> to deepen understanding of racial and ethnic groups in the United States, <a href=\"http:\/\/civilrightsproject.ucla.edu\/research\/k-12-education\/integration-and-diversity\/tracking-achievement-gaps-and-assessing-the-impact-of-nclb-on-the-gaps\/lee-tracking-achievement-gaps-2006.pdf\">the Civil Rights Project<\/a> and <a href=\"http:\/\/www.washingtonpost.com\/blogs\/answer-sheet\/wp\/2015\/03\/10\/no-child-left-behind-what-standardized-test-scores-reveal-about-its-legacy\/\">FairTest,<\/a> a program that works to end the misuses and flaws of standardized testing, after a careful analysis of <a href=\"http:\/\/nces.ed.gov\/nationsreportcard\/subject\/publications\/main2012\/pdf\/2013456.pdf\"> National Assessment of Educational Progress (NAEP) data<\/a>, reveal that the achievement gap, which appeared to be closing <em>before<\/em> these accountability measures, has become stagnant over the last two decades:<\/p>\n<figure class=\"align-center zoomable\"><a href=\"https:\/\/62e528761d0685343e1c-f3d1b99a743ffa4142d9d7f1978d9686.ssl.cf2.rackcdn.com\/files\/74795\/area14mp\/image-20150313-7048-fx0hjy.jpg\"><img src=\"https:\/\/62e528761d0685343e1c-f3d1b99a743ffa4142d9d7f1978d9686.ssl.cf2.rackcdn.com\/files\/74795\/width668\/image-20150313-7048-fx0hjy.jpg\" alt=\"\" \/><\/a><figcaption><span class=\"caption\">NAEP data shows the achievement gap between black and white school students has become stagnant over the last two decades.<\/span><br \/>\n<span class=\"attribution\"><span class=\"source\">Paul Thomas, data from NAEP 2012 Trends in Academic Progress<\/span>, <a class=\"license\" href=\"http:\/\/creativecommons.org\/licenses\/by\/4.0\/\">CC BY<\/a><\/span><\/figcaption><\/figure>\n<p>Further, we must ask: Have NCLB legislation and funding led to more evidence-based policies? Often not.<\/p>\n<p>Notably, <a href=\"http:\/\/www.washingtonpost.com\/blogs\/answer-sheet\/wp\/2014\/02\/25\/the-most-meaningless-teacher-evaluation-exercise-ever\/\">value-added methods (VAM)<\/a>, a complex statistical method to interpret test data, is used as a tool for holding teachers accountable for student test scores. A <a href=\"http:\/\/www.ets.org\/Media\/Research\/pdf\/PICANG14.pdf\">study for the Educational Testing Service<\/a> warns that this policy is unreliable for individual teacher evaluations and will discourage teaching high-needs students.<\/p>\n<h2>Education policy needs to focus on equity<\/h2>\n<p>Also, accountability measures have allowed for <a href=\"http:\/\/ielp.rutgers.edu\/docs\/developing_plan_app_b.pdf\">policies<\/a> that let states take over districts or schools labeled \u201cfailing.\u201d However, <a href=\"http:\/\/www.bluffcityed.com\/2014\/08\/just-the-facts-a-longitudinal-analysis-of-asd-schools-before-and-after-takeover\/\">close analysis of schools<\/a> that were taken over did not show significant student achievement.
