Often, it is to the detriment of the larger power\u2019s interests.<\/p>\n\n\n\n<p>The United States has faced a fair bit of this in recent decades. In Africa, U.S. partners <a href=\"https:\/\/warontherocks.com\/2018\/02\/the-destabilizing-dangers-of-american-counterterrorism-in-the-sahel\/\">Chad<\/a>, <a href=\"https:\/\/www.defensepriorities.org\/explainers\/overreach-in-africa-rethinking-us-counterterrorism-strategy\/\">Niger and Burkina Faso<\/a> have diverted U.S. security assistance and training intended for counterterrorism toward suppression of political opponents, or for military coups that undermined human rights and <a href=\"https:\/\/ctc.westpoint.edu\/assessing-u-s-counterterrorism-in-africa-2001-2021-summary-document-of-ctcs-africa-regional-workshop\/\">only increased the risk of terrorism<\/a>.<\/p>\n\n\n\n<p>Similarly, Saudi Arabia in the 2010s <a href=\"https:\/\/warontherocks.com\/2017\/04\/doubling-down-on-americas-misadventure-in-yemen\/\">used U.S. military support<\/a> meant to shore up Saudi security against Iran to enter and expand a brutal war in Yemen that ended up <a href=\"https:\/\/www.cfr.org\/backgrounder\/yemen-crisis\">strengthening<\/a> the same Houthi rebels who are today <a href=\"https:\/\/iranprimer.usip.org\/blog\/2024\/jul\/18\/houthi-explainer-conflict-red-sea#:%7E:text=On%20Nov.,warships%20trying%20to%20protect%20them.\">attacking U.S. warships in the Red Sea<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.cambridge.org\/core\/books\/constructing-international-security\/2F02C7CBDC6AA793258FF6ACBC3BDB87\">Political scientists<\/a> have a term that covers this phenomenon: moral hazard. It defines a <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/0022343312454445\">dynamic<\/a> whereby a great power\u2019s commitment to protect an ally with a <a href=\"https:\/\/doi.org\/10.1093\/acrefore\/9780190846626.013.607\">revisionist streak<\/a> \u2013 that is, a wayward ally seeking to alter the status quo or shake up the settled order\u2013 insulates the ally from the risks of its own behavior, thus encouraging reckless actions.<\/p>\n\n\n\n<p>And nowhere is moral hazard causing Washington more of a headache than in the Middle East. Enabled by the <a href=\"https:\/\/www.newsweek.com\/us-defend-israel-attacks-iran-lebanon-hezbollah-hamas-1932406\">massive security umbrella<\/a> and <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/10\/1\/us-says-helped-israel-thwart-iranian-attack-reasserts-ironclad-support\">ironclad support<\/a> offered by the United States, Israel has over the past year <a href=\"https:\/\/www.haaretz.com\/israel-news\/2024-05-09\/ty-article\/.premium\/netanyahu-ignored-every-warning-now-biden-is-telling-israel-enough-is-enough\/0000018f-5cc6-d0ec-a9cf-dedf3a680000\">ignored or<\/a> <a href=\"https:\/\/english.elpais.com\/international\/2024-10-02\/middle-east-crisis-highlights-the-white-houses-diminished-ability-to-exert-pressure.html\">undermined U.S.<\/a> pressure to moderate the war in Gaza \u2013 and now, <a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/09\/29\/lebabon-israel-war-displaced-civilians-hezbollah\/\">Lebanon<\/a>.<\/p>\n\n\n\n<p>As an <a href=\"https:\/\/www.cornellpress.cornell.edu\/book\/9780801446337\/just-politics\/#bookTabs=1\">expert on alliances<\/a> and the <a href=\"https:\/\/www.belfercenter.org\/publication\/narratives-and-war-explaining-length-and-end-us-military-operations-afghanistan\">Middle East region<\/a>, I know the costs to the United States <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3659809\/3-us-service-members-killed-others-injured-in-jordan-following-drone-attack\/\">have already<\/a> <a href=\"https:\/\/www.cfr.org\/article\/us-aid-israel-four-charts\">been high<\/a>, and will almost certainly go higher if Israel continues to escalate hostilities \u2013 potentially <a href=\"https:\/\/theconversation.com\/irans-leaders-have-everything-to-lose-in-a-direct-war-with-israel-why-take-such-a-massive-risk-240322\">bringing Iran into a hot war<\/a> from its position largely on the sidelines. What appears to be lacking in the U.S.\u2019s inability to have Israel accede to its pleas to de-escalate is another geopolitical concept that has, it is argued, worked elsewhere: <a href=\"https:\/\/www.nbr.org\/publication\/in-defense-of-strategic-ambiguity-in-the-taiwan-strait\/\">strategic ambiguity<\/a>.<\/p>\n\n\n\n<h2>No dent in US\u2019s ironclad support<\/h2>\n\n\n\n<p>The two <a href=\"https:\/\/www.cambridge.org\/core\/books\/constructing-international-security\/2F02C7CBDC6AA793258FF6ACBC3BDB87\">core components<\/a> to moral hazard \u2013 an ally seeking to alter the status quo and a firm great-power pledge to that ally\u2019s defense \u2013 stand at the center of the U.S.-Israel relationship.<\/p>\n\n\n\n<p>Since the Hamas-led attack on Israel on Oct. 7, 2023, U.S. President Joe Biden has repeatedly <a href=\"https:\/\/jinsa.org\/wp-content\/uploads\/2023\/10\/Biden-Visit-to-Israel-NatSec-Brief-1.pdf\">reaffirmed<\/a> America\u2019s \u201c<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/04\/13\/statement-from-president-joe-biden-on-irans-attacks-against-the-state-of-israel\/\">ironclad commitment to the security of Israel<\/a>.\u201d<\/p>\n\n\n\n<p>For its part, Israel has <a href=\"https:\/\/www.foreignaffairs.com\/middle-east\/why-israel-escalates?utm_medium=newsletters&amp;utm_source=fa_today&amp;utm_campaign=The%20Case%20for%20a%20Clean%20Energy%20Marshall%20Plan&amp;utm_content=20240822&amp;utm_term=EDZZZ003ZX\">signaled its intention<\/a> to <a href=\"https:\/\/foreignpolicy.com\/2024\/08\/02\/biden-netanyahu-israel-iran-haniyeh-hezbollah-war-middle-east\/?utm_source=Sailthru&amp;utm_medium=email&amp;utm_campaign=FP%20This%20Week%20-%2008062024&amp;utm_term=fp_this_week\">destroy Hamas \u2013 and perhaps now, Hezbollah \u2013 militarily<\/a> and <a href=\"https:\/\/www.foreignaffairs.com\/podcasts\/iran-israel-and-americas-future-middle-east?utm_medium=newsletters&amp;utm_source=fatoday&amp;utm_campaign=What%20Does%20America%20Want%20From%20China?&amp;utm_content=20240530&amp;utm_term=FA%20Today%20-%20112017\">reestablish the impregnable deterrence<\/a> Israel felt it lost with the Hamas attack.<\/p>\n\n\n\n<p>\u201cWe will take whatever action is necessary to restore security,\u201d <a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/09\/22\/israel-lebanon-hezbollah-war-netanyahu\/\">Israeli Prime Minister Benjamin Netanyahu said<\/a> recently.<\/p>\n\n\n\n<p>This mix of a rock-solid U.S. security pledge and Israeli intent to utterly degrade its enemies is, I believe, fueling a moral hazard that sees Israeli actions seemingly at odds with U.S. wishes.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/623355\/original\/file-20241003-15-hvycrh.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Bright lights are seen in the sky.\"\/><figcaption>Rockets fired from southern Lebanon are intercepted by Israel\u2019s Iron Dome air defense system on Sept. 27, 2024. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/rockets-fired-from-southern-lebanon-are-intercepted-by-news-photo\/2173995292?adppopup=true\">Jalaa Marey\/AFP via Getty Images)<\/a><\/figcaption><\/figure>\n\n\n\n<p>For example, shortly after the Oct. 7 attack, <a href=\"https:\/\/www.cnn.com\/2023\/10\/15\/politics\/biden-60-minutes-interview-gaza-israel\/index.html\">Biden told<\/a> Israel to <a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/10\/27\/us-urging-israel-rethinkg-gaza-ground-invasion\/\">pursue surgical strikes and avoid<\/a> a major ground invasion in northern Gaza. Two weeks later, Israel <a href=\"https:\/\/thehill.com\/policy\/international\/4286120-srael-gaza-ground-invasion-what-to-know\/\">did the opposite<\/a>, launching its brutally <a href=\"https:\/\/www.washingtonpost.com\/investigations\/interactive\/2023\/israel-war-destruction-gaza-record-pace\/\">destructive campaign<\/a>.<\/p>\n\n\n\n<p>Then on May 5, 2024, Biden <a href=\"https:\/\/apnews.com\/article\/biden-netanyahu-gaza-rafah-d85423ad066fe41ac5783db5bd9ecffd\">told Netanyahu<\/a> that invading Rafah would be crossing a \u201c<a href=\"https:\/\/time.com\/6976393\/biden-israel-rafah-netanyahu\/\">red line<\/a>.\u201d The next day, Israel <a href=\"https:\/\/www.thenation.com\/article\/world\/israeli-invasion-rafah-gaza\/\">did just that<\/a>.<\/p>\n\n\n\n<p>Meanwhile, attempts by Washington to broker a <a href=\"https:\/\/www.npr.org\/2024\/05\/31\/g-s1-2320\/biden-israel-hamas-ceasefire-proposal\">cease-fire<\/a> in Gaza and prevent a war with Hezbollah in Lebanon have been <a href=\"https:\/\/www.theamericanconservative.com\/what-ceasefire\/?mc_cid=cd7d1a54c0&amp;mc_eid=0c3cae780e\">repeatedly undermined<\/a> by Israeli <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/8\/1\/israels-assassinations-threaten-gaza-ceasefire-talks-and-regional-war\">assassinations<\/a>, <a href=\"https:\/\/www.cnn.com\/world\/live-news\/lebanon-explosions-hezbollah-israel-09-19-24-intl-hnk\/index.html\">pager strikes<\/a> and <a href=\"https:\/\/www.nytimes.com\/2024\/08\/13\/world\/middleeast\/israel-gaza-cease-fire-talks.html?smid=nytcore-android-share\">intransigence<\/a> at the negotiating table.<\/p>\n\n\n\n<p>The U.S. government has <a href=\"https:\/\/www.politico.com\/news\/2024\/09\/27\/israel-targeted-hezbollah-nasrallah-beirut-bombing-00181439\">expressed frustration<\/a> <a href=\"https:\/\/apnews.com\/article\/biden-netanyahu-hot-mic-gaza-885b97a75d15d15ae7f7a47d0125c918\">with the Israeli government\u2019s refusal<\/a> to listen to its much larger ally. But at the same time, Washington has done very little to suggest that it would ever dent its resolve to protect Israel, no matter what.<\/p>\n\n\n\n<p>The cost of this moral hazard to the U.S. is already evident. Washington has sent billions of dollars in new <a href=\"https:\/\/www.politico.com\/news\/2024\/01\/24\/pentagon-middle-east-buildup-cost-00137577\">security assistance<\/a> to Israel, while sending <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3869868\/austin-orders-additional-naval-assets-to-middle-east-amid-rising-tensions\/#:%7E:text=Secretary%20of%20Defense%20Lloyd%20J,media%20during%20a%20briefing%20today.\">additional<\/a> <a href=\"https:\/\/www.military.com\/daily-news\/2024\/09\/23\/us-sending-more-troops-middle-east-violence-rises-between-israel-and-hezbollah.html\">U.S. forces<\/a> to the region and defending Israel for the first time ever from a <a href=\"https:\/\/apnews.com\/article\/strait-of-hormuz-vessel-33fcffde2d867380e98c89403776a8ac\">direct attack<\/a> by Iran. Meanwhile, three Americans have died and many more wounded in the <a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/01\/29\/us-troops-jordan-iraq-militias\/\">more than 200 missile attacks<\/a> by <a href=\"https:\/\/ecfr.eu\/publication\/proxy-battles-iraq-iran-and-the-turmoil-in-the-middle-east\/\">Iranian-backed proxies<\/a> as a result of the escalation of conflict.<\/p>\n\n\n\n<p>And a higher cost may come. From the outset, there have been fears that the conflict in Gaza could lead to a full-blown regional war, with Iran entering the fighting in a meaningful way.<\/p>\n\n\n\n<p>Iran has <a href=\"https:\/\/apnews.com\/article\/iran-israel-mideast-tensions-hezbollah-lebanon-analysis-5020aeed3c88790d5483fdf40c9ba392\">appeared reluctant<\/a> to do so, but it is notable that its sporadic missile strikes on Israel have followed Israeli actions that have been carried out seemingly <a href=\"https:\/\/www.axios.com\/2024\/09\/17\/hezbollah-pager-explosion-israel-didnt-tell-biden-administration\">without the blessing<\/a> <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/us-has-told-iran-it-was-not-involved-damascus-attack-white-house-says-2024-04-11\/\">of its U.S. protector<\/a>: first, in response to a purported <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/4\/2\/attack-on-iran-consulate-in-damascus-what-do-we-know\">Israeli missile strike<\/a> on its embassy compound in Damascus, and then in <a href=\"https:\/\/www.cbsnews.com\/news\/israel-iran-us-warns-ballistic-missile-attack-amid-idf-ground-operations-lebanon-hezbollah\/\">response<\/a> to a <a href=\"https:\/\/www.nbcnews.com\/news\/world\/israel-lebanon-ground-invasion-rcna172913\">major offensive<\/a> against Tehran\u2019s main proxy in the region, Hezbollah.<\/p>\n\n\n\n<h2>A Taiwan model for Israel?<\/h2>\n\n\n\n<p>The point isn\u2019t whether Israel is right or wrong in defending itself, but that it is acting without the apparent consent of the U.S., and often against Washington\u2019s expressed wishes. Moreover, Israel is doing so knowing its actions will do nothing to erode the U.S. protection that insulates Israel from the full consequences of its actions.<\/p>\n\n\n\n<p>So, what would mitigate this geopolitical moral hazard? The answer, I believe, is <a href=\"https:\/\/www.cambridge.org\/core\/books\/constructing-international-security\/2F02C7CBDC6AA793258FF6ACBC3BDB87\">strategic ambiguity<\/a>. When great powers make their commitments to allies more ambiguous, allies are forced to think twice about behaving in ways that may be reckless.<\/p>\n\n\n\n<p>The classic example is the U.S. <a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/IF\/IF10275\">security commitment<\/a> to Taiwan.<\/p>\n\n\n\n<p>In the early 2000s, the Bush administration <a href=\"https:\/\/www.hup.harvard.edu\/books\/9780674060524\">tightened its commitment<\/a> to defend Taiwan against an invasion by Communist China and enhance Taipei\u2019s sense of security. The move backfired; Taiwan\u2019s president, Chen Shui-bian, used the U.S. pledge to start a campaign for Taiwanese independence, which significantly <a href=\"https:\/\/press.princeton.edu\/books\/paperback\/9780691142616\/worse-than-a-monolith?srsltid=AfmBOopmCOjZk-uFmKq-CEJogK6srud-gX5zLx5RU3HMvKXCLK9x9Wnc\">ratcheted up tension<\/a> with China and for a time deepened hostility between Beijing and Washington.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/623344\/original\/file-20241003-16-3su7qa.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"teo television screens show grainy footage of two men.\"\/><figcaption>Cable television news shows Taiwan President Chen Shui-bian responding to a stern rebuke from U.S. President George W. Bush did this by <a href=\"https:\/\/www.hup.harvard.edu\/books\/9780674060524\">publicly stating<\/a> in 2003 his opposition to changing the status quo by either China or Taiwan. He then <a href=\"https:\/\/www.cambridge.org\/core\/books\/constructing-international-security\/2F02C7CBDC6AA793258FF6ACBC3BDB87\">refused to specify<\/a> what constituted a violation of the status quo or what the U.S. would do to stop it.<\/p>\n\n\n\n<p>The ambiguity worked: Taiwan backed away from independence, and tensions with China calmed.<\/p>\n\n\n\n<p>Taiwan-style strategic ambiguity might, I believe, offer a better model for the Middle East today.
