That\u2019s because it targeted not only the suspected leader of the trafficking ring, but all prongs of the enterprise, including the alleged financial manager, drivers and customers, or \u201cjohns.\u201d<\/p>\n\n\n\n<p>I am the director of the <a href=\"https:\/\/cseinstitute.org\/staff\/shea-m-rhodes\/\">Institute to Address Commercial Sexual Exploitation<\/a> at Villanova University Charles Widger School of Law. Previously, I was an assistant district attorney in Philadelphia. In that role, I pioneered a program that encouraged a group of local, state and federal law enforcement agencies to collaboratively investigate and prosecute allegations of human trafficking in the city.<\/p>\n\n\n\n<p>To date, <a href=\"https:\/\/www.abc27.com\/local-news\/15-arrested-in-cumberland-county-human-trafficking-sting\/\">investigations into sex trafficking<\/a> in Pennsylvania have happened in silos. Law enforcement typically engages in stand-alone operations, or \u201cprostitution stings,\u201d that <a href=\"https:\/\/lancaster.crimewatchpa.com\/da\/11617\/post\/lancaster-county-das-human-trafficking-task-force-2023-review\">exclusively target either the demand<\/a> or the supply \u2013 the sex buyers or sex sellers. Other operations solely target the traffickers.<\/p>\n\n\n\n<p>While arresting buyers of sex is <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2015\/06\/Why-Focusing-on-Demand-for-Commercial-Sex-is-an-Effective-Means-to-Deter-Commercial-Sexual-Exploitation.pdf\">an effective way<\/a> to reduce commercial sexual exploitation, it is only one piece of the puzzle. The traffickers and facilitators are another.<\/p>\n\n\n\n<p>Targeting the supply is a more complex issue. Due to the <a href=\"https:\/\/cseinstitute.org\/reading-police-arrest-three-women-in-prostitution-sting\/\">overlap between people in prostitution and victims of trafficking<\/a>, this often criminalizes \u2013 and further traumatizes and stigmatizes \u2013 trafficking victims.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/638298\/original\/file-20241212-17-tqfthn.jpeg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Graphic that represents four key players in the commercial sex industry: traffickers, victims, buyers and facilitators\" \/><figcaption>The Pennsylvania attorney general\u2019s case is unique in that it targets alleged sex traffickers, facilitators and buyers, and does not criminalize sex trafficking victims. <a href=\"https:\/\/cseinstitute.org\/\">Villanova Law Institute to Address Commercial Sexual Exploitation<\/a>, <a href=\"http:\/\/creativecommons.org\/licenses\/by-nc-sa\/4.0\/\">CC BY-NC-SA<\/a><\/figcaption><\/figure>\n\n\n\n<h2>Sex trafficking prevalent in Philadelphia<\/h2>\n\n\n\n<p>Both <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/18\/1591\">federal<\/a> and <a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/legis\/LI\/consCheck.cfm?txtType=HTM&amp;ttl=18&amp;div=0&amp;chpt=30&amp;sctn=11&amp;subsctn=0\">Pennsylvania state law<\/a> criminalize human trafficking. Human trafficking is defined as a crime of violence that occurs when an individual carries out a <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2016\/12\/Human-Trafficking-Resource.pdf\">specific act<\/a>, such as recruiting, enticing or soliciting, by a <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2016\/12\/Human-Trafficking-Resource.pdf\">specific means<\/a>, namely by force, fraud or coercion, for the <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2016\/12\/Human-Trafficking-Resource.pdf\">purpose of commercial sex<\/a>.<\/p>\n\n\n\n<p>These comprehensive anti-trafficking laws <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2016\/12\/Act-105-Law-on-the-Books.pdf\">criminalize a wide range of conduct<\/a> and <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2016\/12\/Act-105-Law-on-the-Books.pdf\">target a broad range of actors<\/a>. But our <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2024\/06\/2024-Annual-Report_CSE-In-Pennsylvania_Publish.pdf\">analysis of data<\/a> from the Administrative Office of Pennsylvania Courts shows that sex trafficking not only happens in the state, but that it happens at alarming rates, <a href=\"https:\/\/cseinstitute.org\/about-the-cse-institute\/\">especially in the Philadelphia area<\/a>.<\/p>\n\n\n\n<p>Between 2014 and the end of 2023, prosecutors in 38 counties across Pennsylvania have <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2024\/06\/2024-Annual-Report_CSE-In-Pennsylvania_Publish.pdf\">charged 304 defendants<\/a> with trafficking-related offenses.<\/p>\n\n\n\n<p>Of those, 115 led to convictions and <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2024\/06\/2024-Annual-Report_CSE-In-Pennsylvania_Publish.pdf\">43% occurred in or around Philadelphia<\/a>.<\/p>\n\n\n\n<p>In 2023, Philadelphia County had the <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2024\/06\/2024-Annual-Report_CSE-In-Pennsylvania_Publish.pdf\">most human trafficking convictions in the state<\/a> at 19, followed by Delaware County with 11, Chester County with 10 and Bucks County with nine.<\/p>\n\n\n\n<p>Arrest data sheds some light on the prevalence of trafficking in Philadelphia. But due to the <a href=\"https:\/\/cdn.prod.website-files.com\/5b7ed53e01bf9702b9df675b\/5e1cd98f61c439d812b34ed3_Get_the_Facts_January_2020.pdf\">illicit and underground nature<\/a> of commercial sexual exploitation, which includes prostitution, it is <a href=\"https:\/\/works.bepress.com\/michelle_dempsey\/15\/\">difficult to study and quantify<\/a>.<\/p>\n\n\n\n<h2>Targeting buyers and suppliers<\/h2>\n\n\n\n<p>Among <a href=\"https:\/\/www.attorneygeneral.gov\/taking-action\/ag-henry-pa-state-police-announce-charges-against-22-people-in-philadelphia-based-human-trafficking-organization-that-operated-for-years\/\">those arrested on Oct. 22<\/a> are <a href=\"https:\/\/ujsportal.pacourts.us\/Report\/CpDocketSheet?docketNumber=MC-51-CR-0020472-2024&amp;dnh=cHX%2Fg5AE89JVYYeaq1CKnw%3D%3D\">Terrance Jones<\/a>, the alleged leader, his daughter, <a href=\"https:\/\/ujsportal.pacourts.us\/Report\/CpDocketSheet?docketNumber=MC-51-CR-0020337-2024&amp;dnh=ESnFS110FMVSJy5ROxyh3Q%3D%3D\">Natoria Jones<\/a>, the alleged financial manager of the trafficking enterprise, four alleged drivers and 16 men who allegedly paid money for sex.<\/p>\n\n\n\n<p>Terrance Jones and <a href=\"https:\/\/ujsportal.pacourts.us\/Report\/CpDocketSheet?docketNumber=MC-51-CR-0020335-2024&amp;dnh=F%2BuUE4dz5uXUVUxcFrypVQ%3D%3D\">Thomas Reilly<\/a>, one of Jones\u2019 alleged drivers and his \u201c<a href=\"https:\/\/www.attorneygeneral.gov\/wp-content\/uploads\/2024\/10\/2024-10-22-Terrance-Jones.pdf\">trusted confidant<\/a>,\u201d were charged with <a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/legis\/LI\/consCheck.cfm?txtType=HTM&amp;ttl=18&amp;div=0&amp;chpt=30&amp;sctn=11&amp;subsctn=0\">trafficking in individuals<\/a> and related charges, including <a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/legis\/LI\/consCheck.cfm?txtType=HTM&amp;ttl=18&amp;div=0&amp;chpt=30&amp;sctn=12&amp;subsctn=0\">involuntary servitude<\/a>, <a href=\"https:\/\/www.legis.state.pa.us\/WU01\/LI\/LI\/CT\/HTM\/18\/00.059.002.000..HTM\">promoting prostitution<\/a> and <a href=\"https:\/\/www.legis.state.pa.us\/WU01\/LI\/LI\/CT\/HTM\/18\/00.059.002.000..HTM\">patronizing prostitution<\/a>.<\/p>\n\n\n\n<p>The other alleged drivers were charged with promoting prostitution and related charges, and the alleged commercial sex buyers were charged with patronizing prostitutes and <a href=\"https:\/\/www.legis.state.pa.us\/WU01\/LI\/LI\/CT\/HTM\/18\/00.009.003.000..HTM\">criminal conspiracy<\/a>.<\/p>\n\n\n\n<p>Economic market theory supports the concept that <a href=\"https:\/\/www.ojp.gov\/pdffiles1\/nij\/grants\/238796.pdf\">supply and distribution follow demand<\/a>. Applying this theory to human trafficking leads to the conclusion that <a href=\"https:\/\/www.ojp.gov\/pdffiles1\/nij\/grants\/238796.pdf\">as long as there is a demand for commercial sex<\/a>, there will be traffickers who exploit victims \u2013 <a href=\"https:\/\/cseinstitute.org\/wp-content\/uploads\/2024\/06\/2024-Annual-Report_CSE-In-Pennsylvania_Publish.pdf\">primarily women, girls and LGBTQ+ people<\/a> \u2013 to fulfill that demand.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/638282\/original\/file-20241212-15-84v5tn.jpeg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Middle-aged woman wearing blue suit jacket speaks in front of microphone\" \/><figcaption>Michelle Henry, attorney general of the commonwealth of Pennsylvania. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/michelle-henry-attorney-general-of-the-commonwealth-of-news-photo\/1556553963\">Bill Clark\/CQ-Roll Call, Inc. via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<h2>Turning point?<\/h2>\n\n\n\n<p>I\u2019d argue that Henry used Pennsylvania\u2019s human trafficking statute <a href=\"https:\/\/pasenategop.com\/greenleaf\/wp-content\/uploads\/sites\/39\/2013\/08\/summer-2013.pdf\">as the legislature intended it to be used<\/a> \u2013 to target all sectors that make money from trafficking, facilitate the trafficking organization and drive the market for it to exist in the first place.<\/p>\n\n\n\n<p>That is precisely what makes this investigation unique. Law enforcement targeted all levels of the supply chain for commercial sex, uprooting the alleged trafficking ring from top to bottom.
