And it has quickly become clear that he <a href=\"https:\/\/www.foreignaffairs.com\/united-states\/elon-musk-still-courtier-trump\">has the president\u2019s ear<\/a> <a href=\"https:\/\/www.msnbc.com\/the-reidout\/reidout-blog\/trump-musk-south-africa-apartheid-claims-rcna190502\">on issues<\/a> <a href=\"https:\/\/www.nytimes.com\/2025\/02\/05\/us\/politics\/trump-musk-relationship.html\">beyond that brief<\/a>.<\/p>\n\n\n\n<p>But on one topic, Musk stands somewhat apart from others in the coterie of aides and advisers around Trump: China. In contrast to the many hawks <a href=\"https:\/\/foreignpolicy.com\/2024\/11\/26\/trump-cabinet-picks-china-taiwan-policy-views-rubio-waltz-elon-musk\/\">in the new Trump cabinet who call for a hard-line approach on China<\/a>, Musk is a striking outlier.<\/p>\n\n\n\n<p>As an expert on China-U.S. relations who has monitored Musk\u2019s views on China, I don\u2019t find his long history of <a href=\"https:\/\/www.ft.com\/content\/d1d650f7-7de7-4695-aea6-91ebd1c45ad6\">espousing pro-Chinese sentiment<\/a> surprising, given that he has sought throughout to <a href=\"https:\/\/www.forbes.com\/sites\/daniellechemtob\/2025\/02\/07\/forbes-daily-teslas-china-reliance-poses-a-major-conflict-for-musk\/\">get a business hold<\/a> in the country.<\/p>\n\n\n\n<p>But those entanglements are worth scrutiny, given Musk\u2019s role in the Trump administration at a time when one of America\u2019s biggest foreign policy challenges is how to manage its relationship with Beijing.<\/p>\n\n\n\n<h2>Musk\u2019s journey to the East<\/h2>\n\n\n\n<p>For years, Musk has had significant business interests in China, with <a href=\"https:\/\/www.chinadaily.com.cn\/a\/202401\/04\/WS65964e5da3105f21a507a908.html\">Tesla\u2019s Shanghai factory<\/a>, Tesla Giga Shanghai, playing a crucial role in the company\u2019s global operations.<\/p>\n\n\n\n<p>Since its opening in 2019, the Shanghai plant has <a href=\"https:\/\/insideevs.com\/news\/539390\/giga-shanghai-overtakes-fremont-output\/\">surpassed Tesla\u2019s Fremont, California, facility<\/a> in both size and productivity, now <a href=\"https:\/\/insideevs.com\/news\/715427\/tesla-ev-production-shanghai-vs-global\/\">accounting for more than half<\/a> of the company\u2019s global deliveries and a majority of its profits. Moreover, nearly <a href=\"https:\/\/asia.nikkei.com\/Business\/Automobiles\/Tesla-relies-on-China-for-40-of-battery-supply-chain-analysis\">40% of Tesla\u2019s battery supply chain<\/a> relies on Chinese companies, and these partnerships continue to expand.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/650735\/original\/file-20250222-44-t7x1fg.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Men with umbrellas stand underneath a sign saying 'Tesla'\" \/><figcaption>Elon Musk walks with Shanghai Mayor Ying Yong during the groundbreaking ceremony for a Tesla factory in Shanghai on Jan. 7, 2019. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/tesla-boss-elon-musk-walks-with-shanghai-mayor-ying-yong-news-photo\/1078753032?adppopup=true\">STR\/AFP via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<p>Notably, Tesla was the first foreign automaker <a href=\"https:\/\/asia.nikkei.com\/Business\/Tesla-to-set-up-China-plant-without-local-partners\">permitted to establish operations in China without a local partner<\/a>, following a change in ownership regulations. The Shanghai factory was constructed with the support of <a href=\"https:\/\/www.reuters.com\/article\/technology\/exclusive-tesla-to-take-new-14-billion-loan-from-chinese-banks-for-shanghai-f-idUSKBN1YR0TH\/\">US$1.4 billion in loans<\/a> from Chinese state-owned banks, granted at favorable interest rates.<\/p>\n\n\n\n<p>Between 2019 and 2023, the Shanghai government also provided Tesla with <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-09-14\/from-cheap-money-to-tax-breaks-evs-in-china-get-a-lot-of-love\">a reduced corporate tax rate of 15%<\/a> \u2013 <a href=\"https:\/\/news.bloombergtax.com\/daily-tax-report-international\/tesla-shanghai-factory-granted-beneficial-tax-rate-through-2023\">10 percentage points lower<\/a> than the standard rate.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.cnbc.com\/2019\/11\/13\/teslas-shanghai-gigafactory-will-boost-margins-morgan-stanley.html\">cost advantages of manufacturing in Shanghai<\/a>, which include lower production and labor expenses, have further cemented Tesla\u2019s reliance on the Chinese market.<\/p>\n\n\n\n<p>Given that <a href=\"https:\/\/www.washingtonpost.com\/technology\/2024\/02\/01\/elon-musk-wealth-net-worth-companies\/\">Musk\u2019s wealth is largely tied to Tesla stock<\/a>, his financial standing is increasingly dependent on the company\u2019s fortunes in China, making any potential disengagement from the country both economically and strategically challenging.<\/p>\n\n\n\n<p>Tesla\u2019s continued investment in China underscores this dependency. On Feb. 11, 2025, the company <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/02\/11\/tesla-china-battery-factory\/\">opened its second factory in Shanghai<\/a> \u2014 a $200 million plant that is set to produce 10,000 megapack batteries annually. It\u2019s the company\u2019s <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/02\/11\/tesla-china-battery-factory\/\">first megapack battery factory outside the U.S.<\/a>.<\/p>\n\n\n\n<p>This investment deepens Tesla\u2019s presence in China amid a new wave of U.S.-China trade tensions. On Feb. 1, the Trump administration imposed <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/02\/fact-sheet-president-donald-j-trump-imposes-tariffs-on-imports-from-canada-mexico-and-china\/\">a 10% tariff on Chinese imports<\/a>, prompting <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/02\/09\/china-tariffs-trade-war-united-states\/\">Beijing\u2019s retaliation with tariffs<\/a> on American coal, liquefied natural gas, agricultural equipment and crude oil.<\/p>\n\n\n\n<h2>A Chinese fan<\/h2>\n\n\n\n<p>It remains unclear to what extent Musk\u2019s financial interests in China will translate to real influence over the Trump administration\u2019s policy toward Beijing. But Musk\u2019s long history of pro-China remarks suggests the direction he wants the administration to move.<\/p>\n\n\n\n<p>During his visit to Beijing in April 2024, Musk <a href=\"https:\/\/www.youtube.com\/watch?v=y3zGd8QYuYo\">praised the country<\/a>, noting also: \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=y3zGd8QYuYo\">I also have a lot of fans in China \u2013 well, the feeling is mutual<\/a>.\u201d<\/p>\n\n\n\n<p>His admiration appears to hinge in part on how he views business and labor practices in China. In that vein, Musk has <a href=\"https:\/\/www.youtube.com\/watch?v=vRkAVSTggpg\">criticized American workers as lazy<\/a> and has faced <a href=\"https:\/\/www.business-standard.com\/world-news\/tesla-accused-in-suit-of-wage-law-violations-against-california-workers-124040501252_1.html\">U.S. labor law disputes<\/a>, while simultaneously praising Chinese workers for \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=VfyrQVhfGZc&amp;t=3506s\">burning the 3 a.m. oil<\/a>\u201d under an intensely <a href=\"https:\/\/jacobin.com\/2023\/04\/china-workers-labor-movement-left-state-repression\/\">repressive labor system<\/a>.<\/p>\n\n\n\n<p>In numerous posts on the social media platform X, formerly Twitter, which he owns, Musk has also praised China\u2019s <a href=\"https:\/\/x.com\/elonmusk\/status\/1410413958805270533\">infrastructure<\/a> and <a href=\"https:\/\/x.com\/elonmusk\/status\/1790616829419049104\">high-speed rail system<\/a>, lauded its <a href=\"https:\/\/x.com\/elonmusk\/status\/1663231259785723904\">space program<\/a>, applauded its leadership in <a href=\"https:\/\/x.com\/elonmusk\/status\/1530994312942473217?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1530994312942473217%7Ctwgr%5E9720bd52e8e5491977574b34841cb98ee5d7c984%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.teslarati.com%2Ftesla-elon-musk-praises-china-renewable-evs-lead%2F\">global green energy initiatives<\/a> and <a href=\"https:\/\/x.com\/elonmusk\/status\/1410413958805270533\">urged his followers to visit the country<\/a>.<\/p>\n\n\n\n<p>Musk has also <a href=\"https:\/\/www.wsj.com\/articles\/beijing-says-musk-opposes-decoupling-of-u-s-china-as-tesla-ceo-visits-china-1ce6851a\">opposed U.S. efforts to decouple<\/a> from China, describing the countries\u2019 economies as \u201c<a href=\"https:\/\/www.wsj.com\/articles\/beijing-says-musk-opposes-decoupling-of-u-s-china-as-tesla-ceo-visits-china-1ce6851a\">conjoined twins<\/a>,\u201d despite a sizable part <a href=\"https:\/\/carnegieendowment.org\/research\/2025\/01\/china-decoupling-beyond-the-united-states-comparing-germany-japan-and-india?lang=en\">of the foreign policy establishment<\/a> in the West viewing decreased dependency on China as necessary for security interests amid rising geopolitical tensions.<\/p>\n\n\n\n<p>On the issue of Taiwan, the <a href=\"https:\/\/www.cfr.org\/backgrounder\/china-taiwan-relations-tension-us-policy-trump\">most dangerous flashpoint<\/a> in U.S.-China relations, Musk has compared Taiwan to Hawaii, arguing that it is <a href=\"https:\/\/x.com\/michaelsobolik\/status\/1701926222962266341\">an integral part of China<\/a> and noting that the U.S. Pacific Fleet has prevented mainland China <a href=\"https:\/\/x.com\/michaelsobolik\/status\/1701926222962266341\">from achieving reunification by force<\/a>.<\/p>\n\n\n\n<p>Musk further suggested that the Taiwan dispute could be resolved by allowing China to establish Taiwan as <a href=\"https:\/\/x.com\/FinancialTimes\/status\/1578382134435352577\">a special administrative zone<\/a>, similar to Hong Kong.<\/p>\n\n\n\n<p>His remarks were shared and welcomed by <a href=\"https:\/\/x.com\/ambqingang\/status\/1578858531012640768\">China\u2019s then-ambassador to the U.S.<\/a>, who, in a post on X, emphasized China\u2019s so-called peaceful unification strategy and advocated for the \u201cone country, two systems\u201d model.<\/p>\n\n\n\n<h2>Trump\u2019s back-channel envoy?<\/h2>\n\n\n\n<p>The big question going forward is how Musk\u2019s financial stakes in, and stated admiration for, China will translate into attempts to influence the U.S. administration\u2019s China policy, particularly given Musk\u2019s unconventional advisory role and the strong faction of anti-China hawks in Trumpworld.<\/p>\n\n\n\n<p>Given Musk\u2019s approach to China, it\u2019s hard to see him not trying to use his influence with the president to push for somewhat warmer relations with Beijing.<\/p>\n\n\n\n<p>If such counsel were heeded, it\u2019s easy to envision Musk leveraging his deep ties to China, particularly <a href=\"https:\/\/x.com\/elonmusk\/status\/1784575094679011401\">his close personal relationship with China\u2019s current second-ranking official, Premier Li Qiang<\/a>, who was the Shanghai party chief when Tesla\u2019s factory was built. In the scenario, Donald Trump could tap Musk as a back channel for diplomacy to ease U.S.-China tensions and facilitate bilateral cooperation when needed.<\/p>\n\n\n\n<p>To this point, it was, perhaps, telling that it was Musk who met with China President Xi Jinping\u2019s envoy to Trump\u2019s inauguration, Vice President Han Zheng, on the <a href=\"https:\/\/www.axios.com\/2025\/01\/20\/musk-china-vice-president-han-zheng-trump-inauguration\">eve of the event<\/a>.<\/p>\n\n\n\n<p>But it\u2019s far from certain that Trump wants that diplomatic role for Musk, or that other voices won\u2019t win out with regard to Beijing. In his first term, Trump launched an unprecedented <a href=\"https:\/\/www.piie.com\/blogs\/trade-and-investment-policy-watch\/2018\/trumps-trade-war-timeline-date-guide\">trade war<\/a> and <a href=\"https:\/\/fortune.com\/2018\/06\/25\/donald-trump-china-technology-export-controls-investment\/\">tech blockade against China<\/a>, fundamentally reshaping U.S.-China relations and pushing the U.S. toward something of <a href=\"https:\/\/www.chinausfocus.com\/foreign-policy\/the-new-american-bipartisan-consensus-on-china-policy\">a bipartisan consensus to counter Beijing<\/a> that has existed for several years.<\/p>\n\n\n\n<p>Trump\u2019s tariff moves and second-term picks for top trade and commerce roles, like <a href=\"https:\/\/www.nytimes.com\/2024\/12\/04\/us\/politics\/peter-navarro-trump-trade.html\">Peter Navarro<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-name-jamieson-greer-us-trade-representative-bloomberg-reports-2024-11-26\/\">Jamieson Greer<\/a> \u2014 who played key roles in the trade war against China during the president\u2019s first term \u2014 suggest that Trump\u2019s commitment to further decoupling from China remains strong.<\/p>\n\n\n\n<p>Furthermore, Musk\u2019s business interests and personal wealth tied to China could leave him vulnerable to Chinese influence. By leaning on Musk\u2019s close ties with Trump, China could use his dependence on the Chinese market as a bargaining chip to pressure Trump into making concessions on issues of major strategic importance to Beijing.<\/p>\n\n\n\n<p>China has a history of coercing foreign companies reliant on its market into making compromises on matters concerning its national interests. For instance, Apple removed virtual private network apps from its app store in China <a href=\"https:\/\/www.reuters.com\/article\/technology\/apple-says-it-is-removing-vpn-services-from-china-app-store-idUSKBN1AE0BX\/\">at the government\u2019s request<\/a>. Similarly, Tesla could face comparable pressure in the future if Beijing wants to use Musk as a cudgel to influence policy in the Trump administration. Notably, as the head of DOGE, with <a href=\"https:\/\/www.nytimes.com\/live\/2025\/02\/18\/us\/trump-news#elon-musk-doge-lawsuit-agencies\">access to sensitive data from multiple agencies<\/a>, Musk could find himself caught between U.S. security scrutiny and China\u2019s strategic targeting.<\/p>\n\n\n\n<p>So long as Musk retains the influence with Trump that he holds now, it\u2019s conceivable that his pro-China sentiments will translate into attempts to influence government policy.
