{"id":39330,"date":"2025-04-23T13:55:00","date_gmt":"2025-04-23T13:55:00","guid":{"rendered":"https:\/\/www.lifeandnews.com\/articles\/?p=39330"},"modified":"2025-04-24T16:59:02","modified_gmt":"2025-04-24T16:59:02","slug":"trump-is-stripping-protections-from-marine-protected-areas-why-thats-a-problem-for-fishings-future-and-for-whales-corals-and-other-ocean-life","status":"publish","type":"post","link":"https:\/\/www.lifeandnews.com\/articles\/trump-is-stripping-protections-from-marine-protected-areas-why-thats-a-problem-for-fishings-future-and-for-whales-corals-and-other-ocean-life\/","title":{"rendered":"Trump is stripping protections from marine protected areas \u2013 why that\u2019s a problem for fishing\u2019s future, and for whales, corals and other ocean&nbsp;life"},"content":{"rendered":"\n<p><a href=\"https:\/\/theconversation.com\/profiles\/david-shiffman-1358081\">David Shiffman<\/a>, <em><a href=\"https:\/\/theconversation.com\/institutions\/arizona-state-university-730\">Arizona State University<\/a><\/em><\/p>\n\n\n\n<p>The <a href=\"https:\/\/doi.org\/10.5281\/zenodo.3831673\">single greatest threat<\/a> to the diversity of life in our oceans over the past 50 years, more than <a href=\"https:\/\/oceanliteracy.unesco.org\/threats-to-the-ocean\/\">climate change or plastic pollution<\/a>, has been unsustainable fishing practices.<\/p>\n\n\n\n<p>In much of the ocean, there is <a href=\"https:\/\/www.unep.org\/news-and-stories\/story\/what-international-agreement-protect-high-seas-and-why-it-important\">little to no regulation or oversight<\/a> of commercial fishing or other human activities. That\u2019s part of the reason <a href=\"https:\/\/www.reuters.com\/business\/environment\/nearly-10-marine-life-threatened-with-extinction-red-list-2022-12-09\">about a tenth<\/a> of marine plant and animal species are considered threatened or at risk.<\/p>\n\n\n\n<p>It\u2019s also why countries around the world have been creating marine protected areas.<\/p>\n\n\n\n<p>These protected areas, covering <a href=\"https:\/\/www.protectedplanet.net\/en\/thematic-areas\/marine-protected-areas\">over 11.6 million square miles<\/a> (30 million square kilometers) in 16,000 locations, offer refuge away from human activities for a wide variety of living creatures, from corals to sea turtles and whales. They give fish stocks a place to thrive, and those fish <a href=\"https:\/\/doi.org\/10.1093\/icesjms\/fsx059\">spread out into the surrounding waters<\/a>, which helps fishing industries and local economies.<\/p>\n\n\n\n<p>In the U.S., however, marine protection is <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/restoring-american-seafood-competitiveness\/\">being dismantled<\/a> by <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/unleashing-american-commercial-fishing-in-the-pacific\/\">President Donald Trump<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/662873\/original\/file-20250421-62-pgpacv.png?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A map shows many marine protected areas around the world.\" \/><figcaption>Marine protected areas as of 2022. Fully or highly protected areas represented less than 3% of the ocean, according to the Marine Protection Atlas. <a href=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/e\/e6\/Global_Marine_Protected_Areas_as_of_Nov_2022.png\/2560px-Global_Marine_Protected_Areas_as_of_Nov_2022.png\">Marine Conservation Institute via Wikimedia Commons<\/a>, <a href=\"http:\/\/creativecommons.org\/licenses\/by-sa\/4.0\/\">CC BY-SA<\/a><\/figcaption><\/figure>\n\n\n\n<p>Trump issued a proclamation on April 17, 2025, titled \u201c<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/unleashing-american-commercial-fishing-in-the-pacific\/\">Unleashing American commercial fishing in the Pacific<\/a>,\u201d ordering the removal of key protections to allow commercial fishing in parts of a <a href=\"https:\/\/www.fisheries.noaa.gov\/pacific-islands\/habitat-conservation\/pacific-islands-heritage-marine-national-monument\">nearly-500,000-square-mile<\/a> marine protected area called the <a href=\"https:\/\/www.fws.gov\/national-monument\/pacific-islands-heritage-marine\">Pacific Island Heritage National Marine Monument<\/a>.<\/p>\n\n\n\n<p>He also <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/restoring-american-seafood-competitiveness\/\">called for a review<\/a> of all other marine national monuments to decide if they should be opened to commercial fishing too. In addition, the Trump administration is <a href=\"https:\/\/public-inspection.federalregister.gov\/2025-06746.pdf\">proposing to redefine \u201charm\u201d<\/a> under the <a href=\"https:\/\/www.fisheries.noaa.gov\/topic\/laws-policies\/endangered-species-act\">Endangered Species Act<\/a> in a way that would allow for more <a href=\"https:\/\/www.nytimes.com\/2025\/04\/16\/climate\/trump-endangered-species-act-harm.html\">damage to these species\u2019 habitats<\/a>.<\/p>\n\n\n\n<p>I\u2019m a <a href=\"https:\/\/www.press.jhu.edu\/books\/authors\/david-shiffman\">marine biologist<\/a> and scuba diver, and it\u2019s no accident that all my favorite dive sites are within marine protected areas. I\u2019ve found what <a href=\"https:\/\/doi.org\/10.1016\/j.tree.2011.07.008\">scientific studies<\/a> from across the world show: Protected areas have much healthier marine life populations and healthier ecosystems.<\/p>\n\n\n\n<h2>What\u2019s at risk in the Pacific<\/h2>\n\n\n\n<p>The Pacific Island Heritage National Marine Monument, about 750 miles west of Hawaii, is dotted by coral reefs and atolls, with species of fish, marine mammals and birds rarely found anywhere else.<\/p>\n\n\n\n<p>It is home to protected and endangered species, including turtles, whales and Hawaiian monk seals. Palmyra Atoll and Kingman Reef, both within the area, are considered <a href=\"https:\/\/oceanexplorer.noaa.gov\/okeanos\/explorations\/ex1705\/background\/palmyra\/welcome.html\">among the most pristine coral reefs<\/a> in the world, each providing habitats for a wide range of fish and other species.<\/p>\n\n\n\n<p>These marine species are able to thrive there and <a href=\"https:\/\/doi.org\/10.1093\/icesjms\/fsx059\">spread out into the surrounding waters<\/a> because their habitats have been protected.<\/p>\n\n\n\n<p>President George W. Bush, a conservative Republican, <a href=\"https:\/\/georgewbush-whitehouse.archives.gov\/news\/releases\/2009\/01\/20090106-6.html\">created this protected area in 2009<\/a>, restricting fishing there, and President Barack Obama later expanded it. Trump, whose administration has made no secret of its aim to <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-launches-biggest-deregulatory-action-us-history\">strip away environmental protections<\/a> across the country\u2019s land <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/restoring-american-seafood-competitiveness\/\">and waters<\/a>, is now reopening much of the marine protected area to industrial-scale fishing.<\/p>\n\n\n\n<h2>The risks from industrial fishing<\/h2>\n\n\n\n<p>When too many fish are killed and too few young fish are left to replace them, it\u2019s considered overfishing, and this has become a growing problem around the world.<\/p>\n\n\n\n<p>In 1974, about 10% of the world\u2019s fish stocks were overfished. By 2021, that number had risen to 37.7%, according to the United Nations Food and Agriculture Organization\u2019s annual <a href=\"https:\/\/openknowledge.fao.org\/server\/api\/core\/bitstreams\/66538eba-9c85-4504-8438-c1cf0a0a3903\/content\/sofia\/2024\/status-of-fishery-resources.html\">State of Fisheries and Aquaculture Report<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/663325\/original\/file-20250423-68-heca03.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A net lays over the top of a coral reef. A diver is in the background.\" \/><figcaption>A fishing net caught on a coral reef can destroy habitat. <a href=\"https:\/\/www.gettyimages.com\/detail\/photo\/coral-reef-destroyed-by-fishing-net-royalty-free-image\/671343220\">Kampee Patisena\/Moment\/Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<p>Modern industrial-scale fishing practices can also harm other species.<\/p>\n\n\n\n<p>Bycatch, or <a href=\"https:\/\/openknowledge.fao.org\/items\/b4f05c55-801d-46ea-8e01-aead0d273deb\">catching animals that fishermen don\u2019t want<\/a> but are inadvertently caught up in nets and other gear, is <a href=\"https:\/\/www.msc.org\/what-we-are-doing\/oceans-at-risk\/what-is-bycatch-and-how-can-it-be-managed\">a threat to many endangered species<\/a>. Many seabirds, sea turtles and whales die this way each year. Some types of fishing gear, such as trawls and dredges that drag along the sea floor to scoop up sea life, can <a href=\"https:\/\/www.seafoodwatch.org\/seafood-basics\/sustainable-solutions\/preserve-habitats\">destroy ocean habitat<\/a> itself.<\/p>\n\n\n\n<p>Without regulations or protected areas, fishing can <a href=\"https:\/\/www2.whoi.edu\/site\/marineeconlab\/projects\/toc\/\">turn into a competitive free-for-all<\/a> that can deplete fish stocks.<\/p>\n\n\n\n<h2>How marine protected areas protect species<\/h2>\n\n\n\n<p>Marine protected areas are designed to safeguard parts of the ocean from human impacts, including offshore oil and gas extraction and industrial fishing practices.<\/p>\n\n\n\n<p>Studies have found that these areas can <a href=\"https:\/\/doi.org\/10.1038\/nature13022\">produce many benefits<\/a> for both marine life and fishermen by allowing overfished species to recover and ensuring their health for the future.<\/p>\n\n\n\n<p>A decade after Mexico established the Cabo Pulmo protected area, for example, fish biomass <a href=\"https:\/\/ocean.si.edu\/conservation\/solutions-success-stories\/cabo-pulmo-protected-area\">increased by nearly 500%<\/a>. <\/p>\n\n\n\n<p>Successful marine protected areas tend to have healthier habitats, <a href=\"https:\/\/doi.org\/10.1093\/icesjms\/fsx059\">more fish<\/a>, more species of fish, and bigger fish than otherwise-similar unprotected areas. Studies have found the average size of organisms to be <a href=\"https:\/\/www.int-res.com\/articles\/meps2009\/384\/m384p033.pdf\">28% bigger in these areas<\/a> than in fished areas with no protections. How many babies a fish has is directly related to the size of the mother.<\/p>\n\n\n\n<p>All of this helps <a href=\"https:\/\/doi.org\/10.1093\/icesjms\/fsx059\">create jobs through ecotourism and support local fishing communities<\/a> outside the marine protected area.<\/p>\n\n\n\n<p>Marine protected areas also have a \u201c<a href=\"https:\/\/doi.org\/10.1093\/icesjms\/fsx059\">spillover effect<\/a>\u201d \u2013 the offspring of healthy fish populations that spawn inside these areas often spread beyond them, helping fish populations outside the boundaries thrive as well.<\/p>\n\n\n\n<p>Ultimately, the fishing industry benefits from a continuing supply. And all of this happens at little cost.<\/p>\n\n\n\n<h2>A need for more protected areas, not fewer<\/h2>\n\n\n\n<p>Claims by the Trump administration that marine protected areas are a heavy-handed restriction on the U.S. fishing industry do not hold water.
