This was tragically obvious in two recent events \u2013 the June 1, 2025, <a href=\"https:\/\/www.justice.gov\/opa\/media\/1402301\/dl\">attack<\/a> using Molotov cocktails to burn participants in a <a href=\"https:\/\/www.nytimes.com\/2025\/06\/02\/us\/boulder-colorado-attack-what-we-know.html\">Boulder, Colorado, march supporting Israeli hostages in Gaza<\/a>, and the <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/shooting-dc-jewish-museum-rcna208427\">murders of two Israeli embassy staffers, an American Jew and an Israeli<\/a>, on May 21, 2025, outside the Capital Jewish Museum in Washington, D.C.<\/p>\n\n\n\n<p>As <a href=\"https:\/\/expertfile.com\/experts\/david.mednicoff\/david-mednicoff\">an expert on the Middle East<\/a>, <a href=\"https:\/\/theconversation.com\/as-contentious-judicial-reform-becomes-law-in-israel-netanyahu-cements-his-political-legacy-210043\">including Israel<\/a>, my research and administrative work have included <a href=\"https:\/\/jerusalemdeclaration.org\/\">contributing to a global effort to define antisemitism<\/a> and <a href=\"https:\/\/theconversation.com\/defending-space-for-free-discussion-empathy-and-tolerance-on-campus-is-a-challenge-during-israel-hamas-war-216858\">addressing antisemitism on my own campus<\/a>.<\/p>\n\n\n\n<p>Antisemitism can be defined simply as \u201c<a href=\"https:\/\/www.diversity.pitt.edu\/definition-antisemitism\">discrimination, prejudice, hostility or violence against Jews as Jews (or Jewish institutions as Jewish)<\/a>.\u201d What actually constitutes it is more contested, <a href=\"https:\/\/www.theguardian.com\/us-news\/ng-interactive\/2025\/mar\/23\/antisemitism-redefinition-jewish-safety-christian-nationalism-democracy\">especially with respect to links between Jews and the state of Israel<\/a>.<\/p>\n\n\n\n<p>President Donald Trump claims he is taking <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/01\/fact-sheet-president-donald-j-trump-takes-forceful-and-unprecedented-steps-to-combat-anti-semitism\/\">\u201cunprecedented\u201d steps to combat antisemitism<\/a>.<\/p>\n\n\n\n<p>American Jews perceive antisemitism <a href=\"https:\/\/www.pewresearch.org\/religion\/2021\/05\/11\/anti-semitism-and-jewish-views-on-discrimination\/\">as rising since 2016, largely because, as one study put it, \u201cpeople who hold anti-Semitic views now feel more free to express them<\/a>.\u201d But the current federal fight against antisemitism in the U.S. may have more to do with the agendas of members of the American and Israeli governments than <a href=\"https:\/\/www.brookings.edu\/articles\/poll-analysis-trumps-approach-to-universities-israel-palestine-and-antisemitism\/\">with the concerns of most American Jews<\/a>.<\/p>\n\n\n\n<p>First, the Trump administration\u2019s attacks on antisemitism center on <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jun\/01\/trump-harvard-authoritarianism-democracy\">elite universities<\/a>, where the president <a href=\"https:\/\/nypost.com\/2025\/04\/24\/us-news\/trump-attacks-family-companys-adviser-in-fresh-assault-on-liberal-mess-harvard\/\">claims antisemitism runs rampant<\/a>. Second, the current Israeli government tries to blur the lines between <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/jun\/24\/israel-fund-us-university-protest-gaza-antisemitism\">pro-Palestinian activism and antisemitism<\/a>.<\/p>\n\n\n\n<p>These factors polarize and complicate the landscape for combating antisemitism effectively.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/671616\/original\/file-20250602-74-5fu5cs.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A man standing at a podium in front of US and Israeli flags, speaking to a gathering.\" \/><figcaption>GOP nominee for president Donald Trump speaks to prominent Jewish donors at an event called Fighting Anti-Semitism in America on Sept. 19, 2024, in Washington, D.C. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/republican-presidential-nominee-former-u-s-president-donald-news-photo\/2173233008?adppopup=true\">Chip Somodevilla\/Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<h2>Targeting speech at universities by charging \u2018antisemitism\u2019<\/h2>\n\n\n\n<p>Trump\u2019s administration has taken <a href=\"https:\/\/www.splcenter.org\/resources\/guides\/trump-executive-action-antisemitism-faq\/\">dramatic actions in the name of curbing antisemitism<\/a>. Yet, his policies are notable for <a href=\"https:\/\/www.nytimes.com\/2024\/10\/07\/us\/politics\/trump-antisemitism-oct7.html\">what they ignore<\/a> as well as what they target.<\/p>\n\n\n\n<p><a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/10659129221111081\">Right-wing antisemitism<\/a> was responsible for the <a href=\"https:\/\/www.pbs.org\/newshour\/nation\/mass-shooter-found-guilty-of-murdering-11-people-at-tree-of-life-synagogue-in-2018\">deadliest attack on a Jewish community in U.S. history<\/a> in Pittsburgh in 2018. Yet the administration\u2019s model for fighting antisemitism is <a href=\"https:\/\/www.heritage.org\/progressivism\/report\/project-esther-national-strategy-combat-antisemitism\">not based in fighting<\/a> <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/may\/24\/trump-threat-far-right-white-supremacist\">white supremacist<\/a> hatred toward Jews, which relates back to the Nazis in Germany.<\/p>\n\n\n\n<p>In fact, members of Trump\u2019s administration, including senior adviser <a href=\"https:\/\/www.npr.org\/2020\/08\/24\/905403716\/hatemonger-paints-trump-advisor-stephen-miller-as-a-case-study-in-radicalization\">Stephen Miller<\/a> and former Department of Government Efficiency chief <a href=\"https:\/\/www.nbcnews.com\/tech\/elon-musk\/elon-musk-boosting-far-right-politics-globe-rcna189505\">Elon Musk<\/a>, <a href=\"https:\/\/www.npr.org\/2025\/05\/14\/nx-s1-5387299\/trump-white-house-antisemitism\">have supported white supremacist ideas or groups<\/a>. Trump\u2019s own words have <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/10\/17\/trump-history-antisemitic-tropes\/\">evoked right-wing antisemitic tropes<\/a>, such as assuming American Jews are loyal to Israel or adept at making money.<\/p>\n\n\n\n<p>Trump administration policies on antisemitism are most vocal around punishing leading American universities as <a href=\"https:\/\/www.justice.gov\/opa\/pr\/federal-task-force-combat-antisemitism-announces-visits-10-college-campuses-experienced\">unsafe for Jews<\/a>. As the leading target of the president\u2019s ire, <a href=\"https:\/\/www.harvard.edu\/research-funding\/wp-content\/uploads\/sites\/16\/2025\/05\/Letter-from-Harvard-President-Alan-M.-Garber-to-the-Honorable-Linda-E.-McMahon.pdf\">Harvard University has acknowledged<\/a> that some activism against Israel\u2019s war with Hamas in Gaza has contributed to antisemitism on campuses.<\/p>\n\n\n\n<p>However, <a href=\"https:\/\/www.harvard.edu\/research-funding\/wp-content\/uploads\/sites\/16\/2025\/04\/Letter-Sent-to-Harvard-2025-04-11.pdf\">federal actions targeting Harvard<\/a> ostensibly seek to punish antisemitism by demanding sweeping federal <a href=\"https:\/\/www.insidehighered.com\/news\/government\/politics-elections\/2025\/04\/16\/trumps-demands-harvard-escalate-his-war-higher-ed\">oversight of Harvard\u2019s curriculum and self-governance<\/a>. Billions of dollars in research funds have been cut. <a href=\"https:\/\/www.harvard.edu\/president\/news\/2025\/upholding-our-values-defending-our-university\/\">Neither action connects clearly<\/a> to <a href=\"https:\/\/www.harvard.edu\/task-force-on-antisemitism\/#actionsandcommitments\">Harvard\u2019s patterns or policies around antisemitism<\/a>.<\/p>\n\n\n\n<p>Given this, Harvard <a href=\"https:\/\/news.harvard.edu\/gazette\/story\/2025\/04\/harvard-files-lawsuit-against-trump-administration\/\">sued the government in April<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/04\/25\/antisemitism-trump-jews-israel\/\">Many American Jews<\/a> believe that <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2025\/05\/mcmahon-harvard-letter\/682717\/\">Trump\u2019s true purpose<\/a> is to use the antisemitism issue as one means to <a href=\"https:\/\/www.yahoo.com\/news\/trump-far-don-t-fight-130200472.html\">curb free expression<\/a> at <a href=\"https:\/\/www.nytimes.com\/article\/trump-university-college.html\">universities<\/a>.<\/p>\n\n\n\n<h2>Defending Israeli policy by charging \u2018antisemitism\u2019<\/h2>\n\n\n\n<p>National governments naturally <a href=\"https:\/\/quincyinst.org\/research\/foreign-lobbying-in-the-u-s\/#executive-summary\">seek political and material support from powerful allies<\/a>. Israel\u2019s efforts to encourage Americans to champion that support fit this pattern.<\/p>\n\n\n\n<p>Israel receives <a href=\"https:\/\/www.cfr.org\/article\/us-aid-israel-four-charts\">more U.S. aid than any other country<\/a>. Thus, its government has an interest in enlisting <a href=\"https:\/\/www.npr.org\/2024\/07\/09\/nx-s1-4994027\/israel-us-online-influence-campaign-gaza\">diverse people and organizations<\/a> in a <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/jun\/24\/israel-fund-us-university-protest-gaza-antisemitism\">sustained way<\/a> to support its policies.<\/p>\n\n\n\n<p>The Israeli intervention <a href=\"https:\/\/forward.com\/fast-forward\/685456\/israel-has-spent-millions-trying-win-hearts-and-minds-abroad-its-about-to-spend-20-times-more\/\">has grown<\/a> because Prime Minister Benjamin Netanyahu\u2019s <a href=\"https:\/\/www.vox.com\/world\/2023\/1\/20\/23561464\/israel-new-right-wing-government-extreme-protests-netanyahu-biden-ben-gvir\">far-right<\/a> government is <a href=\"https:\/\/www.timesofisrael.com\/poll-70-of-israelis-dont-trust-government-including-almost-half-of-coalition-voters\/\">unpopular<\/a> in both Israel and the U.S. Its war in Gaza, <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-67039975\">provoked by Hamas<\/a>, is <a href=\"https:\/\/www.economist.com\/interactive\/middle-east-and-africa\/2025\/05\/08\/how-many-people-have-died-in-gaza\">highly destructive<\/a> and <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2025\/may\/21\/international-opinion-israel-netanyahu-gaza-war\">globally unpopular<\/a>.<\/p>\n\n\n\n<p>Most <a href=\"https:\/\/www.bu.edu\/articles\/2024\/is-israel-committing-genocide-in-gaza\/\">experts<\/a> and <a href=\"https:\/\/www.theguardian.com\/world\/2025\/may\/27\/former-israeli-pm-ehud-olmert-says-his-country-is-committing-war-crimes\">policymakers<\/a> now argue that <a href=\"https:\/\/www.middleeasteye.net\/news\/israel-sending-soldiers-commit-war-crimes-gaza-says-former-army-chief\">Israel<\/a>, along with <a href=\"https:\/\/www.hrw.org\/news\/2024\/07\/17\/october-7-crimes-against-humanity-war-crimes-hamas-led-groups\">Hamas<\/a>, has <a href=\"https:\/\/news.un.org\/en\/story\/2024\/06\/1150946\">committed<\/a> <a href=\"https:\/\/www.icc-cpi.int\/sites\/default\/files\/Publications\/Elements-of-Crimes.pdf\">international war crimes<\/a>.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/forward.com\/fast-forward\/685456\/israel-has-spent-millions-trying-win-hearts-and-minds-abroad-its-about-to-spend-20-times-more\/\">Israeli government recently increased its funding to US$150 million<\/a> for <a href=\"https:\/\/hasbaraisrael.com\/\">global public relations efforts<\/a>. This is a major acceleration of policies that <a href=\"https:\/\/www.theguardian.com\/world\/2009\/jan\/02\/israel-palestine-pr-spin\">Israeli has pursued for decades<\/a> known in Hebrew as \u201chasbara,\u201d which translates to \u201cexplanation.\u201d<\/p>\n\n\n\n<p>Documenting specific links between Israel\u2019s government and <a href=\"https:\/\/www.democracynow.org\/2023\/12\/27\/canary_mission\">groups promoting its agenda in the U.S.<\/a> <a href=\"https:\/\/www.972mag.com\/hasbara-funding-foreign-agents\/\">can be difficult<\/a>. This may be a <a href=\"https:\/\/www.972mag.com\/israel-anti-bds-app\/\">deliberate strategy<\/a> by Israeli leaders to <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/17\/israel-foreign-agent-law-leaked-documents\">conceal their efforts<\/a>.<\/p>\n\n\n\n<p>Yet, mainstream Israeli-run organizations such as the Jewish Agency have played up <a href=\"https:\/\/www.jewishagency.org\/global-antisemitism-surged-2022-to-2024\/\">links between pro-Palestinian activism and antisemitism<\/a> since Hamas triggered the war in Gaza. <a href=\"https:\/\/www.usatoday.com\/story\/news\/investigations\/2024\/07\/01\/canary-mission-palestinian-protests\/74222568007\/\">Groups whose funding and leadership are hard to trace<\/a> maintain public blacklists labeling vocal <a href=\"https:\/\/www.ynetnews.com\/article\/rk5ppryht\">pro-Palestine activists as antisemites<\/a>. Those lists have been <a href=\"https:\/\/www.timesofisrael.com\/government-said-to-use-canary-mission-blacklist-to-bar-visitors\/\">used by Israeli government bureaucrats<\/a> to bar visitors to the country.<\/p>\n\n\n\n<p>U.S.-based groups aligned with Israeli government messaging engage in persistent strategies to discredit opposition voices. Some <a href=\"https:\/\/mesana.org\/pdf\/Exposing_Canary_Mission.pdf\">attack publicly vocal activists<\/a>, including some <a href=\"https:\/\/forward.com\/opinion\/411404\/im-a-zionist-canary-mission-targeted-me-anyway\/\">American Jews<\/a>. Others <a href=\"https:\/\/www.jpost.com\/diaspora\/govt-calls-on-social-media-companies-to-label-antisemitic-content-658481\">press organizations, political bodies and institutions to adopt<\/a> a <a href=\"https:\/\/holocaustremembrance.com\/resources\/working-definition-antisemitism\">definition of antisemitism<\/a> that <a href=\"https:\/\/www.thenation.com\/article\/society\/ihra-definition-antisemitism\/\">makes it easy<\/a> to <a href=\"https:\/\/carnegieendowment.org\/middle-east\/diwan\/2023\/06\/weaponizing-the-antisemitism-accusation?lang=en\">conflate criticism of Israeli policy with antisemitism<\/a>.<\/p>\n\n\n\n<p>Anti-Israel behavior in the U.S. can be antisemitic, such as asserting that American Jews, because they are Jews, <a href=\"https:\/\/jerusalemdeclaration.org\/\">are responsible for Israeli state actions<\/a>. And <a href=\"https:\/\/www.nytimes.com\/2025\/03\/11\/nyregion\/palestinian-activist-arrest-jewish-community.html\">some American Jews support crackdowns<\/a> on pro-Palestinian activists.<\/p>\n\n\n\n<p>However, <a href=\"https:\/\/truthout.org\/articles\/israel-has-formed-a-task-force-to-carry-out-covert-campaigns-at-us-universities\/\">characterizing antisemitism in the U.S.<\/a> mostly in terms of speech and activism against the Israeli government augments the Trump administration\u2019s neglect of dangerous right-wing antisemitism.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/671626\/original\/file-20250602-56-kvit3l.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A smiling man raising both hands on a large screen in front of a big crowd.\" \/><figcaption>Presidential adviser Elon Musk interviews via video the German right-wing party AfD leader Alice Weidel at AfD\u2019s election campaign launch on Feb. 23, 2025. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/january-2025-saxony-anhalt-halle-us-billionaire-elon-musk-news-photo\/2195723691?adppopup=true\">Hendrik Schmidt\/picture alliance via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<h2>Polarization and antisemitism in the US<\/h2>\n\n\n\n<p>Taken together, the politics pursued by Trump and the Netanyahu government combine to target legally protected speech in the U.S. more than they deter antisemitism.<\/p>\n\n\n\n<p>By contributing to polarization, the <a href=\"https:\/\/www.nytimes.com\/2025\/05\/18\/us\/project-esther-heritage-foundation-palestine.html\">conflation of antisemitism with a wide range of speech critical of Israel<\/a> could add to threats faced by Jews and other religious minorities. Those who wish to undermine work toward Palestinian-Israeli coexistence benefit from the charge that <a href=\"https:\/\/www.jpost.com\/opinion\/article-807374\">most pro-Palestinian activists are antisemitic<\/a>. This worsens already <a href=\"https:\/\/prospect.org\/culture\/books\/altercation-american-and-jewish-divide-over-israel\/\">visible divides among American Jews<\/a> over how Israel\u2019s mistreatment of Palestinians squares with their Jewish identities.<\/p>\n\n\n\n<p>Supported by the most aggressive pro-Netanyahu groups, the Trump administration <a href=\"https:\/\/www.bostonglobe.com\/2025\/04\/17\/metro\/zionist-group-deportation-lists\/\">links concerns<\/a> against antisemitism to efforts to deport immigrants who have expressed pro-Palestine views, such as Tufts doctoral student <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/may\/11\/rumeysa-ozturk-tufts-student-held-by-ice-vows-to-continue-legal-action-after-jail-release\">R\u00fcmeysa \u00d6zt\u00fcrk<\/a>. Deporting people in the name of policing speech critical of Israel also runs a risk that <a href=\"https:\/\/newrepublic.com\/article\/192576\/trumps-crackdown-antisemitism-making-jews-less-safe\">Jews will be blamed<\/a> for government actions <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/many-americans-say-trump-has-gone-too-far-on-immigration-but-remains-his-strongest-issue-ap-norc-poll-finds\">many Americans find objectionable<\/a>.<\/p>\n\n\n\n<p>Let\u2019s be clear. Some pro-Palestinian activism embraces Jew-hatred, as the attacks in Washington and Boulder highlight. But lumping together as antisemitic most pro-Palestinian speech, as current American and Israeli leaders do, complicates seeing antisemitism clearly and countering it.<\/p>\n\n\n\n<p>In addition, most <a href=\"https:\/\/www.filesforprogress.org\/datasets\/2025\/5\/dfp_gaza_ceasefire.pdf\">Americans<\/a> \u2013 and <a href=\"https:\/\/www.timesofisrael.com\/69-of-israelis-54-of-coalition-voters-back-ending-war-in-exchange-for-hostages-poll\/\">Israelis<\/a> \u2013 seek an end to the war, <a href=\"https:\/\/www.economist.com\/interactive\/middle-east-and-africa\/2025\/05\/08\/how-many-people-have-died-in-gaza\">mounting deaths<\/a> and <a href=\"https:\/\/www.nytimes.com\/2025\/05\/04\/world\/europe\/israel-gaza-blockade-humanitarian-crisis.html\">humanitarian disaster<\/a> in Gaza. Any potential to blur this with antisemitism augments the few, loud American voices that support one side in the conflict by dehumanizing the other side.<\/p>\n\n\n\n<p>Americans believe <a href=\"https:\/\/www.pewresearch.org\/politics\/2025\/05\/20\/views-of-how-much-discrimination-racial-and-ethnic-groups-in-the-u-s-face\/\">other minority groups face greater discrimination<\/a> than Jews. Yet, antisemitism from diverse directions is the worst I have seen in my lifetime.<\/p>\n\n\n\n<p>As with any policy problem, the way to deal with this issue is to focus on all facets of the problem, including <a href=\"https:\/\/www.splcenter.org\/wp-content\/uploads\/2025\/03\/statement-senate-judiciary-committee-antisemitism-.pdf\">right-wing racism<\/a> and <a href=\"https:\/\/forward.com\/fast-forward\/631812\/how-project-2025-christian-nationalism-affect-american-jews\/\">Christian nationalism<\/a>.<\/p>\n\n\n\n<p>Current national politics around antisemitism may serve many purposes. Yet <a href=\"https:\/\/jewishvoters.org\/new-poll-jewish-voters-oppose-president-trumps-policies-at-the-100-day-mark-including-his-response-to-antisemitism\/\">most American Jews doubt<\/a> that <a href=\"https:\/\/jewishpublicaffairs.org\/press-release\/jewishcommunalstatement\/\">these policies actually protect them<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/theconversation.com\/profiles\/david-mednicoff-139205\">David Mednicoff<\/a>, Associate Professor of Middle Eastern Studies and Public Policy, <em><a href=\"https:\/\/theconversation.com\/institutions\/umass-amherst-1563\">UMass Amherst<\/a><\/em><\/p>\n\n\n\n<p>This article is republished from <a href=\"https:\/\/theconversation.com\">The Conversation<\/a> under a Creative Commons license.
