It also has implications for <a href=\"https:\/\/theconversation.com\/in-talking-with-tehran-trump-is-reversing-course-on-iran-could-a-new-nuclear-deal-be-next-254770\">recent U.S. diplomatic efforts<\/a> toward a deal with Tehran over its nuclear program.<\/em><\/p>\n\n\n\n<p><em>Iran\u2019s immediate response \u2013 the firing of <a href=\"https:\/\/thehill.com\/policy\/international\/5348713-iran-retaliates-after-israel-strikes\/\">about 100 drones<\/a> into Israel, many of which were shot down \u2013 appears an opening gambit; meanwhile, Israeli Prime Minister Benjamin Netanyahu has said <a href=\"https:\/\/www.nytimes.com\/2025\/06\/12\/world\/middleeast\/netanyahu-iran-israel-strikes.html\">his country\u2019s airstrikes would continue<\/a> \u201cfor as many days as it takes.\u201d<\/em><\/p>\n\n\n\n<p><em>The Conversation turned to Javed Ali, an <a href=\"https:\/\/fordschool.umich.edu\/faculty\/javed-ali\">expert on Middle East affairs<\/a> at the University of Michigan and a former senior official at the National Security Council during the first Trump administration, to talk through why Israel chose now to strike and what the implications are for U.S. policy on Iran.<\/em><\/p>\n\n\n\n<h2>Why did Israel strike now?<\/h2>\n\n\n\n<p>There was a combination of factors that led up to this moment.<\/p>\n\n\n\n<p>One of the more immediate reasons was that an International Atomic Energy Agency report found that Iran was <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/6\/12\/un-nuclear-watchdog-says-iran-non-compliant-of-nuclear-safeguards\">making progress toward enriching uranium<\/a> to a degree that, in theory at least, would allow Tehran to very quickly upgrade to a weapons-grade level. That is the thrust of what Netanyahu has said by way of reason for the attack now \u2013 that intelligence shows that Iran was getting closer to a <a href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/iranian-nuclear-breakout-what-it-and-how-calculate-it\">possible breakout status<\/a> for a nuclear weapon.<\/p>\n\n\n\n<p>But there is a confluence of other factors that have built up over the last year and a half, ever since the <a href=\"https:\/\/theconversation.com\/can-israel-still-claim-self-defence-to-justify-its-gaza-war-257822\">Oct. 7, 2023, attack<\/a> by Hamas in Israel.<\/p>\n\n\n\n<p>Iran\u2019s proxy <a href=\"https:\/\/theconversation.com\/how-much-influence-does-iran-have-over-its-proxy-axis-of-resistance-hezbollah-hamas-and-the-houthis-221269\">Axis of Resistance<\/a> \u2013 that is, regional groups aligned with Iran and supported militarily by Tehran, including Hamas and Hezbollah \u2013 doesn\u2019t present the same level of threat to Israel as it did in the pre-Oct. 7 landscape.<\/p>\n\n\n\n<p>In the past, an Israeli attack of the sort we are seeing now would have <a href=\"https:\/\/www.cfr.org\/article\/one-year-after-october-7-attacks-impact-four-fronts\">invited a multidirectional response<\/a> from all corners of the resistance \u2013 and we saw this in the early days after the Oct. 7 attack.<\/p>\n\n\n\n<p>As of now, none of Iran\u2019s resistance partners have done anything in response to the latest strike \u2013 and that is, in large part, due to the fact that Israel has successfully degraded these group\u2019s capabilities through a series of campaigns and operations. The United States has also contributed to this effort to a degree with sustained operations against the Houthis in Yemen from March to May this year, including <a href=\"https:\/\/www.centcom.mil\/MEDIA\/PRESS-RELEASES\/Press-Release-View\/Article\/4167047\/uscentcom-forces-continue-to-target-houthi-terrorists\/\">hundreds of airstrikes<\/a>.<\/p>\n\n\n\n<p>Further, <a href=\"https:\/\/nationalinterest.org\/blog\/buzz\/israel-obliterated-irans-air-defenses-f-35i-adir-214219\">Israel\u2019s previous attacks on Iran<\/a> in April and October 2024 managed to degrade Iran\u2019s ballistic and surface-to-air missiles and air defense radar systems. This likely played into Israel\u2019s calculations, too.<\/p>\n\n\n\n<p>Lastly, Israel knows that it has a strong supporter in the White House with President Donald Trump and Republicans in Congress. Washington may not be 100% aligned with Tel Aviv on every issue, but at the moment there is no criticism from the the White House or Republican members of Congress on Israel\u2019s attacks.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-datawrapper wp-block-embed-datawrapper\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Israel targeted nuclear and military sites in attack\" src=\"https:\/\/datawrapper.dwcdn.net\/1D6yZ\/1\/#?secret=ATcOFFOWo3\" data-secret=\"ATcOFFOWo3\" scrolling=\"no\" frameborder=\"0\" height=\"519\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<h2>But why attack before the planned US-Iran talks?<\/h2>\n\n\n\n<p>The sixth round of talks was <a href=\"https:\/\/www.nbcnews.com\/world\/middle-east\/oman-foreign-minister-says-sixth-round-iran-us-talks-sunday-rcna212537\">due to take place on June 15<\/a>, led by White House envoy Steve Witkoff and Iranian Foreign Minister Abbas Araghchi. Iran has <a href=\"https:\/\/thehill.com\/policy\/international\/5348689-iran-nuclear-deal-talks-suspended\/\">signaled that the talks won\u2019t take place<\/a> now.<\/p>\n\n\n\n<p>There may have been some dialogue between Netanyahu and the Trump administration over the timing of the Israeli strike preceding yesterday\u2019s attacks, during which Israel would have made the case that the time is right now to launch a very different type of campaign to really set back Iran\u2019s nuclear program. In <a href=\"https:\/\/www.nytimes.com\/live\/2025\/06\/12\/world\/israel-iran-us-nuclear\/287711dd-4b6b-52a4-a1e1-8422711d1505?smid=url-share\">recorded remarks<\/a> about Israel\u2019s operations, Netanyahu stated he directed his national security team to begin planning for a large-scale campaign against Iran\u2019s nuclear program last November.<\/p>\n\n\n\n<p>Perhaps the White House did push back, saying that it wanted to see if any progress could be made in the talks. Certainly, it <a href=\"https:\/\/www.axios.com\/2025\/06\/10\/trump-netanyahu-call-iran-military-option\">has been reported<\/a> that Trump told Netanyahu in a phone call on June 10 that he believed a deal with Tehran could be negotiated.<\/p>\n\n\n\n<p>Regardless, Netanyahu still went ahead with the strike.<\/p>\n\n\n\n<p>Indeed some observers have posited that <a href=\"https:\/\/theintercept.com\/2025\/06\/12\/israel-iran-attack-trump-nuke-deal\/\">collapsing the negotiations<\/a> between the U.S. and Iran may have been one of the intentions of Netanyahu, who has long opposed any deal with Tehran and has <a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/disagreements-iran-gaza-straining-trump-netanyahu-relationship-rcna205985\">reportedly been irked<\/a> by Trump\u2019s reversal on the issue. During his first administration, Trump unilaterally <a href=\"https:\/\/www.nytimes.com\/2018\/05\/08\/world\/middleeast\/trump-iran-nuclear-deal.html\">pulled the U.S. out<\/a> of a previous nuclear deal.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/674256\/original\/file-20250613-62-qr6b4k.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A woman holds a newspaper with Iranian writing and a photo of two men.\" \/><figcaption>A newspaper shows the portraits of Iranian Foreign Minister Abbas Araghchi and White House special envoy Steve Witkoff, who were due to meet in Oman. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/veiled-iranian-woman-holds-a-newspaper-featuring-portraits-news-photo\/2208847114?adppopup=true\">Morteza Nikoubazl\/NurPhoto via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<h2>What should we make of the US response to the strike?<\/h2>\n\n\n\n<p>The White House hasn\u2019t criticized Israel in its response to the strike, merely stating that it <a href=\"https:\/\/www.bbc.com\/news\/articles\/cm2kd2k3mv7o\">wasn\u2019t involved<\/a>.<\/p>\n\n\n\n<p>In my assessment, the White House appears to be sincere in the substance of what it is saying: that there was no overt and direct U.S. involvement with Israel during the actual strike. As for U.S. involvement in any planning or intelligence sharing ahead of the strike, we may never know.<\/p>\n\n\n\n<p>But this is largely messaging for Iran: \u201cWe didn\u2019t attack you. Israel attacked you.\u201d<\/p>\n\n\n\n<p>The U.S. is clearly worried that any response in Tehran may involve U.S. assets in the region. In the past, parts of Iran\u2019s proxy network have hit <a href=\"https:\/\/www.pbs.org\/newshour\/world\/what-is-tower-22-the-u-s-military-base-in-jordan-where-a-drone-attack-killed-3-soldiers\">American bases in Jordan<\/a> and <a href=\"https:\/\/www.military.com\/daily-news\/2021\/03\/01\/al-asad-missile-attack-nearly-killed-150-us-troops-destroyed-30-aircraft-report.html\">Iraq<\/a>. Backing up this being a real concern in Washington is the fact that in advance of Israel\u2019s strike, it already made moves to <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/12\/us-orders-non-essential-embassy-staff-out-of-iraq-amid-growing-middle-east-tensions-israel-iran-nuclear-talks\">protect some of its assets in the region<\/a> and remove personnel.<\/p>\n\n\n\n<h2>Has Iran said whether US targets will be included in its response?<\/h2>\n\n\n\n<p>On June 11, Iranian Defense Minister Aziz Nasrizadeh <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/iran-threatens-us-bases-region-if-military-conflict-arises-2025-06-11\/\">warned that if Israel<\/a> were to attack, Tehran would respond against U.S. personnel and bases in the region \u2013 but that hasn\u2019t happened yet.<\/p>\n\n\n\n<p>Iranian Supreme Leader Ali Khamenei and military officials must know that attacking U.S. targets would be very risky and would lead to a significant response that would likely be even more damaging than Israel\u2019s latest attacks \u2013 including putting a potential deal over its nuclear program at risk. And the U.S. has the capability to hit Iran even harder than Israel, both militarily and through the <a href=\"https:\/\/www.state.gov\/iran-sanctions\/\">extension of sanctions<\/a> that have already been very punishing to the Iranian economy.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/674236\/original\/file-20250613-56-884pof.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A man ina suit poiints at a cartoon bomb.\" \/><figcaption>Benjamin Netanyahu, prime minister of Israel, points to a red line he drew on a graphic of a bomb while addressing the United Nations on Sept. 27, 2012. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/benjamin-netanyahu-prime-minister-of-israel-points-to-a-red-news-photo\/152848671?adppopup=true\">Mario Tama\/Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<p>Ultimately, it will be<a href=\"https:\/\/www.middleeasteye.net\/news\/iran-who-is-ayatollah-ali-khamenei-profile\"> Khamenei<\/a> who decides Iran\u2019s response \u2013 and he remains firmly in control of Iran\u2019s national security apparatus despite his advanced age. He knows he will have to walk a fine line to avoid drawing the U.S. into a military campaign.<\/p>\n\n\n\n<h2>So how might Iran respond in coming weeks?<\/h2>\n\n\n\n<p>Despite the challenges facing Iran at the moment, Iran will, I believe, have to respond in a way that goes beyond its previous attacks on Israel.<\/p>\n\n\n\n<p>Reports of drone attacks against Israel on June 13 fit within the framework of the <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/4\/14\/iran-attacks-israel-with-over-300-drones-missiles-what-you-need-to-know\">attack Iran launched<\/a> against Israel in April 2024 that included a combined salvo of almost 300 ballistic missiles, cruise missiles and drones over several hours. Despite the damage Israel has inflicted against Iran through its series of operations, Iran <a href=\"https:\/\/www.armed-services.senate.gov\/imo\/media\/doc\/Kurilla_SASC_Posture_Final_141200March2023.pdf\">probably still possesses<\/a> thousands or tens of thousands of these types of weapons that it can use against various targets in the region.<\/p>\n\n\n\n<p>Iran could look at targets outside Israel, without necessarily hitting the U.S. directly \u2013 for example, by attacking maritime targets in the Persian Gulf and in effect <a href=\"https:\/\/www.bloomberg.com\/news\/videos\/2025-06-13\/could-iran-close-the-strait-of-hormuz-video\">closing the Strait of Hormuz<\/a>. U.S. military planners have long been concerned about Iranian naval attacks <a href=\"https:\/\/nationalinterest.org\/blog\/buzz\/irans-strange-navy-small-fast-boats-no-joke-82996\">using small boats<\/a> for ramming or small arms attacks against shipping in the Persian Gulf.<\/p>\n\n\n\n<p>Another option would be for Iran to increase its involvement in terrorism activities in the region. Tehran\u2019s proxy groups may be diminished, but Iran still has its <a href=\"https:\/\/ctc.westpoint.edu\/after-soleimani-whats-next-irans-quds-force\/\">Quds Force<\/a>, through which the Islamic Revolutionary Guard Corps conducts nonstate and unconventional warfare. Will the <a href=\"https:\/\/www.defenseone.com\/ideas\/2024\/03\/irans-elite-quds-force-following-former-leaders-vision-chaos-middle-east\/394659\/\">Quds Force<\/a> look toward targeted assassinations, bombings, or kidnappings as part of Iran\u2019s retaliatory options? It has employed such tactics in the past.<\/p>\n\n\n\n<p>And beyond conventional weapons, Iran also has pretty significant <a href=\"https:\/\/www.inss.org.il\/publication\/iranian-cyber\/\">cyber capabilities<\/a> that it has used against Israel, the United States and Saudi Arabia, among others.<\/p>\n\n\n\n<h2>Where does this leave US-Iran talks?<\/h2>\n\n\n\n<p>It would appear Trump is still holding open the possibility of some kind of deal with Iran. In his statement following the Israel attack, he warned Tehran that if it didn\u2019t come back to the table and cut a deal, the <a href=\"https:\/\/www.foxnews.com\/politics\/trump-says-israels-next-iran-attack-even-more-brutal-make-deal\">next Israeli attack would be<\/a> \u201ceven more brutal.\u201d<\/p>\n\n\n\n<p>The attack could push Iran into reengaging in talks that were seemingly stalling in recent weeks. Certainly that seems to be the thrust of Trump\u2019s messaging.<\/p>\n\n\n\n<p>But the killing of Iranian nuclear scientists in the attack, and the apparent wounding of one of the negotiators, may convince Tehran to double down on a path toward a nuclear weapon as the only means of a deterrence against Israel, especially if it suspects U.S. involvement.<\/p>\n\n\n\n<p><a href=\"https:\/\/theconversation.com\/profiles\/javed-ali-760484\">Javed Ali<\/a>, Associate Professor of Practice of Public Policy, <em><a href=\"https:\/\/theconversation.com\/institutions\/university-of-michigan-1290\">University of Michigan<\/a><\/em><\/p>\n\n\n\n<p>This article is republished from <a href=\"https:\/\/theconversation.com\">The Conversation<\/a> under a Creative Commons license.
