But the gains are so <a href=\"https:\/\/www.nytimes.com\/2025\/03\/31\/business\/economy\/wealth-cash-inequality.html\">lopsided<\/a> that the top 10% controls 69% of all wealth in the country, while the bottom half controls just 3%. Meanwhile, surging <a href=\"https:\/\/www.stlouisfed.org\/on-the-economy\/2025\/apr\/whats-driving-surge-us-corporate-profits\">corporate profits<\/a> have mostly benefited investors, not the broader public.<\/p>\n\n\n\n<p>This divide is expected to widen after President Donald Trump\u2019s sweeping new <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/06\/30\/upshot\/senate-republican-megabill.html\">spending bill<\/a> drastically cuts Medicaid and <a href=\"https:\/\/theconversation.com\/big-legislative-package-shifts-more-of-snaps-costs-to-states-saving-federal-dollars-but-causing-fewer-americans-to-get-help-paying-for-food-260166\">food aid<\/a>, programs that <a href=\"https:\/\/www.epi.org\/publication\/snap-medicaid-work-requirements\/\">stabilize<\/a> the economy and subsidize <a href=\"https:\/\/www.census.gov\/library\/publications\/2024\/demo\/p60-283.html\">low-wage employers<\/a>.<\/p>\n\n\n\n<p>Moreover, the <a href=\"https:\/\/apnews.com\/article\/trump-tax-breaks-bill-medicaid-80b5781377bcd0870a1dccb3c7b8dc05\">tax cuts<\/a> at the heart of the bill will deliver tens of billions of dollars in benefits to the wealthiest households while disproportionately <a href=\"https:\/\/www.washingtonpost.com\/business\/interactive\/2025\/trump-big-beautiful-bill-your-taxes-cuts\/\">burdening<\/a> <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/06\/12\/upshot\/gop-megabill-distribution-poor-rich.html\">low-income households<\/a>, according to analyses by the nonpartisan <a href=\"https:\/\/apnews.com\/article\/trump-tax-bill-hurts-poor-helps-rich-cbo-f3d9d46ca3e829d6b850dca30b91a2b6\">Congressional Budget Office<\/a> and <a href=\"https:\/\/www.jct.gov\/publications\/2025\/jcx-33-25\/\">Joint Committee on Taxation<\/a>. By 2033, the bottom 20% will pay more in taxes while the top 0.1% receive $43 billion in cuts.<\/p>\n\n\n\n<p>I am a <a href=\"https:\/\/www.umass.edu\/sociology\/about\/directory\/nathan-meyers\">sociologist<\/a> who studies <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=5159150\">economic inequality<\/a>, and my research demonstrates that the <a href=\"https:\/\/doi.org\/10.1093\/ser\/mwv009\">class-based inequalities<\/a> exacerbated by the Trump bill are not new. Rather, they are part of a <a href=\"https:\/\/theconversation.com\/trumps-doge-campaign-accelerates-50-year-trend-of-government-privatization-249439\">50-year trend<\/a> linked to social cleavages, political corruption and a declining belief in the common good.<\/p>\n\n\n\n<h2>The roots of class-based inequality<\/h2>\n\n\n\n<p>The decades following World War II were broadly prosperous, but conditions began changing in the 1970s. Class inequality has increased enormously since then, according to <a href=\"https:\/\/www.bea.gov\/\">government data<\/a>, while <a href=\"https:\/\/www.nber.org\/papers\/w22945\">income inequality<\/a> has risen for five decades at the expense of <a href=\"https:\/\/doi.org\/10.1177\/0003122410382640\">workers<\/a>.<\/p>\n\n\n\n<p>Economists usually gauge a country\u2019s economic health by looking at its gross domestic product as <a href=\"https:\/\/www.bea.gov\/sites\/default\/files\/2025-05\/gdp1q25-2nd.pdf\">measured<\/a> through <a href=\"https:\/\/www.bea.gov\/news\/blog\/2025-06-03\/expenditures-approach-measuring-gdp\">total spending<\/a> on everything from groceries to patents.<\/p>\n\n\n\n<p>But another way to view GDP is by looking at whether the money goes to workers or business owners. This second method \u2013 the <a href=\"https:\/\/apps.bea.gov\/iTable\/?reqid=150&amp;step=2&amp;isuri=1&amp;categories=gdpxind&amp;_gl=1*1xwq9qm*_ga*NDc1ODUyMzA0LjE3NDk2MDczNTM.*_ga_J4698JNNFT*czE3NDk2MDczNTMkbzEkZzEkdDE3NDk2MDkxMTkkajUwJGwwJGgw#eyJhcHBpZCI6MTUwLCJzdGVwcyI6WzEsMiwzXSwiZGF0YSI6W1siY2F0ZWdvcmllcyIsIkdkcHhJbmQiXSxbIlRhYmxlX0xpc3QiLCI2Il1dfQ==\">income approach<\/a> \u2013 offers a clearer picture of who really benefits from economic growth.<\/p>\n\n\n\n<p>The money that goes to labor\u2019s share of GDP, or workers, is represented by <a href=\"https:\/\/www.bea.gov\/help\/glossary\/compensation-employees-paid\">employee compensation<\/a>, including wages, salaries and benefits. The money left over for businesses after paying for work and materials is called <a href=\"https:\/\/www.bea.gov\/help\/glossary\/gross-operating-surplus\">gross operating surplus<\/a>, or business surplus.<\/p>\n\n\n\n<p>The share of GDP going to workers rose 12% from 1947 to 1970, then fell 14% between 1970 and 2023. The opposite happened with the business surplus, falling 18% in the early postwar decades before jumping 34% from 1970 to today.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-datawrapper wp-block-embed-datawrapper\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"The divergent trajectories of business and labor since 1970\" src=\"https:\/\/datawrapper.dwcdn.net\/HFEFH\/2\/#?secret=s6VJ7RNAMS\" data-secret=\"s6VJ7RNAMS\" scrolling=\"no\" frameborder=\"0\" height=\"476\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Meanwhile, corporate profits have outpaced economic growth by 193% since 1970. Within profits, shareholder dividends as a share of GDP grew 274%.<\/p>\n\n\n\n<p>As of 2023, labor had lost all of the economic gains made since 1947. Had workers kept their 1970 share of GDP, they would have earned $1.7 trillion more in 2023 alone. And no legislation or federal action since 1970 has reversed this half-century trend.<\/p>\n\n\n\n<p>When more of the economy goes to businesses instead of workers, that poses serious social problems. My research focuses on three that threaten democracy.<\/p>\n\n\n\n<h2>1. Fraying social bonds and livelihoods<\/h2>\n\n\n\n<p>Not just an issue of income and assets, growing class inequality represents the fraying of American society.<\/p>\n\n\n\n<p>For instance, inequality and the resulting hardship are <a href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/74\/wr\/mm7419a3.ht\">linked<\/a> to <a href=\"https:\/\/doi.org\/10.1016\/j.soscij.2018.05.001\">worse health outcomes<\/a>. Americans die younger than their <a href=\"https:\/\/www.healthsystemtracker.org\/indicator\/health-well-being\/life-expectancy\/#Life%20expectancy%20at%20birth%20in%20years,%202022\">peers<\/a> in other rich countries, and U.S. life expectancy has decreased, especially among the <a href=\"https:\/\/siepr.stanford.edu\/publications\/policy-brief\/life-expectancy-and-inequality-life-expectancy-united-states\">poor<\/a>.<\/p>\n\n\n\n<p>Moreover, economic struggles contribute to <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC7525587\/\">mental health<\/a> issues, deaths of despair and profound problems such as <a href=\"https:\/\/www.health.harvard.edu\/blog\/poverty-homelessness-and-social-stigma-make-addiction-more-deadly-202109282602\">addiction<\/a>, including <a href=\"https:\/\/www.nejm.org\/doi\/full\/10.1056\/nejmsa0707519\">tobacco, alcohol<\/a> and <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/30592998\/\">opioid<\/a> abuse.<\/p>\n\n\n\n<p>Inequality can disrupt families. Kids who experience the <a href=\"https:\/\/doi.org\/10.1016\/j.neuropharm.2021.108518\">stresses of poverty<\/a> can develop neurological and emotional problems, putting them at risk for drug use as adults. On the other hand, when <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/10.1111\/jomf.12832\">minimum wages increase<\/a> and people <a href=\"https:\/\/doi.org\/10.1215\/00703370-10413021\">begin saving wealth<\/a>, divorce risk falls.<\/p>\n\n\n\n<p>Research shows inequality has many other negative consequences, from reduced <a href=\"https:\/\/cepr.org\/voxeu\/columns\/unequal-education-and-great-gatsby-curve\">social mobility<\/a> to lower social trust and even <a href=\"https:\/\/doi.org\/10.1093\/eurpub\/ckq068\">higher homicide rates<\/a>.<\/p>\n\n\n\n<p>Together, these broad social consequences are linked to misery, political discontent and <a href=\"https:\/\/doi.org\/10.1111\/pops.12377\">normlessness<\/a>.<\/p>\n\n\n\n<h2>2. Increasing corruption in politics<\/h2>\n\n\n\n<p>Inequality is rising in the U.S. largely because business elites are exercising more influence over policy outcomes, <a href=\"https:\/\/doi.org\/10.1177\/0032329210365042\">research shows<\/a>. My <a href=\"https:\/\/theconversation.com\/trumps-doge-campaign-accelerates-50-year-trend-of-government-privatization-249439\">related work on privatization<\/a> explains how 50 years of outsourcing public functions \u2013 through contracting, disinvestment and job cuts \u2013 threatens democratic accountability.<\/p>\n\n\n\n<p>Research across different countries has repeatedly found that higher income inequality <a href=\"https:\/\/doi.org\/10.1146\/annurev.polisci.10.081205.095418\">increases<\/a> <a href=\"https:\/\/doi.org\/10.1177\/0192512116641091\">political corruption<\/a>. It does so by undermining trust in government and institutions, and <a href=\"https:\/\/doi.org\/10.1177\/000312240507000107\">enabling elites to dominate<\/a> policymaking while weakening public oversight.<\/p>\n\n\n\n<p>Since 2010, weakened campaign finance laws driven by monied interests have sharply increased corruption risks. The Supreme Court ruled then in <a href=\"https:\/\/www.fec.gov\/legal-resources\/court-cases\/citizens-united-v-fec\/\">Citizens United<\/a> to <a href=\"https:\/\/www.americanprogress.org\/article\/citizens-united-gave-corporations-but-not-their-boards-the-authority-to-spend-in-candidate-elections\/\">lift campaign finance restrictions<\/a>, enabling unlimited political spending. It reached an apex in 2024, when Elon Musk spent <a href=\"https:\/\/apnews.com\/article\/elon-musk-america-pac-trump-d248547966bf9c6daf6f5d332bc4be66\">$200 million<\/a> to elect Trump before later <a href=\"https:\/\/apnews.com\/article\/elon-musk-starlink-spacex-faa-bbe9495978cac61b60c2971168e2921f\">installing<\/a> his Starlink equipment onto Federal Aviation Administration systems in a <a href=\"https:\/\/thehill.com\/policy\/technology\/5182848-musks-spacex-confirms-starlink-lease-agreement-with-faa\/\">reported<\/a> takeover of a $2.4 billion contract with Verizon.<\/p>\n\n\n\n<p>Research shows that a <a href=\"https:\/\/www.ipsos.com\/en-us\/most-americans-think-economy-rigged-rich-and-powerful\">large majority<\/a> of Americans believe that the economy is <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2020\/01\/09\/70-of-americans-say-u-s-economic-system-unfairly-favors-the-powerful\/\">rigged<\/a>, suggesting everyday people sense the link between inequality and corruption.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/679395\/original\/file-20250710-66-jlozbe.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"People attend a protest.\" \/><figcaption>Demonstrators gather outside the Supreme Court in Washington as the court heard arguments on campaign finance in 2013. <a href=\"https:\/\/newsroom.ap.org\/detail\/SupremeCourtCampaignFinance\/aa789fd7eb3a40adaadc76b5ef0558f8\/photo\">AP Photo\/Susan Walsh<\/a><\/figcaption><\/figure>\n\n\n\n<h2>3. Undermining belief in the common good<\/h2>\n\n\n\n<p>National aspirations have emphasized the common good since America\u2019s founding. The Declaration of Independence lists the <a href=\"https:\/\/www.archives.gov\/founding-docs\/declaration-transcript\">king\u2019s first offense<\/a> as undermining the \u201cpublic good\u201d by subverting the rule of law. The Constitution\u2019s <a href=\"https:\/\/www.archives.gov\/founding-docs\/constitution-transcript\">preamble<\/a> commits the government to promoting the general welfare and shared well-being.<\/p>\n\n\n\n<p>But higher inequality historically <a href=\"https:\/\/doi.org\/10.1038\/s41562-023-01681-y\">means<\/a> the <a href=\"https:\/\/doi.org\/10.1016\/j.socec.2006.12.073\">common good<\/a> goes <a href=\"https:\/\/doi.org\/10.1146\/annurev-polisci-051120-013916\">overlooked<\/a>, according to research. Meanwhile, work has become more <a href=\"https:\/\/doi.org\/10.1177\/000312240907400101%22%22\">precarious<\/a>, <a href=\"https:\/\/unionstats.com\/\">less unionized<\/a>, <a href=\"https:\/\/www.hup.harvard.edu\/books\/9780674975446\">more segmented<\/a> and <a href=\"https:\/\/doi.org\/10.1177\/00031224251328393\">less geographically stable<\/a>. Artificial intelligence <a href=\"https:\/\/mit-genai.pubpub.org\/pub\/24gsgdjx\/release\/1?readingCollection=bc5ea8fc\">may worsen<\/a> these trends.<\/p>\n\n\n\n<p>This tends to coincide with a drop in voting and other forms of <a href=\"https:\/\/www.nytimes.com\/2024\/07\/13\/magazine\/robert-putnam-interview.html\">civic engagement<\/a>.<\/p>\n\n\n\n<p>The government has fewer mechanisms for protecting community when rising inequality is paired with lower <a href=\"https:\/\/cepr.net\/publications\/piketty-in-one-graph\/\">taxes for the wealthy<\/a> and reduced <a href=\"http:\/\/piketty.pse.ens.fr\/files\/ideology\/pdf\/F12.6.pdf\">public resources<\/a>. My research finds that <a href=\"https:\/\/doi.org\/10.1111\/socf.12663\">public sector unions<\/a> especially bolster civic engagement in this environment.<\/p>\n\n\n\n<p>Given increasing workplace and social isolation, America\u2019s <a href=\"https:\/\/www.gse.harvard.edu\/ideas\/usable-knowledge\/24\/10\/what-causing-our-epidemic-loneliness-and-how-can-we-fix-it\">loneliness epidemic<\/a> is unsurprising, especially for low earners.<\/p>\n\n\n\n<p>All of these factors and their contribution to alienation can foster <a href=\"https:\/\/pubs.sciepub.com\/rpbs\/5\/1\/3\/index.html\">authoritarian beliefs<\/a> and <a href=\"https:\/\/news.uchicago.edu\/story\/loneliness-contributes-self-centeredness-sake-self-preservation\">individualism<\/a>. When people become cold and distrustful of one another, the notion of the common good collapses.<\/p>\n\n\n\n<h2>Inequality as a policy outcome<\/h2>\n\n\n\n<p>News coverage of the Trump bill and policy debate have largely centered on immediate gains and losses. But zoomed out, a clearer picture emerges of the long-term dismantling of foundations that once supported broad economic security. That, in turn, has enabled <a href=\"https:\/\/www.brookings.edu\/articles\/understanding-democratic-decline-in-the-united-states\/\">democratic decline<\/a>.<\/p>\n\n\n\n<p>As labor\u2019s share of the economy declined, so too did the <a href=\"https:\/\/www.pew.org\/en\/trend\/archive\/fall-2024\/americans-deepening-mistrust-of-institutions\">institutional trust<\/a> and <a href=\"https:\/\/doi.org\/10.1093\/psquar\/qqad038\">shared social values<\/a> that underpin democratic life. Among the many consequences are the political <a href=\"https:\/\/hub.jhu.edu\/2024\/11\/11\/insights-and-impacts-election-2024\/\">discontent and disillusionment<\/a> shaping our current moment.<\/p>\n\n\n\n<p>Republicans hold both chambers of Congress through 2026, making significant policy changes unlikely in the short term. Democrats <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/07\/01\/us\/senate-megabill-vote.html\">opposed<\/a> the bill but are out of power. And their coalition is divided between a <a href=\"https:\/\/www.nytimes.com\/2025\/06\/11\/us\/newsom-speech-2028.html\">centrist establishment<\/a> and an <a href=\"https:\/\/apnews.com\/article\/bernie-sanders-aoc-red-states-utah-idaho-552dae5df212f622dba1dbf286c90fa3\">insurgent progressive<\/a> wing with diverging priorities in addressing inequality.<\/p>\n\n\n\n<p>Yet democratic decline and inequality are not inevitable.
