Tomain<\/a>, <em><a href=\"https:\/\/theconversation.com\/institutions\/university-of-cincinnati-1717\">University of Cincinnati<\/a><\/em><\/p>\n\n\n\n<p>While the <a href=\"https:\/\/theconversation.com\/exactly-what-is-in-the-ivy-league-deals-with-the-trump-administration-and-how-they-compare-262912\/\">White House\u2019s fight with elite universities<\/a> such as <a href=\"https:\/\/apnews.com\/article\/trump-settlement-ivy-league-harvard-columbia-brown-8441ce30057c684084994ae53c0a2b92\">Columbia and Harvard<\/a> has recently dominated the headlines, the feud overshadows the broader and <a href=\"https:\/\/www.washingtonpost.com\/education\/interactive\/2025\/public-schools-political-pressure\/\">more far-reaching assault<\/a> on K-12 public education by the Trump administration and many states.<\/p>\n\n\n\n<p>The Trump administration <a href=\"https:\/\/www.reuters.com\/legal\/litigation\/us-supreme-court-clears-way-trump-gut-education-department-2025-07-14\/\">has gutted the Department of Education<\/a>, imperiling efforts to <a href=\"https:\/\/theconversation.com\/big-cuts-at-the-education-departments-civil-rights-office-will-affect-vulnerable-students-for-years-to-come-249716\">protect students\u2019 civil rights<\/a>, and <a href=\"https:\/\/edlawcenter.org\/trump-2-0-how-will-proposed-fy26-budget-cuts-affect-your-school-district\/\">proposed billions in public education cuts<\/a> for fiscal year 2026. Meanwhile, the administration is <a href=\"https:\/\/www.npr.org\/2025\/05\/23\/nx-s1-5397175\/trump-federal-voucher-private-school\">diverting billions of taxpayer funds into K-12 private schools<\/a>. These moves build upon similar efforts by conservative states <a href=\"https:\/\/journals.uclpress.co.uk\/lre\/article\/2896\/galley\/17572\/view\/\">to rein in public education<\/a> <a href=\"https:\/\/theconversation.com\/trumps-executive-order-to-dismantle-the-education-department-was-inspired-by-the-heritage-foundations-decades-long-disapproval-of-the-agency-250605\">going back decades<\/a>.<\/p>\n\n\n\n<p>But the consequences of withdrawing from public education could be dire for the U.S. In our 2024 book, \u201c<a href=\"https:\/\/www.cambridge.org\/core\/books\/how-government-built-america\/0A09596CC444F8ADE0030AE5F619AD56\">How Government Built America<\/a>,\u201d we explore the history of public education, from <a href=\"https:\/\/www.pbs.org\/onlyateacher\/horace.html\">Horace Mann\u2019s \u201ccommon school movement<\/a>\u201d in the early 19th century to the <a href=\"https:\/\/www.va.gov\/education\/about-gi-bill-benefits\/\">GI Bill<\/a> in the 20th that helped millions of veterans go to college and become homeowners after World War II.<\/p>\n\n\n\n<p>We found that public education has been essential for not only creating an educated workforce but for inculcating the United States\u2019 fundamental values of liberty, equality, fairness and the common good.<\/p>\n\n\n\n<h2>In the public good<\/h2>\n\n\n\n<p>Opponents of public education often refer to public schools <a href=\"https:\/\/www.edweek.org\/policy-politics\/government-schools-or-public-schools-trump-devos-and-the-language-of-school-choice\/2020\/02\">as \u201cgovernment schools<\/a>,\u201d a pejorative that seems intended to associate public education with \u201cbig government\u201d \u2013 seemingly at odds with the <a href=\"https:\/\/www.pewresearch.org\/politics\/2024\/06\/24\/governments-scope-efficiency-and-role-in-regulating-business\">small government preference<\/a> of many Americans.<\/p>\n\n\n\n<p>But, as <a href=\"https:\/\/theconversation.com\/trump-administration-sets-out-to-create-an-america-its-people-have-never-experienced-one-without-a-meaningful-government-250727\">we have previously explored<\/a>, government has always been a significant partner with the private market system in achieving the country\u2019s fundamental political values. Public education has been an important part of that partnership.<\/p>\n\n\n\n<p>Education is what <a href=\"https:\/\/plato.stanford.edu\/entries\/public-goods\">economists call a public good<\/a>, which means it not only benefits students but the country as well.<\/p>\n\n\n\n<p>Mann, an <a href=\"https:\/\/www.pbs.org\/onlyateacher\/horace.html\">education reformer often dubbed<\/a> the father of the American public school system, argued that universal, publicly funded, nonsectarian public schools would <a href=\"https:\/\/socialwelfare.library.vcu.edu\/programs\/education\/horace-mann-creation-common-school\/\">help sustain American political institutions<\/a>, expand the economy and fend off social disorder.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/images.theconversation.com\/files\/685651\/original\/file-20250814-56-4ivo1j.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img src=\"https:\/\/images.theconversation.com\/files\/685651\/original\/file-20250814-56-4ivo1j.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=237&amp;fit=clip\" alt=\"an old greenish stamp has the face of a man in the center, with the words united states postage, 1 cent and Horace Mann\"\/><\/a><figcaption>Horace Mann was a pioneer of free public schools and Massachusetts\u2019 first secretary of education. <a href=\"https:\/\/www.gettyimages.com\/detail\/photo\/horace-mann-stamp-royalty-free-image\/174988786?phrase=horace%20mann&amp;searchscope=image%2Cfilm\">traveler1116\/iStock via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<p>In researching Mann\u2019s common schools and other educational history for our book, two lessons stood out to us.<\/p>\n\n\n\n<p>One is that the U.S. investment in public education over the past 150 years has created a well-educated workforce that has fueled innovation and unparalleled prosperity.<\/p>\n\n\n\n<p>As <a href=\"https:\/\/www.cambridge.org\/core\/books\/how-government-built-america\/0A09596CC444F8ADE0030AE5F619AD56\">our book documents<\/a>, for example, in the late 18th and early 19th centuries the states expanded public education to include high school to meet the increasing demand for a more educated citizenry as a result of the Industrial Revolution. And the GI Bill <a href=\"https:\/\/scholars.org\/sites\/scholars\/files\/ssn_key_findings_mettler_on_gi_bill.pdf\">made it possible<\/a> for returning veterans to earn college degrees or train for vocations, support young families and buy homes, farms or businesses, and it encouraged them to become more engaged citizens, making \u201cU.S. democracy more vibrant in the middle of the twentieth century.\u201d<\/p>\n\n\n\n<p>The other, equally significant lesson is that the democratic and republican principals that propelled Mann\u2019s vision of the common school <a href=\"https:\/\/www.pbs.org\/onlyateacher\/horace.html\">have colored many Americans\u2019 assumptions about public schooling ever since<\/a>. Mann\u2019s goal was a \u201c<a href=\"https:\/\/socialwelfare.library.vcu.edu\/programs\/education\/horace-mann-creation-common-school\/\">virtuous republican citizenry<\/a>\u201d \u2013 that is, a citizenry educated in \u201cgood citizenship, democratic participation and societal well-being.\u201d<\/p>\n\n\n\n<p>Mann believed <a href=\"https:\/\/voicesofdemocracy.umd.edu\/horace-mann-the-necessity-of-education-in-a-republican-government-speech-text\/\">there was nothing more important<\/a> than \u201cthe proper training of the rising generation,\u201d calling it the country\u2019s \u201chighest earthly duty.\u201d<\/p>\n\n\n\n<h2>Attacking public education<\/h2>\n\n\n\n<p>Today, Mann\u2019s vision and all that\u2019s been accomplished by public education is under threat.<\/p>\n\n\n\n<p>Trump\u2019s second term has supercharged efforts by conservatives over the past 75 years <a href=\"https:\/\/www.edweek.org\/policy-politics\/heres-the-long-list-of-topics-republicans-want-banned-from-the-classroom\/2022\/02\">to control what is taught in the public schools<\/a> and <a href=\"https:\/\/www.milwaukeeindependent.com\/thom-hartmann\/war-education-dismantling-public-schools-divides-americans-caste-system\/\">to replace public education with private schools<\/a>.<\/p>\n\n\n\n<p>Most notably, Trump has begun dismantling the Department of Education to <a href=\"https:\/\/www.bbc.com\/news\/articles\/c79zxzj90nno\">devolve more policymaking to the state level<\/a>. The <a href=\"https:\/\/www.brookings.edu\/articles\/what-does-the-us-department-of-education-do\">department is responsible for<\/a>, among other things, distributing federal funds to public schools, protecting students\u2019 civil rights and supporting high-quality educational research. It has also been responsible for <a href=\"https:\/\/www.washingtonpost.com\/education\/2025\/07\/15\/education-department-dismantled-trump-explained\/\">managing over a trillion dollars in student loans<\/a> \u2013 a function that the administration <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/apr\/06\/student-loans-trump-small-business-association\">is moving to the Small Business Administration<\/a>, which has no experience in loan management.<\/p>\n\n\n\n<p>The president\u2019s <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/improving-education-outcomes-by-empowering-parents-states-and-communities\">March 2025 executive order<\/a> has slashed the department\u2019s staff in half, with especially <a href=\"https:\/\/theconversation.com\/link-249716\">deep cuts to the Office for Civil Rights<\/a>, which, as noted, <a href=\"https:\/\/www.npr.org\/2025\/03\/12\/nx-s1-5325854\/trump-education-department-layoffs-civil-rights-student-loans\">protects student from illegal discrimination<\/a>.<\/p>\n\n\n\n<p>Trump\u2019s efforts to <a href=\"https:\/\/www.americanprogress.org\/article\/congressional-budget-rejects-president-trumps-higher-education-cuts-now\/\">slash education funding<\/a> has so far <a href=\"https:\/\/www.npr.org\/2025\/07\/25\/nx-s1-5480226\/trump-school-funding-grants\">hit roadblocks<\/a> with Congress and the public. The administration <a href=\"https:\/\/edlawcenter.org\/trump-2-0-how-will-proposed-fy26-budget-cuts-affect-your-school-district\/\">is aiming to cut education funding by US$12 billion<\/a> for fiscal year 2026, which Congress is currently negotiating.<\/p>\n\n\n\n<p>And contradicting its stance on ceding more control to states and local communities, the administration <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-indoctrination-in-k-12-schooling\/\">has also been mandating<\/a> what can\u2019t and must be taught in public schools. For example, it\u2019s <a href=\"https:\/\/www.nytimes.com\/2025\/01\/30\/us\/trump-executive-orders-local-control-schools.html\">threatened funding<\/a> for school districts that recognize transgender identities or teach about structural racism, white privilege and similar concepts. On the other hand, the White House is <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-indoctrination-in-k-12-schooling\/\">pushing the use of \u201cpatriotic\u201d education<\/a> that depicts the founding of the U.S. as \u201cunifying, inspiring and ennobling.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/678176\/original\/file-20250703-62-b1plxu.jpg?ixlib=rb-4.1.0&amp;rect=0%2C300%2C5756%2C3238&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A young female teacher monitors students working on a writing lesson.\"\/><figcaption>The Trump administration has been increasingly mandating what teachers can and cannot teach in their classrooms. <a href=\"https:\/\/www.gettyimages.com\/detail\/photo\/young-female-teacher-working-with-her-students-on-a-royalty-free-image\/2219833385?phrase=public%20education%20america&amp;adppopup=true\">adamkaz\/E+ via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<h2>Promoting private education<\/h2>\n\n\n\n<p>As Trump and states have cut funding and resources to public education, they\u2019ve been shifting more money to K-12 private schools.<\/p>\n\n\n\n<p>Most recently, the budget bill passed by Congress in July 2025 <a href=\"https:\/\/itep.org\/trump-megabill-expensive-private-school-vouchers\/\">gives taxpayers a tax credit for donations<\/a> to organizations that fund private school scholarships. The credit, which unlike a deduction counts directly against how much tax someone owes, is $1,700 for individuals and double for married couples. The total cost could run into the billions, since it\u2019s unclear how many taxpayers will take advantage.<\/p>\n\n\n\n<p>Meanwhile, 33 states <a href=\"https:\/\/www.future-ed.org\/early-returns-first-results-from-the-new-wave-of-public-funding-of-private-schooling\">direct public money<\/a> toward private schools by providing vouchers, tax credits or another form of financial assistance to parents. All together, states <a href=\"https:\/\/www.edchoice.org\/2025-edchoice-spending-share-rankings\/\">allocated $8.2 billion<\/a> to support private school education in 2024.<\/p>\n\n\n\n<p>Government funding of private schools diverts money away from public education and makes it <a href=\"https:\/\/www.epi.org\/publication\/vouchers-harm-public-schools\/\">more difficult for public schools<\/a> to provide the quality of education that would most benefit students and the public at large. In Arizona, for example, <a href=\"https:\/\/www.washingtonpost.com\/education\/2025\/08\/05\/arizona-public-school-closures-voucher-program\/\">many public schools are closing<\/a> their doors permanently as a result of the state\u2019s support for charter schools, homeschooling and private school vouchers.<\/p>\n\n\n\n<p>That\u2019s because public schools are funded based on how many students they have. As more students switch to private schools, there\u2019s less money to cover teacher salaries and fixed costs such as building maintenance. Ultimately, that means fewer resources to educate the students who remain in the public school system.<\/p>\n\n\n\n<h2>Living up to aspirations<\/h2>\n\n\n\n<p>We believe the harm to the country of promoting private schools while rolling back support for public education is about more than dollars and cents.<\/p>\n\n\n\n<p>It would mean abandoning the principle of universal, nonsectarian education for America\u2019s children. And in so doing, Mann\u2019s \u201cvirtuous citizenry\u201d will be much harder to build and maintain.<\/p>\n\n\n\n<p>America\u2019s private market system, in which individuals are free to contract with each other with minimal government interference, <a href=\"https:\/\/www.amazon.com\/Government-Built-America-Sidney-Shapiro-ebook\/dp\/B0D266NFM5\">has been important to building prosperity<\/a> and opportunity in the U.S., as our book documents.
