My research shows what can be gained \u2013 by policymakers and the broader public \u2013 from detailed environmental data and highlights what is lost when it\u2019s not collected.<\/p>\n\n\n\n<p>Since President Donald Trump began his second term, his administration has changed the U.S. government\u2019s environmental data practices, collecting and reporting only average and aggregate pollution levels that do not <a href=\"https:\/\/www.nytimes.com\/2025\/03\/21\/climate\/government-websites-climate-environment-data.html\">differentiate exposure by race, gender, ethnicity or other social identities<\/a>. That <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-terminates-bidens-environmental-justice-dei-arms-agency\">changes previous administrations\u2019 practice<\/a> of <a href=\"http:\/\/doi.org\/10.1088\/1748-9326\/ae2c0d\">looking more closely<\/a>, enabling researchers to learn <a href=\"https:\/\/doi.org\/10.1525\/sp.2007.54.3.343\">who is most affected<\/a> and <a href=\"https:\/\/doi.org\/10.2307\/3325435\">least empowered<\/a> to push back.<\/p>\n\n\n\n<p>These changes are part of broader policy shifts across the federal government aimed at <a href=\"https:\/\/www.nytimes.com\/2026\/04\/27\/climate\/epa-science-trump-cuts.html\">reducing information about environmental harms<\/a> and <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-and-wasteful-government-dei-programs-and-preferencing\/\">eliminating policies that consider disparate impacts for racial and ethnic minorities<\/a>, <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/01\/31\/2025-02097\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\">claiming those are racially biased<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/scholar.google.com\/citations?user=2nwBF2UAAAAJ&amp;hl=en&amp;oi=ao\">I study environmental policy<\/a>, and I often see the importance of having detailed data to understand the effects of various actions on people\u2019s lives and who is most vulnerable and in need of help. While they are certainly important for global fish production, those ships focus on particular species, such as tuna, and particular markets, such as <a href=\"https:\/\/www.ucpress.edu\/books\/tsukiji\/paper\">Tokyo\u2019s Tsukiji Fish Market<\/a>.<\/p>\n\n\n\n<p>However, a 2023 report from the Food and Agriculture Organization of the United Nations estimates that <a href=\"https:\/\/www.fao.org\/voluntary-guidelines-small-scale-fisheries\/ihh\/en\">small-scale fishing is actually a significant<\/a> part of the industry. This type of fishing includes a range of activities with smaller vessels that often contribute more directly to local livelihoods and food supply.<\/p>\n\n\n\n<p>Small-scale fisheries catch <a href=\"https:\/\/www.fao.org\/voluntary-guidelines-small-scale-fisheries\/ihh\/en\">about US$77 billion worth of fish<\/a> a year \u2013 44% of the global fisheries total \u2013 and employ more than 90% of the people who work in fishing-related jobs, including a much higher proportion of women than large-scale operations.<\/p>\n\n\n\n<p>Research I have been part of with other scholars has identified that <a href=\"https:\/\/doi.org\/10.1007\/s13280-025-02250-5\">women play many significant roles in small-scale fishing<\/a>. Other work has found that can include, for example, <a href=\"https:\/\/doi.org\/10.1111\/faf.12075\">collecting shellfish near the shore<\/a>. And <a href=\"https:\/\/doi.org\/10.1016\/j.marpol.2016.10.026\">women often sell fish in local markets<\/a> rather than connecting with global fish suppliers.<\/p>\n\n\n\n<p>Without data about those activities and the women who do them, policymakers and community members who are trying to plan and implement their local fishing rules lack a full picture of the industry.<\/p>\n\n\n\n<p>For instance, researchers don\u2019t actually know <a href=\"https:\/\/doi.org\/10.1371\/journal.pone.0091161\">how many fish are caught<\/a> or <a href=\"https:\/\/doi.org\/10.1016\/j.marpol.2016.10.026\">how many people\u2019s livelihoods are involved<\/a> in small-scale fishing. So it is impossible to develop rules for vessel ownership, fishing quotas or other policies to accurately address overfishing, poverty or hunger.<\/p>\n\n\n\n<p>In a random sample of people in <a href=\"https:\/\/doi.org\/10.1016\/j.worlddev.2017.04.033\">livelihoods connected to fisheries in southeastern India<\/a>, we found 8% of them ate less than a full diet during a seasonal fishing ban. But that number varies by gender: More than 15% of women eat less during that time, while less than 4% of men do. Without the more detailed data, efforts to provide additional food might give more to men than they need and less to women than they do.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/743423\/original\/file-20260622-57-cdwuyk.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Children play on a playground with an industrial building in the background.\" \/><figcaption>Living near oil-industry buildings can raise people\u2019s health risks. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/oil-and-chemical-refinery-plants-cover-the-landscape-next-news-photo\/1293055366\">Andrew Lichtenstein\/Corbis via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<h2>Blocking the details<\/h2>\n\n\n\n<p>As with other types of data, nuanced measurements are <a href=\"https:\/\/theconversation.com\/cuts-to-research-into-inequality-disparities-and-other-deia-topics-harm-science-252241\">essential for scientific research that clearly describes problems<\/a> and identifies solutions that are most likely to be effective. That type of inquiry is under threat from these Trump administration moves.<\/p>\n\n\n\n<p>Of particular note was the <a href=\"https:\/\/eelp.law.harvard.edu\/tracker\/epa-added-environmental-health-indicators-to-ejscreen\/\">removal of a website called \u201cEJScreen<\/a>,\u201d hosted by the Environmental Protection Agency, with the intent of understanding what the agency called the \u201c<a href=\"https:\/\/19january2021snapshot.epa.gov\/ejscreen\/purposes-and-uses-ejscreen_.html\">combination of environmental and demographic indicators<\/a>\u201d that affect people\u2019s health.<\/p>\n\n\n\n<p>The data from that site has been <a href=\"https:\/\/screening-tools.com\/epa-ejscreen\">copied into a new privately hosted website<\/a>, but it is no longer being updated nor used for making decisions about environmental policy.<\/p>\n\n\n\n<p>Similar to what we found in the fishing context, without detailed data, <a href=\"https:\/\/www.npr.org\/2026\/04\/14\/nx-s1-5752275\/women-men-sex-treatment-doctor-medicine\">including gender<\/a>, race and economic demographics, the Trump administration is leaving itself \u2013 and the nation as a whole \u2013 unable to see a full picture of environmental harms and benefits.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/742538\/original\/file-20260617-57-kyadp2.png?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A view of the Western U.S. with areas shaded according to how much particulate matter air pollution is measured in each.\" \/><figcaption>Mapping pollution by specific location can identify people and places that may need more or less attention than others. Note: Data depicted is not current. <a href=\"https:\/\/pedp-ejscreen.azurewebsites.net\/\">EJScreen v2.3 hosted by the Public Environmental Data Partners<\/a><\/figcaption><\/figure>\n\n\n\n<p>If one neighborhood is highly polluted but nearby communities aren\u2019t, county-level averages would show an overall low level of pollution \u2013 even though the more detailed information would reveal a major problem to be addressed in one particular area.<\/p>\n\n\n\n<p>Not collecting the data doesn\u2019t stop the harm. In fact, not looking at what\u2019s happening \u2013 and to whom \u2013 can <a href=\"https:\/\/theconversation.com\/how-stripping-diversity-equity-and-inclusion-from-health-care-may-make-americans-sicker-249674\">aggravate and perpetuate long-standing practices of discrimination<\/a> in the U.S. The broader society also <a href=\"https:\/\/theconversation.com\/data-on-sexual-orientation-and-gender-is-critical-to-public-health-without-it-health-crises-continue-unnoticed-255380\">benefits from these more detailed insights<\/a> because they help identify problems that would eventually reach other groups.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/images.theconversation.com\/files\/743430\/original\/file-20260622-71-dw6wge.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"\" \/><figcaption>In many countries, men do most of the fishing and women sell the fish in local markets. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/local-market-vendor-organizes-iced-containers-of-freshly-news-photo\/2280394529\">Artur Widak\/NurPhoto via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<h2>Opportunities to fill in the blanks<\/h2>\n\n\n\n<p>Our research has also found that researchers may have options to work around government failures to collect and report this more detailed data. For instance, we found many <a href=\"https:\/\/static-content.springer.com\/esm\/art%3A10.1007%2Fs13280-025-02250-5\/MediaObjects\/13280_2025_2250_MOESM1_ESM.pdf#page=6\">opportunities for already available data<\/a> that can be repurposed for better understanding women\u2019s roles in the fishery.<\/p>\n\n\n\n<p>Some of the federal analysis was based on <a href=\"https:\/\/climateprogramportal.org\/resource\/environmental-justice-mapping-and-screening-tool\/\">integrating Census Bureau data with environmental information<\/a>, which is work that independent researchers could also do.<\/p>\n\n\n\n<p>As federal agencies step away from these efforts, scholars and private organizations also have opportunities to step in to fill parts of the void, ensuring <a href=\"https:\/\/screening-tools.com\/epa-ejscreen\">long-term data is preserved<\/a>.
